A letter was received from the Village Attorney, stating it was his
opinion that it would be better not to establish procedures for annexations,
and that each application for annexation should be considered individually.
The Manager was directed to discuss this further with the Attorney.
The question of eliminating the cul -de -sac on Northwoods Drive was
referred to the Plan Commission for study.

The Manager reported all equipment had stood up well in the recent
heavy snow storms. He stated two extra drivers and a heavy grader ;lad been
hired for snow removal. He also stated'the Board should consider the purchase
of heavier equipment and the installation of radios in all units.
116 Board directed a letter be sent to the Superintendent of Public Works
td Kalsinski, commending the Department on the excellent job done in the re-
moval of snow.
Establishment of the office of Municipal Justice was discsused, and
the committee was requested to submit its report at the next meeting.
Conflicts between the Zoning and Building Ordi.nances will be discussed
at a joint meeting of the Boards.

The regular meeting of the President and Board of Turstees of the Village
of Deerfield was called to order by the President in the Council Ahmbers of the
Village Hall on Monday, January 22, 1962 at 8 :00 P.M. The clerk called the
roll and reported the following were

and that a quorum was present and in attendance at the meeting. Also present
were Messrs. Byron Matthews, Attorney, and Norris Stilphen, Manager.
A lengthy discussion was had on the report of the Engineering evaluation
committee. Trustee Aberson stated he felt the Village should continue to employ
Baxter & Woodman, who are completely familiar with Village sewerage and water
facilities. Trustee Petesch stated it was his opinion the Village had not
received satisfactory service from Baxter & Woodman, and felt strongly it would
be in the best interests of the Vi 1 lage to employ an .engineering firm on a
retainer basis to handle all engineering work for the Village. Trustee Aberson
recommended the Board continue to handle engineering work as is done at present,
with Baxter & Woodman for sewer and water Projects, and any other engineering
firms for other work.
Trustee Hearn moved, seconded by Trustee Aberson, that the Village Manager
be authorized to expend up to $500 For day to day consultation or services and
the Board take up the question of an engineer for a specific project when the
cost is in excess of the authorized amount. Adopted by the following vote:

Mr. Ray Craig introduced Mr. Marvin Ehlers, who gave an exceelent report on
the results of the survey,conducted by the JC's. His talk was graphically illus-
trated by charts showing opinions held on such matters as government, schools,
growth, industry, taxes, recreation and other facets of 'the Village. He stated the
report was based on interviews with 203 residents, and stressed the results of the
p oil were based on raw figures. The data gathered in the survey have been recorded
on IBM punched cards, and is therefore readily available for further study.
President Whitney commended the JC's on the excellent report, and asked that
consideration be given to undertaking these surveys on a continuing basis.
Discussion was had on the matter of the establishment of a new zoning'classi-
faction with lots larger than 20,000 sq. ft. area, a proposed minimum standards for
improvements for such new classification, and areas suitable for rezoning to such
classification if adopted. Trustee Lindemann moved, seconded by Trustee Mandler,
that these matters be referred to the Plan Commission to hold a public hearing.
Motion carried unanimously.
1st Presentation First presentation was made of the resolution
Resolution Minimum Wages establishing minimum wages to be paid for certain
work, as required by the State Of Illinois.
Trustee Aberson moved, seconded by Trustee Mandler, that -the week of
January 22, 1962 be proclaimed 'Junior Chamber of Commerce Week, and the President
sign a Proclamation so.stating.,
Motion carried unanimously.
The Manager reported a Sanitary Landfill ordinance had been sent to the Plan
Commission for study. He stated that $1500 had been set aside in the water budget
for water services in connection with the Deerfield Road project. Also reported
was a recommendation from the Safety Council for the installation pf a child -
actuated school crossing light at Deerfield Grammar School.
Ordinance - Trinity Church Mr. Russell Engber, attorney for Trinity United
Annexation (0 -62 -2) Church of Christ, stated the plat of the property
to be annexed showed the dedication for the North
Avenue right -of -way, and further stated he was working on the matter of disconnection
of the Church's property from the Highland Park Park District and annexation to the
Deerfield Park District.
An ordinance was presented and read annexing the following described property
owned by Trinity United Church of Christ, to the Village of Deerfield:
That part of the 52 of the S2 of the SA of Sec. 21, T 43 N, R 12, E of 3rd P.M.
bounded and'-described as follows: Commencing at the NW corner of the S2 of
the S2 of the SW-4L of the SW4 of said section; thence E along the N line of
the S2 of the S2 of the SW-4' of the SW-4' of said section a distance of 788.03

ft. to the center line of a ditch; thence SE'ly along the center line
of said ditch,.to a point on the S line of the SW4 of said Section 940.03
ft. E of the SW corner of the SW-4' of said Section; thence W along the S
line of the SW-4' of said Section a distance of 940.03 ft. to the SW
corner of the SW4 of said - Section; thence N along the W line of said
Section a distance of 330.3 ft. to the point of beginning, in Lake County,
Illinois.
Trustee Mandler moved, seconded by Trustee Hearn, that the said ordinance be
adopted. Discussion was had on the suit for a Declaratory Judgment filed by Trinity
United Church of Christ and the Humble Oil Company, and it was proposed that
the Church withdraw its name from the suit. President Whitney asked that Mr.
Engber present this matter to his client. Upon roll call the ordinance was
adopted by the following vote:

Trustee Hearn reported the Finance Committee was making progress on its
study of Village Finances, and would meet with Department heads shortly to review
budgets.
Trustee Mandler was requested to arrange a meeting of the Committee
appointed to investigate the matter of a Municipal Justice for the Village.
The Manager reported on a meeting with a representative of the District
Engineer's Office, Division of Highways, who requested an expression of opinion
from the Board on means of financing the construction of a sidewalk on north
Waukegan Road to the High School. He proposed that the State would do the drain-
age and shoulder work, the Village to provide plans and pa,•y for the construction
of the sidewalk. No permit would be necessary of Motor Fuel Tax Funds are used.
Trustee Mandler moved, seconded by Trustee L:.J ndemenn, that Charles Green-
gard & Associates be authorized to prepare plans and specifications for the above
described sidewalk, and the Village pay the cost of said sidewalk contingent
upon approval by the State. Adopted by the following vote:

The Manager reported Allis Chalmers had provided men and equipment to
assist the Village in snow removal. Trustee Lindemann moved, seconded by Trustee
Mandler, that a letter be sent Allis Chalmers thanking them for the help given
the Village. Motion carried unanimously.
Authorize Attorney to Act Suits for Declaratory Judgments having been
Weisenberg & Trinity Humble Suits filed by Dr. Bertram Weisenberg and Trinity
United Church of Christ, and Humble Oil-Co.,
Trustee Aberson moved, seconded by Trustee Mandler, that the Village Attorney
be authorized to defend the Village in said suits. Adopted by the following vote:
Ayes: Aberson, Hearn, Lindemann, Mandler (4)
Nays: None (0)
There being no further business to come before the meeting, the meeting
