The regular meeti ng' of the President and Board of Trustees of the
Village of Deerfield was called to order by the President in the Council
Chambers of the Village Hall on Monday, June 4, 1962 at 8 :30 p.m. The clerk
called the roll and reported the following were
Present: David C Whitney, President
John F. Aberson
Ira K. Hearn, Jr.
James E. Mandler
Winston S. Porter
Absent: John A. S. Lindemann
Maurice C. Petesch
and that a quorum was present and in attendance at the meeting. Also present
were Messrs. Thomas Matthews, Village Attorney, and Norris Stilphen, Manager.
Moved by Trustee Mandler, seconded by Trustee Aberson, that minutes of
the regular meeting held May 21, 1962 be approved. Motion carried unanimously.
Approve Leakfinder Survey The Leakfinder Survey contract having been
Contract reviewed by the Village Attorney, and approved
with several changes, T ustee Aberson moved,
seconded by Trustee Mandler, that the Board approve the said contract, and its
execution be authorized. Adopted by the following vote:
Ayes: Aberson, Hearn, Mandler, Porter (4)
Nays: None (0)
A letter was received from several children requesting the Board to take
action to require control of cats in the manner that dogs are controlled. The
Village Attorney stated the Village can do only what the State permits, and the
Statutes make no provision for cat control.
Budget Changes Approved Trustee Hearn reported there were two omissions
in the Budget — $3,000 for the Water Bond
ordinance Depreciation Account, and $5,000 for overhead and adminstration in
the Water Fund expenditures; $5,000 to be added to General Fund revenue; these
changes resulting in a Budget deficit of $1,000. He then moved, seconded by
Trustee Aberson, the t the Budget be amended as stated above. Adopted by the
following vote:
Ayes; Aberson, Hearn, Mandler, Porter (4)
Nays: None (0)
Trustee Porter then moved, seconded by Trustee Hearn, that the anticipated
income for water be increased by $2,000 to offset the deficit and to present a
balanced budget. Adopted by the following vote:
Ayes: Aberson Hearn, Mandler, Porter (4)
Nays: None (0)
Trustee Hearn stated the Finance Committee's report on operating expenses
and a Capital Improvements program was ready for typing, and asked the Board
to give serious consideration to ways to increase the General Fund revenues.
Discussion was had on the annexation of the B.A.R.E. tracts and the
Volkswagen tract in Cook County, President Whitney stating it was his opinion
the Board should take immediate action to annex these properties despite the
fact the Plan Commission report had not been received. He stated the Cook
County Zoning Board bf.'Appeals had recommended industrial zoning for the Volks-
wagen tract, and for the protection of the Village it was urgent the Village
take steps to insure maximum control of the area south of County Line Road.
Trustee Hearn stated he was in agreement with the President, and Trustee Mandler
said he felt the Board should act promptly to protect adjacent property.
Trustee Porter stated he held the same opinion he had expressed some
months ago - that the annexation of the B.A.R.E. tracts with an 0 & R classifi -.
cation was too high a price to pay in order to permit the annexation of Volks-
wagen, and since no petitions for annexation had been received from owners of

property in Cook County contiguous to the Village and Volkswagen, he was opposed
to annexation. Trustee Aberson concurred. No action was taken.
Motion carried unanimously.
Mr. Horwitz asked that the Village sell a plot of ground to him to be added
to the proposed subdivision. Trustee Aberson moved, seconded by Trustee Hearn,
that the matter be referred to the Plan Commission.
Motion carried unanimously,
Safety Council Recommendations The Safety Council submitted recommendations as
follows:
. Walk phase and staggered turn lights at the Waukegan- Deerfield Road inter-
section. The Manager was directed to get cost estimates and State approval for
such lights.
Relocation or a larger Elderitane traffic sign. The Manager reported the sign
had been re16cated:
Sign at Westgate and Warrington Road to be made permanent.
School crossing light at Wilmot and Deerfield Road, with a continuous
red flashing light. The Manager was directed to take this up with-the State.
Excavations - the Engineer and inspector coordinate an inspection program re-
garding dangerous excavations to minimize hazards. The manager reported two excava -.
tions had been pumped out. The Village Attorney stated that an ordinance would not
be feasible, and that any excavation filled with water or long continued would be
a nuisance and could be handled as such.
Recommendation Accepted
Letters were received from the Building Board of
Re: Fire Limits
Appeals and Fire Chief recommending that the
0& R and M Districts be eliminated from the
Fire Limits, leaving the B -1,
B -2 and•B -3 Business Districts within said Fire
Limits. Trustee Hearn moved,
seconded by Trustee Mandler, that the recommendations
be approved and an ordinance
be prepared to carry out the recommendation. Adopted
by the fof low,i.ng vote:

