02/04/1963242 February 4, 1963 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, February 4, 1963 at 8 :45 p.m. The clerk called the roll and reported the following were Present: David C. Whitney, President John F. Aberson Ira K. Hearn, Jr. John A. S. Lindemann James E. Mandler Winston S. Porter Absent: Maurice C. Petesch and that a quorum was present and in attendance at the meeting. Also present were Messrs. Seymour Axelrood, representing the Village attorney, and Norris Sti 1phen, Manager. On motion by Trustee Lindemann, seconded by Trustee Mandler, minutes of the adjourned meeting held January 22, 1963 were approved. Motion carried unanimously. Excess Facility Rates. A lengthy discussion was had on the proposed ordinance setting excess facility rates for water and sewer rates for users of more than 3,000 gal. per day per acre of site area, in Manufacturing Districts. It was proposed that a section be added to the ordinance to provide that nay user that exceeds 3,000 gal. per day per acre in any zoning district be required to pay the surcharge established by the ordinance. The ordinance will be revised as suggested and discussed further. The committee will meet with representatives of Sara Lee, Tractomotive and Klein - schmidt to discuss the revised ordinance. Approve Plans - Waukegan - Revised plans for the Waukegan- Osterman inter - Osterman Intersection section were reviewed. It was proposed that the northeast corner be rounded off and the pavement be widened to three lanes to expeditethe flow of traffic onto Waukegan Road. Trustee Aberson moved, seconded by Trustee Lindemann, that the plans be approved as amended. Motion carried unanimously. Ordinance - Rollheiser The ordinance was presented and read granting Variation (063 -4) a variation from the terms of the Zoning Ordinance to permit the construction of an apartment building on the lot fifty feet in width at 1107 Waukegan Road, as requested by Mr. Alex Rollheiser, and recommended by the Board of Zoning Appeals. Trustee Porter moved, seconded by Trustee Mandler, that the said ordinance be adopted. Upon roll call, the ordinance was passed by the following vote: Ayes: Aberson, Hearn, Lindemann, Mandler, Porter (5) Nays: None (0) The President signed the ordinance indicating his approvalthereof. He reported he had signed the ordinance passed January 22, 1963 calling a special election on April 16, 1963 for a special police protection tax. The manager submitted a report on costs of the Police Department. Dis- cussion was had on police protection contracts with neighboring small communities, and possible costs of providing such police protection. The manager was directed to get in touch with officials of Riverwoods, Bannockburn and Lincoln - shi-re to ascertain if they were interested in such service. The manager reported the letter from Mr. Charles Piper regarding an insurance survey was turned over to the Insurance Committee for review. A report was received from Mr. Robert Wheeler, Planning Consultant, regarding proposed changes in the Zoning Ordinance relating to Conditional Uses, Off- Street Parking and R -6 and R -7 District regulations. Ordinances for the proposed changes are being prepared. 1st Prestiht'_a& i�p .-• Ordinance The.first presentation was made of an ordinance Conditional Use - Baptist Church granting a Conditional Use for the Community Baptist Church at 1250 Waukegan Road. 243 The manager reported he had received another letter regarding the annexation of Lots 8 and 9, Downey's Cook County Addition to Deerfield, with an 0 & R classifica- tion. The attorney representing the owners requested the matter be taken up before February 22nd or after April 8th. The annexation and zoning will be taken up at a later date, since hearings on zoning for the North Shore Gas, RCA, Public Service and Soil Testing must be completed.and properties annexed before taking up Lots 8 and 9, and the plat on the other properties has been completed. Approve Deerfield Assoc. Resub. of Lot 1, Karch's Sub. seconded by Trustee Mandler, that Motion carried unanimously. Approve Bldg. Permits Lots 2 & 3, Deerfield Assoc, Resub. seconded by Trustee Mandler, that Motion carried unanimously. The Plan Commission recommende d approval of Deer- field Associates Resubdivision of Lot 1, Karch's Subdivision into three lots. Trustee Hearn moved, the plat be approved and eexcution authorized. The Building Commissioner recommended that the Board approve the issuance of two building permits for two - family dwellings on Lots 2 and 3, Deerfield Associates Resubdivision. Trustee Aberson moved, the issuance of the Building Permits be approved. Approve Committee to The manager reported a police car had been damaged Investigate Accidents when the officer fell asleep and struck a parked Village Vehicles car. He suggested that a committee be formed to investigate accidents involving village equipment, and suggested the committee consist of the Chief of Police, Traffic Engineer, Superintendent of Public Works and a representative from the Safety Council. The Board approved the establishment of the committee, replacing the Safety Council representative with the manager. Two letters were received regarding snow removal from sidewalks, one objecting to the Village's plowing sidewalks, and one urging that sidewalks be cleardd. President Whitney requested the manager to send a'-letter to the PTAs of both school Districts, asking for their cooperation in urging householders to shovel their sidewalks, s i.nce the safety of school children is involved. The manager reported payments had been received for delinquent installments of Special Assessment No, 92, and it had not been necessary to institute fore- closure proceedings. The manager reported a lift station was located on Lot 1, Sherman's Subdivision, which is tax delinquent. He stated Mr. Sherman would sign a Quit Claim Deed to the Village for the plot, which is bisected by the drainage ditch, but taxes amounting to approximately $750 would have to be paid. President Whitney suggested the manager discuss foreclosure of taxes on the property with the County Treasurer, Mr. Karl Berni,ng. The Building Commissioner reported an inspection of the Callner building had been made, and corrections listed. The owner has agreed to make the necessary repairs and corrections.
