The hearing of the Board of Local Improvements of the Village of
Deerfield on the Wilmot Road water extension, Special Assessment No.
104 adjourned from December 16, 1963, was called to order in the Council
Chambers of the Village Hall on Wednesday, December 18, 1963 at 8 :10 p.m.
The secretary called the roll and reported the following were

and that a quoUm was present and in attendance at the meeting. Also
present were Messrs. Norris Tilphen, manager, Henry'.'Uteg,'DepUty
Commissioner of Special Assessments, and a representative from Baxter
and Woodman, Engineers for the project.
Moved by Mr. Schleicher, seconded by Mr. Smith, that Mr. Mandler
be appointed President pro tem. Motion carried unanimously.
The engineer described the project, which consists of an extension
of the watermain in Wilmot Road from Hazel Avenue to a point near Garand
Drive, with necessary appurtenances. The cost of the projec,> was
estimated to be $10,715.64, with a possibility the cost might be reduced
by up to 20 per cent.
Mr. Uteg stated the assessments were based on an estimated cost
of $5.02 per lineal foot with $3,740 of the total cost to be paid by
the Village as Public Benefits.
The manager stated temporary connections to nearby water mains
had been permitted on agreement by property owners that the main in
Wilmot Road would be installed by Special Assessments.
The secretary reported Mr. John Roth, 1115 Wilmot Road, was unable
to attend the public hearing due to business, but had stated that his
property should not have been included in the project, since the Village
had required a connection to the water main on the west side of Wilmot
Road, and therefore his property was already served by a full sized main.
Mr. Leroy Koets verified this information.
Mr. Uteg stated that Mr. Roth's property would be dropped from
the assessment on the basis of information given, and said that any
other properties that were not served by the proposed installation
would be dropped also.
In answer to a question on the necessity for the project, it
was explained by the manager that the Board was concerned about adequate
pressure and fire protection throughout the Village, and the temporary
connections were permitted only on the basis that an adequate main
would be installed later.
After further discussion, Mr. Hearn moved, seconded by Mr.
Schleicher, that the attorney be directed to prepare the resolution
and ordinance to proceed with the project. Adopted by the following
vote:
Ayes: Hearn, Mandler, Smith, Schleicher (4)
Nays: None (0)
The hearing was..adjourned at 8 :50 p.m., on motion by Mr. Schleicher,
seconded by Mr. Hearn, and carried unanimously.
