The regular meeting of the President and Board of Trustees of the Village
of Deerfield was called to order by the President in the CouncilChambers of the
Village Hall on Monday, July 16, 1962 at 8 :00 p.m. The clerk called the roll
and reported the following were

The adjourned meeting of the President and Board of Trustees of the Village
of Deerfield was called to order by the President in the Council Cahmbers of the
Village Hall on Monday, July 23, 1962 at 8 :30 p.m. The clerk called the roll and

Messrs. Seymour Axelrood, representing the Village attorney, and Norris Stilphen,
manager.

Village -Town Hall Parking Sealed bids for the construction of the Village -

Award Contract - MFT Bids having been received for the resurfacing of
Peter Baker & Son Deerfield Road from Rosemary Terrace to Waukegan Road,
Deerfield Rd. Resurfacing under the Motor Fuel Tax program, and the engineers
having submitted a recommendation, Trustee Mandler
moved,seconded by Trustee Hearn, that the contract for the Deerfield Road re-
surfacing be awarded to the low bidder, Peter Baker & Son at their bid prJe'e of

Sign Ordinance to Discussion was had on the building commissioner'.-s
Plan Commission for Hearing report on the proposed sign ordinance. Copies
of the ordinance and report wIA 1 be sent to
the Plan Commission, Board of Zoning Appeals, and Building Board of Appeals, and
the Plan Commission was requested to hold a public hearing on the sign
regulations of the Zoning Ordinance to bring tiese requirements into conformance
with the provisions of the new sign ordinance.
Finance Committee Report Trustee Hearn submitted the report of the
Finance Committee, w.iich included a projection
of Village operating costs and revenues, a capital improvement schedule, and
recommendations for increased revenues, to include enactment of a public
utilities tax of 50/. and an increase in vehicle license fees. The report will
be discussed at the next Board meeting.
The manager reported a letter had been received from Baxter & Woodman
stating that the proposed excess fatilita,es rate required more study.
The report of the sub - committee on building code revisions was received,
copies to be sent to the Plan Commission and Board of Zoning Appeals.
Approve Building Permit The Building board of Appeals recommended t,ie
Radis Townhouses issuance of a building permit to Mr.Radis for
the construction of townhouses at the north-
east corner of Waukegan Road and Orchard , provided certain corrections are
made. Trustee Porter moved , seconded by Trustee Hearn, that the building
permit be issued as recommended by the Building.Board of Appeals.

Radio Towers Letters were received from the Village attorney
and the attorney for North Suburban Radio,
regarding the special permit granted by tie County for the construction and
operation of radio transmitter towers on N'8%$ional Brick Company property.

Youth Committee President Whitney requested Trustees.Aberson and Lindemann,
and the Village manager to make a feasibility study on
the establishment of a YouthCommission.

Resolution - $34000 Discussion was had on the advisability of

this year, in order to get the same low:uni.t price for the work as was bid on
the eastern portion. The manager was directed to get in touch with the Department
of Highways and Baxter & Woodman to check the possibility of completing this work
this year. In order to expedite the project, Trustee Hearn moved, seconded ly
Trustee Mandler, that a resolution be adopted appropriating $34,000 from Motor
Fuel Tax Funds for the resurfacing of Deerfield Road from Waukegan Road to the
Railroad. Adopted by the following vote:

Discussion was had on what engineering firm should be retained for the proposed
Motor Fuel Tax projects. Trustee Hearn proposed and the Board approved, that the
manager contact the several engineering firms doing work for the Village to see
which one could do the work most quickly, and that firm be employed, §iving due
weight to the percentage break given by Baxter & Woodman.
Discussion - Village Maintenance The manager reported the State Division of Highways
of State Roads will enter into agreements with municipalities for
maintenance of State highways by the municipality,
with.-.payment for such maintenance by the State to the municipality. He stated
the Village would receive approximately $10,000 for snow plowing, striping,
crackfilling, etc. on Waukegan Road and Deerfield Road. It was the consensus of
the Board that further information should be sought, and the matter taken up later.
The manager was directed to write the Highway Department for further information,
stating the matter would be taken under consideration, and calling their attention
to the need for crackfilling this summer.

recommendation of the Board of Zoning Appeals.