Nays: None (0)
Trustee Lindemann entered
the meeting and was present thereafter.
Grade Separation Approved
The Plan Commission recommended that the Board
North Ave. Waukegan_ Road
approve County Plan No. 1 for a complete grade
separation at the Waukegan Road- Berkeley -North
Avenue intersection. Trustee
Porter moved, seconded by Trustee Hearn, that the
Plan Commission's recommendation
be approved, and the Manager be directed to notify
the County Highway Department
of the Board's action.
Motion carried unanimously.
Accept Plan Commission
The Plan Commission recommended approval of the
Recommendation Re: Christ
request of Christ Methodist Church for an amendment
Church Conditional use
to the Zoning Ordinance providing for automatic
classification as an R -1 District and a Conditional
Use for the construction and
operation of a church unpon annexation of the Church
property west of Wilmot Road
between Hickory Knoll Road and North Avenue extended,
proVrded certain dedications
are made for street purposes. Trustee Porter moved,
seconded by Trustee Lindemann,
that the Plan Commission's recommendation be
accepted and approved, and the
Manager contact the Board of Trustees of the Church
regarding a petition for annexation.
Motion carried unanimously.
Deny Briarwoods Vista##2
The Plan Commission recommended denial of the
Resub. and Addition Plat
proposed plat of resubdivision -and addition to
Briarwoods Vista Subdivision Unit #2 submitted
by Mr. Joe Horwitz, Deerfield
Development Company. Trustee Mandler moved, seconded
by Trustee Hearn, that the Board concur in the recommendation of the Plan Commission,
and approval of the plat be denied.
Motion carried unanimously.

North Avenue through street. Decision was made to wait until North
Avenue is improved by Bannockburn and Deerfield before being made a through
street, since it is barely passable.
Employment of off -duty police officers by churches for church traffic.
The Manager reported he had written the churches regarding this recommendation,
but the cnurches were not interested. He will so inform the Safety Council
No recommendation was made by the Council regarding testricting the
use of cars at Deerfield High School.
Accept Bd. Of Zoning Appeals The Board of Zoning Appeals recommended approval
Recommendations Re: Sideyard of the petition of Mr. W. R. Thiess for a
Variations variation to permit'.the construction of a garage
within 3 ft. of the propert line at 504 Princeton
Approval was also recommended for the petition of Mr. Jack Rager for a variation
to permit the construction of a carport within 3 ft. of the lot line at 953
Apple Tree. Trustee Porter moved, seconded by Trustee Mandler, that the Board
accept the recommendations of the Board of Zoning Appeals.
Motion carried unanimously.
1st Presentation-- Ordinances First presentation was made of ordinances
Variations granting variations as described above.
The meeting was recessed at 9 :55 P.M. and was reconvened at 10 :20.
Re- accreditation - Trustee Mandler moved, seconded by Trustee
Civil Defense Program Aberson, that re- accreditation of the Civil
Defense Program be approved, and the President
be authorized to sign the necessary documents.
Motion carried unanimously.
Mr. Robert Sorg took the loyalty oath as Civil Defense Director.
1st Presention - Ordinance The first presentation was made of an ordinance
Weight Limits for Streets establishing vehicle weight limits for Village
streets.
Traffic Safety Review �, report was received from the Traffic Safety '
Board Report Review Bca rd, consisting of the Chief of Police,
Building Commissioner, and Superintendent of
Public Works. As a result of their investigatGon of 38 accidents, they.recom-
mended that:
1. All emergency vehicles, snow plows, etc., be equipped with yellow
flashing lights.
2. A sidewalk be constructed on the west side of Kipling from Deerfield
Road to Longfellow Avenue.
3. A 12 inch lens be installed on the traffic control light at Waukegan
Road and County Line Road.
4. Stop bars be installed at Waukegan and County Line Road.
President Whitney expressed the Board's appreciation for the report and
stated the Board would endeavor to carry out theri recommendations.
Youth(Commission Discussion was had on the establishment of
a Youth Commission, President Whitney suggesting
that a committee be appointed to consider the problem, survey what other
communities are doing, facilities such as a swimming pool or community center,
to submit a report and recommendation to the Board. He then appointed Trustees
Lindemann and Aberson to work with the manager and Lieutenant Hall, the juvenile
officer.

'The letter from Briarwood Country Club regarding a liquor license was
referred to the Village Attorney.
.No date was set for a meeting with the Community Relations Committee, who
were requested to submit a report and then meet with the Board to discuss their
findings. .
The request of Wyatt & Coons for permission to erect several advertising
signs was referred to the Board of Zoning Appeals.
The President executed the Lunde Subdivision Plat heretofore approved by
the Board.
Resolution - Flag Week Trustee Mandler moved, seconded by Truste Lindemann,
June 10 -16 that a resolution be adopted setting the week of
June 10 to 16 as Flag Week in Deerfield. Motion
carried unanimously.
M.F.T. Analysis The manager submitted an analysis of Motor Fuel Tax
Funds. Discussion was had on various projects
t that might be undertaken, including resufacing of Deerfield Road from Waukegan Road
to the underpass. Trustee Aberson suggested, and the Board approved, that the
manager prepare a list of proposed projects with estimates of cost to be reviewed
by the Board.
The manager reported a letter had been received from Kitchens of Sara Lee Inc.
stating the sewer line would be relocated at their expense, and the easement for
the said line was being prepared.
Discussion was had on the deletion of the building requirements from the
Zoning Ordinance. Trustee Porter moved, seconded by Trustee Aberson, that the Plan
Commission hold a public hearing on the matter on June 28th.
Motion carried unanimously.
President Whitney requested that reports on the new Municipal Code be
submitted by July 15th.
There being no further business to come before the meeting, on motion gy
Trustee Mandler, seconded by Trustee Hearn, the meeting was adjourned at 11 :15 p.m.
