04/22/1963265 April 22, 1963 The adjourned meeting of the President and Board of Trustees of the Village of.Deerfield was called to order in the Council Chambers of the Village gall on Monday, April 22, 1963 at 8 :35 p.m. The clerk called the roll and reported that the following were Present: John A.S. Lindemann James E. Mandler Maurice C. Petesch Winston S. Porter Absent: David C. Whitney, President John F. Aberson Ira K. {learn, Jr. and that a quorum was present and in attendance at the meeting. Manager Norris Stilphen was also present. Trustee Petesch moved, seconded by Trustee Mandler, that Trustee Porter be appointed President pro tem. The clerk announced that the judges of election in each precinct had duly delivered the ballots, returns and tally sheets in connection with the election for village officials and the special election on the question.of adopting Section '1.1. -1 -3 of the Illinois Municipal Code and the levy of a tax for Police Protection purposes, held April 16, 1963. Moved by Trustee Petesch, seconded by Trustee Mandler, that the clerk open and read the returns. Weaver 1 The clerk then read the returns of the special election held April 16, 1963 on the question: "Shall Section I1 -1 -3 of the Illinois Municipal Code permitting cities and villages containing less than five hundred thousand inhabitants to levy a tax for police protection purposes be adopted and a tax of three hundredths of one per cent be levied for such purpose ?" which showed the following votes cast: Precinct No. 1 Yes 243 No 245 Total spoiled and not voted ballots 25 Total ballots cast in Precinct No. 1 513 1 1 267 Precinct No. 2 Yes 112 No 147 Total spoiled and not voted ballots 13 Total ballots cast in Precinct No. 2 272 Precinct No. 3 Yes 250 No 258 Total spoiled and not voted ballots 27 Total ballots cast in Precinct No. 3 535 Precinct No. 4 Yes 264 No 302 Total spoiled and not voted ballots 25 Total ballots cast in Precinct No. 4 591 Summary of votes cast in special election on question to adopt Section.11 -1 -3 of the Illinois Municipal Code and to levy a tax for police protection purposes: Yes 869 No 952 Total spoiled,-.defective and not voted for officers 90 Total ballots cast all precincts 1911 Trustee Petesch moved, seconded by Trustee Lindemann, that the following resolution be adopted: WHEREAS the returns of the election held on the 16th day of April, 1963 having been duly made to'the Village Clerk, and having been canvassed in open meeting, NOW, THEREFORE BE-IT RESOLVED that James M. Wetzel, Ellis W. Smith and George P. Schleicher be declared to be elected Village Trustees; and that Earl F. Paul be declared to be elected.Municipal Justice. The resolution was adopted by the following vote: Ayes: Lindemann, Mandler, Petescb, Porter (4) Nays: None (0) Trustee Petesch moved, seconded by Trustee Mandler, that the following resolution be adopted: WHEREAS the returns of the special election held on the 16th day of April, 1963 The resolution was adopted by the following vote: Ayes: Lindemann, Mandler, Petesch,Porter (4) Nays: 'None (0) Trustee Petesch moved, seconded by Trustee Mandler, that the newly elected officers present take their oath of office. Motion carried unanimously. on the question "Shall Section 11 -1 -3 of the Illinois Municipal Code permitting cities and villages containing less than five hundred thousand inhabitants to levy a tax for police protection purposes be adopted and a tax of three hundredths of one per cent be levied for such purpose" having been duly made to the Village Clerk and having been canvassed in open meeting; NOW, THEREFORE BE IT RESOLVED that Section 11 -1 -3 of the Illinois Municipal Code has not been adopted and a tax for police protection purposes shall not be levied. The resolution was adopted by the following vote: Ayes: Lindemann, Mandler, Petesch,Porter (4) Nays: 'None (0) Trustee Petesch moved, seconded by Trustee Mandler, that the newly elected officers present take their oath of office.