Accept Easement -Meier Sub. An easement grant for public road and alley
purposes at the rear of Lot 1, W.W. Clark's
Subdivision, was received from Herman and Alice Meier, to clarify the status
of the said alley. Trustee Mandler moved, seconded by Trustee Hearn, that the
easement be accepted, and the President and Clerk be authorized to execute
the plat of subdivision of the Meier Subdivision, heretofore given preliminary
approval.
Motion carried unanimously.
Crossing Guards Discussion was had on the number of school
crossing guards to be employed, Trustee Porter
pointing out the Board has been trying to cut down the number of guards by
the installation of school crossing lights. It was the consensus of the Board
that one guard for each school was adequate. President Whitney suggested
the Safety Council write to School District #109 regarding crossing guards
and the use of patrol boys.

Hearn, that a resolution be adopted estab-
lishing prevailing wages being paid to workmen engaged in public works con-
struction. Adopted by the following vote:

Approve Resub. Lot A Bond for the remainder of the improvements
Tallman's Subdivision having been posted, Trustee Mandler moved,
seconded by Trustee Hearn, that execution of
the plat of resubdivision of Lot A, Tallman's Subdivision, be authorized.

Resolution - Division of Trustee Hearn moved, seconded by Trustee Mandler;
S/A #92 Installments that a resolution be adopted providing for the
reapportionment of installments 3 -10 inclusive,
Special Assessment #92, as assessed on Lot 5, Block 10, in a replat of Deerfield
Park Land and Improvement Association Subdivision; said reapportionment to be
assessed on the East 1/2 of Lot 5, 8 installments of $160 each, and the West
1/2, 8 installments of $230 each. The resolution was adopted by the following
vote.

Accept Underground Improvements Trustee Mandler moved, seconded by Trustee
Gooder Subdivision Porter, that the underground improvements
in the Gooder Subdivision be accepted, subject
to one year's maintenance bond, as recommended by the Building Commissioner.
Motion carried unanimously.

Authorize Ordinance A survey of Central Avenue traffic having warranted
25mph Speed - Central Ave. a reduction in the speed limit to 25 miles per hour,
Trustee Porter moved, seconded by Trustee Mandler,
that•an ordinance be prepared to effectuate this reduction in speed.
.Motion carried unanimously.
Trustee Mandler then moved, seconded by Trustee Hearn, that a resolution be
adopted appropriating $2,500 from Motor Fuel Tax Funds for a traffic light at
Deerfield Grammar School, 11 TL CS. Adopted by the following vote:
Offer Professional Services A letter was received from Messrs. Allyn Franke
Whitney
Sara Lee Bldg. Permit Review and Jules Brunner, offering the services of
Messrs. Ted Pasluk, Philip Davis, E. Grumminger,
Sewer Easement
and Jules Brunner, all licensed professional engineers, to assist the building
commissioner in his review of the plans and specifications for the Sara Lee
plant. The building commissioner stated the plans would be reviewed with the
Lee, granting to the Village a permanent
Building Board of Appeals, within the general overall scope of plans in relation
to the Building Code, and not into specifics, since the plans were prepared and

certified by the engineer and architect. He recommended that an outside firm
be employed if the Board further review were necessary. After discussion, Trustee

adopted appropriating $2,500 from Motor Fuel Tax Funds for a traffic light at
Deerfield Grammar School, 11 TL CS. Adopted by the following vote:

Commission on September 12, and a request for suggestions on critical problems
which may be discussed.at the meeting.
He reported Alpha Cleaners had beeh ordered by the Health Department to
correct vapor leaks, and thatahe leaks would be corrected within three weeks.
The manager also reported 3 sets of plans and specifications had been
received from Kitchens of Sara Lee Inc, and had been referred to the Building
Board of Appeals for review.
He also reported Dr. Bertram Weisenberg,.246 Waukegan Road, had agreed to
construct a parking lot at the rear of his office.

elimination of a street light in the Oxford Homes subdivision, as requested by
Mr. Joack Leoni. President Whitney suggested Mr. Leoni might appeal this decision
if he felt the instbilation of the light was a hardship.
The-building commissioner reported a new floor and requipment was being
installed in Harry's Grill, at the request of the Hearlth Department, and no
building permit was required since the work was in the nature of a replacement
rather than remodelling.
There being no,further business, the meeting was adjourned at 12 :55 a.m.
