02/10/1969February 10, 1969 A meeting of, the Board of Local Improvements of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, February 10, 1969 at 8:25 p.m. The secretary called the roll and reported that the following were Present: H. Ross Finney, President Raymond L. Craig Bernard Forrest Charles H. Raff Absent: Charles R. Bootz George Kelm George P. Schleicher and that a quorum was present and in attendance at the meeting. Also present were Messrs. David Newman, representing the Village attorney, and Norris Stilphen, manager. Minutes 6f the meeting held February 3, 1969 were read, and approved as read on motion by Mr. Forrest, seconded by Mr. Craig, and carried unanimously. Mr. Bootz,entered the meeting at 8:28 p.m.. and was present {thereafter. Public Hearing Mr. Henry Uteg, Commissioner of Assess - Hovland Improvements ments filed with the secretary the Affidavit S/A 108 Of Mailing Notice of Public Hearing on the proposed improvement of portions of Fairview Avenue, Birchwood Avenue, Kenmore Avenue, Gordon Terrace, Laurel Avenue and Rosewood Avenue by special assessments, to be designated Special Assessment No. 108. Mr. Charles Greengard, engineer, explained the scope of the improvement. He stated that Special Assessment No. 107 had covered the installation of water mains, sanitary sewer lines and an interceptor storm sewer. The proposed improve- ment will cover street pavement, storm sewers.and inlets, sidewalks, street lights where necessary, and full subdivision improvements required by ordinance. He pointed out that plans did not include paving the four blocks of Gordon Terrace, nor two blocks of Kenmore and nothing would be done on Willow Avenue, but all other streets would be brought up to full Village standards. In answer to the question why all streets will not be improved, President Finney stated no one had petitioned for the improvements. Mr. Albert Mown, 200 Fairview, stated that he had asked for water mains on both Fairview and Laurel Avenue to permit subdivision of his corner lot, but a water line was installed only on Fairview under Special Assessment No. 107. Several owners expressed concern about the finanfial burden placed on them by another assessment a year after the first one and they might be forced to sell their property. It was pointed out that the full improvements would permit resubdivision into lots of 10,800 square feet. Mr. Henry Uteg explained the spread of the assessments, giving total estimated costs for the project, and a cost of $13.800per front foot for pavement with integral.curb and gutter; $3.80 per lineal foot for 5 ft. sidewalk; and storm sewer at $20.00 per 1000 sq. ft. of lot area. The assessment for an average interior lot would be: Street pavement $1,656; sidewalk $456; and storm sewer $720; a total of $2832. The total assessment for a corner lot with an existing residence would be approximately $6000, broken down as follows: Street $4140; sidewalk $1140; and storm sewer $720. A vacaiit'corner lot assessment would be $7008 - street $4692; sidewalk $1596 and storm sewer $720. Mr. Schleicher entered the meeting at'9:'00 p.m. and was present thereafter. Statements regarding the proposed construction were made by Mrs. Gloria Bertram, 1408 Gordon Terrace, and Messrs. Robert Benson, 303 Wilmot; Armand Beloian, 259 Kenmore; Stanley Rundell, 240.Kenmore Harold Visoky, 227 Kenmore; John Visoky, 294 Kenmore; Howard Kodym, 225 Fairview; and Mr.. Albert Moen. A Mr. Johnson, the absentee owner of four vacant lots urged th$t his property be improved with street pavement and full improvements, as did Mrs. Bertram. Mr. Johnson however, did object to the grading and seeding that is part of the proposed project. Several other owners stated they would prefer to do this work themselves. Questions were answered on tree removal, street lights, changing grade of hydrants, drainage from field tile and street drainage. Although there were some objections to the assessment At this .time, there seemed to be general acceptance of the proposed construction.
