03/18/1963 (2)March 18, 1963 A meeting of the Board of Local Improvements of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, March 18, 1963 at 1:55 p.m. The secretary called the roll and reported the following were Present: David C. Whitney, President Ira K. Hearn, Jr. James E. Mandler Maurice C. Petesch Winston S. Porter Absent: John F. Aberson John A. S. Lindemann and that a quorum was present and in attendnace at the meeting. Also present were Messrs. Seymour Axelrood, representing the Village attorney, and Norris Stilphen, manager. President Whitney expl.ained that preliminary hearings were being held on Woodland Park sidewalks and Hovland improvements in order to get an expression of opinion by property owners included in the projects, before committing the Village to expenditures for engineering and legal services. Mr. John Lindemann entered the meeting at 8 :00 p.m. and was* present thereafter. Sworn testimony was heard on the Woodland Park sidewalk project. Woodland Park - Greenwood Mr. Robert Mazur, Chairman of School Sidewalks District #110 PTA Safety Committee, stated the sidewalks were needed for child safety, and reported there would be no objection to curving walks where necessary to preserve trees and other plantings. Mr. James Lyons, Green- wood Avenue, stated sidewalks were needed on Greenwood Avenue, since it is a heavily travelled street and dangerous to children walking in the roadway. However, he pointed out construction of sidewalks would afford little protection if they were unusable due to snow, and provision must be made for snow plowing. Mr. Paul Mather also approved walks. Mr. John Aberson entered the meeting at 8 :05 p.m. and was present thereafter. A letter was received from Mrs. John Armstrong, 1249 Stratford Road, who stated she was opposed to the construction of sidewalks after making a survey of sidewalks on Chestnut, Davis and Greenwood and finding them impassable and not used by the children. Mr. William Brenner, 1417 Woodland Drive, speaking for approximately 85% of the homeowners on Woodland Drive andStratford Road, stated these owners felt there was no need for sidewalks, and asked for a negative vote on the proposed improvement. Mrs. Allyn Franke, who lives at the corner of Woodland Drive and Wilmot Rcad, stated they had been assessed for Wilmot Road sidewalks, and had no objection to this improvement, but felt that Voodland Drive, with what is mainly local traffic, did not require sidewalks for child safety. Mr. Robert Jordt, 1555 Stratford Road, stated the 89.3% of the 94 property owners on Woodland and Stratford were opposed to the proposed sidewalks, and that few children would benefit. Mr. Ray Craig, 1233 Stratford Road, stated sidewalks would detract from the appearance of the neighborhood. Mr. Robert Bowen, Building Commissioner, showed a map of the proposed improvement, with sidewalks to be constructed on Woodland Drive from Wilmot Road to Stratford, on Stratford from North Avenue to Greenwood, on Greenwood from Wilmot to Wayne, and on Broadmoor from Hazel to Greenwood. Mrs. G. F. Clampitt, 1455 Greenwood, stated she was not opposed to sidewalks on Greenwood, recognizing that it was a more heavily travelled-street than those in Woodland Park. However, she pointed out that Greenwood was not improved with curb and gutters, drainage being partly provided byfswales and ditches, and it appeared that large quantities of fill would be required to construct sidewalks that would be usable. She also stated there were many large trees that should be preserved. Mr. Bowen stated there is an engineering problem in the construction of Green- wood sidewalks, and -he was not prepared to give an answer om quanitities of fill that would be required. Mr. dingman, 1211 Stratford Road, stated sidewalks would not reduce the speeding on Greenwood, and asked that the speed limit be reduced and strictly enforced. Mr. Fred Reed, 1520 Greenwood, stated few children would benefit from sidewalks on Greenwood. Mr. Sampson and Mr. Eicher expressed approval of the'Greenwood Sidewalk proposal. Mr. Hearn moved, seconded by Mr. Petesch, that the Stratford and Woodland Drive sidewalks be dropped, and the engineer conduct a pre- liminary survey on engineering problems of grade on Greenwood Avenue to find out the amount of fill required to construct sidewalks at a satis- factory grade. Adopted by the following vote: Ayes: Aberson, Hearn, Lindemann, Mandler, Petesch, Porter (6) Nays: N ne (0) r. President Whitney asked Mr. William Brenner to conduct a survey on street lights. Hovland Improvements Mr. Bowen explained the scope of the proposed improvements in Hovland Subdivision, to consist of water, sanitary sewer, storm sewer in certain areas, and north and south streets, and gave estimates of cost. Mr. Simpson, Glenview, owner of two lots, asked that all improvements be constructed, since he was anxious to subdivide and build a home. He strongly urged that action be taken to rbzone.the area.and install all improvements. Mr. Sherman Kieser, Birchwood Avenue, also asked that all improvements be constructed, Mr. Sabot, Highwood, stated he' wanted : rez6n i ng.-and •.re5ubd i v i si�on .;of a lot already served by sewer and water. Mr. T. Blus, 1210 Gordon, stated his property could be served by water and sewer mains in Willow, and he could not benefit from the proposed improvement. Mr. Joseph Koss, 243 Wilmot Road, stated that the first step to be taken was the adoption of a--plan for the Hovland area, and recom- mended that one of the Rockwell plans be officially adopted, and then take action on improvements. He stated certain parts of the Hovland area were readily adaptable to subdivision under the Rockwell plan, in other areas variations would be required due to construction of homes. Two complaints were made regarding flooding at South Park School. Mrs. Howard Kodym, owner of Lot 9, stated she.had paid for all improvements on Willow, and property to the north was rezoned to the R -1 -A District, and is now part of the Friedman Subdivision. She stated she could not afford additional assessments unless the property were rezoned to permit subdivision. Mr. Sumner Walker, realtor, asked that the property In Hovland be rezoned to the R -2 classification, which would readily permit sub- division into 80 ft. lots with areas of 10,800 sq. ft. After further discussion, and a standing vote indicating that a majority present desired the proposed improvements, Mr. Ma-ndler moved, seconded by Mr. Aberson, that a resolution be adopted authorizing the preliminary steps to be taken to commence a special.assessment proceeding to be known as Deerfield Special Assessment No. 103 for the purpose of consgructing water mains, sanitary sewers, storm sewers, and drainage improvements, and street improvements on parts of Wilmot Road, Kenmore Avenue, Birchwood Avenue, Fairview Avenue, Rosewood Avenue,.Lake -Cook Road, Laurel Avenue and Gordon Terrace. Adopted by the following vote: Ayes: Aberson, Hearn, Lindemann, Mandler,7Petesch, Porter (61 Nays: NOne (0) M The meeting recessed at 10 :05 p.m. and was re- convened at 10 :15 p.m., all members being present. Mr. Aberson moved , seconded by Mr. Mandler, that Charles Greengard Associates be appointed engineers for the Hovland Improvement Special Assessment No. 103. Adopted by the following vote: Ayes: Aberson, Hearn, Lindemann, Mandler, Petesch, Porter (6) Nays: None (0) Mr. Aberson moved, seconded by Mr. Hearn, that Mr. Myron Jacobson be appointed Commissioner of Special Assessments and Mr. Henry Uteg Deputy Commissioner of Special Assessments for the Hovland Project. Adopted by the following vote: Ayes-: Aberson, Hearn, Lindemann, Mandler, Petesch, Porter (6) Nays: None (0) Mr. Aberson moved, seconded by Mr. Mandler, that Mr. Thomas A. Matthews be appointed attorney for the Hovland special assessment project.
