A meeting of the Board.of Local Improvements of the Village of Deerfield was
called to order by the President in the Council Chambers of the Village Hall on
Tuesday, September 2, 1969 at 8:05 p.m. The secretary called the roll and reported
that the following were
Present: Bernard Forrest, President
Jayman A. Avery, Jr.
George Kelm
George P. Schleicher
Stephen M. Slavin
M. Jay Turner, Jr.
Absent: Charles R. Bootz
and that a quourm was present and in attendance at the meeting. Also present were
Messrs. Richardr,.Houpt, Village attorney, and Norris Stilphen, manager.
Moved by Mr. Slavin, seconded by Mr. Schleicher, that the minutes of the meeting
held August.18, 1969 be approved as submitted. Motion carried unanimously.
President Signs Change Order #1 In connection with Change Order No. 1, Special
S A 107 - Deduct $745 .!Assessment No. 107, Hovland Improvements, here -
i_tofore approved by the Board but not signed by
the President, the manager explained that deletions were due to the Board's decision
to proceed with the construction of surface improvements in Hovland Subdivision,
Special Assessment No. 108. The ddditions to the contract for sidewalk-replacement
° were27requirdd. because of a narrow parkway along Wilmot Road in which a gas main had
been installed, and in some places the sidewalk was re- located because installation
of the water line would have placed hydrants in the middle of the sidewalk. The
contractor absorbed $1,500.00 of the cost for sidewalk replacement because some damage
was due to the type of equipment used.
The additions to the contract for tree-removal . was-an "on :the..job" decision
of the engineer, many being elm trees that were dead or dying fxom..Dutch-Elm disease.
Mr. Schleicher declared that a full explanation should have.been made when the change
order was submitted.
The President then signed the change order.

A petition was received from Mr. and Mrs. Glenn
Likes, 1406 Somerset Avenue, who requested the
Board to institute special assessment proceedings
for the installation of a water line and storm
31 and 32, Deerfield Acres Subdivision. Decision
petition until the Plan Commission has submitted
ivision of the said lots.
Authorize Issuance Voucher #6 Mr.Slavin moved, seconded by Mr. Schleicher, that
Chas. Greengard & Associates the issuance of Voucher No. 6, Special Assessment
$20,000 - S/A 108 No. 108, be authorized to Charles W. Greengard
Associates in the amount of $20,000.00 for
engineering services in connection with Hovland improvements. Adopted by the following
vote:
Ayes: Avery, Kelm, Schleicher, Slavin, Turner (5)
Nays: None (0)
There being no further business to come before. .the- Boar,d.of Local
Improvements, on motion by Mr. Avery., seconded.by Mr. Turner, the meeting
was adjoured at 8:18 p.m.
