02/04/1963 (2)February 4, 1963 A meeting of the Board of Local Improvements of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, February 4, 1963 at 8 :00 p.m. The secretary called the roll and reported the following were Present: David C. Whitney, President John F. Aberson. Ira K. Hearn,, Jr. John A. S. Lindemann James E..Mandler Winston S. Porter Absent: Maurice C. Petesch and that a quorum was present and in attendance at the meeting. Also present were';Messrs. Seymour Axelrood, representing the Village,attorney, and Norris Stilphen, manager. A bill was presented from Ciorba, Spies t Gustafson for engineer- ing services in connection with the Rosewood- Birchwood Special Assessment - ment project. The Building Commissioner, Mr. Robert Bowen,'explained that the firm had prepared plans for complete improvements, but only sewer and water mains had been installed. He suggested that the Board give consideration to paying the firm for time and materials expended in the preparation of plans for those parts of the improvements which were not constructed. Decision was made to wait until another bill is received. Discussion was had on the construction of sidewalks recommended by the Safety Committee of the PTA of Wilmot School, and the advisability of arranging a meeting with property owners prior to a public hearing. The attorney was directed to prepare the necessary resolution to start the special-assessment proceedings for the sidewalks. A lengthy discussion was.had on the cost estimated for partial improvements in Hovland Subdivision. It was the consensus that only north -south streets be improved with water, sanitary sewer, gravel base and blacktop for street paving. The problem of, storm water drain- age will be studied, since the natural drainage of the area is from west to east. Revised estimates of cost will be prepared and the attorney was requested to prepare the resolution for a public hearing. There being no further business to come before the Board of Local Improvements, the meeting was adjourned. Secretary
