The adjourned meeting of the President and Board of Trustees of the
Village of Deerfield was called to order by the President in the Council Chambers
of the Village Hall on Monday, January 8, 1962 at 8 :05 P.M. The clerk called
the roll and reported the following were
Present: David C. Whitney, President
James E. Mandler
Maurice 'C. Petesch
Winston S. Porter
Absent: John F. Aberson
Ira K. Hearn, Jr.
John A. S. Lindemann
and that a quorum was present and in attendance at the meeting. Messrs. Thomas
Matthews, Village Attorney, and Norris Stilphen, Manager, were also present.
Moved by Trustee Petesch, seconded by Trustee Mandler, that minutes of
the regular meeting held December 18, 1961 be approved as submitted. Motion
carried unanimously.
Ordinance Re: Deerfield Rd., First,:presentation was made of an ordinance
Parking, Sewage, Driveways prohibitcng parking on Deerfield Road between
0 -62 -1) Rosemary Terrace and the East Village limits,
prohibiting the discharge of sanitary sewage
or industrial wastes into any storm sewer or ditch, and providing that no
permit will be issed for a.'driveway or entrance to be constructed onto Deerfield
Road between Rosemary Terrace and the'East Village limits without the consent
of the Division of Highways.
Trustee Mandler moved, seconded by Trustee Petesch, that thetules be
waived to permit action on the said ordinance at its first presentation. ADopted
by the following vote:
Ayes: Aandler, Petesch, Porter, Whitney (4)
Nays: None (0)

Trustee John A. S. Lindemann entered the meeting and was present thereafter.
Trustee Mandler then moved, seconded by Trustee Porter, that the ordinance be
adopted. Upon roll call the following vote was recorded:
Ayes: Mandler, Lindemann, Petesch Porter (4)
Nays: None (0)
The President signed the ordinance indicating his approval thereof.
Resolution -Joint Improvement A resolution was presented entitled "Reso-
Deerfield Rd.- Rosemary to E Limits lution providing for a•Joint State - County
Village improvement along F.A.S. Route 8
(Deerfield Road) State Section ZW in the Village of Deerfield, Lake County,
Illinois" and setting forth the terms of agreement for such joint improvement.
Trustee Mandler moved, seconded by Trustee Lindemann, that the said Resolution be
adopted.
Motion carried unanimously.
Trustee Porter reported no action -had been taken by the Toll Road
Commission in connection,with Northbrook's proposed annexation of property
north of the Toll Road. He stated the Village appeared to be in a strong
position to stop annexations north of the Toll Road.
The Manager reported a request had been received from the Milwaukee Rail-
road for permission to trim and remove trees along the Railroad between Hazel
Avenue and Greenwood Avenue which were interfering with signals. President
Whitney suggested that the railroad be requested to replace nay trees with an
adequate screening.of shrubs. The Manager was empowered to negotiate with
the railroad as to what kind of screening should' -be planted to replace any
trees that are removed.

The Manager recommended that part of the 1962 Motor Fuel Tax Maintenance
Funds be used to resurface certain concrete streets in the Village, as follows:
Chestnust Street from Osterman Avenue to Deerfield Road
Osterman Avenue
Stratford Road from North Avenue to Greenwood Avenge
Westgate Road from Waukegan Road to Wincanton Drive
Wincanton Drive from Westgate Road to the end of the concrete pavement
He requested that the Board appoint an engineer to prepare plans and specifi-
cations for this resurfacing, and recommended Baxter & Woodman, whose charges would
be less, being based on a percentage of total work for the Village.
Trustee Petesch stated the committee appointed to investigate engineers
would meet before the next Board meeting, and would submit its recommendations on
engineers for the Village. Decision was made to table the resurfacing matter
until the committee's report has been received.
Approve: Plans & Specs. The Building Commissioner recommended approval of
Tallman Lot A Resub. the plans and specifications for improvements for
the resubd i v i s i on of Lot "A", Ta 1 1 man' s Sub-
division. Mr. Richard Gilbert, Plan Commission member, stated the Plan Commission
d id not review improvement plans. After discussion, it was decided that the Plan
Commission, in its recommendations on proposed subdivisions, would state whether
or not they desired to review improvement plans for any specific subdivision.
Trustee Petesch left the meeting.
Trustee Mandler moved, seconded by Trustee Lindemann, that the plans and
specifications for improvements inn the resubdivision of Lot "A ", Tallman's Sub-
division be approved as amended to provide moving the pavement a minimum of three
feet to the north to permit the planting of an adequate screen between the street
and the rear lot.lines of lots fronting on Orchard Street.
Motion carried unanimously.
Approve Improvement Plans
& Specs. Wayne Ave. Oxford Homes
Mandler moved, seconded by Trustee
approved as recommended.
Motion carried unanimously.
The Building Commissioner recommended approval of
improvement plans and specifications for Wayne
Avenue in Oxford Homes Subdivision. Trustee
Lindemann, that the plans and specifications be
Approve Plans & Specs. The Manager reported $5,140.50 had been received
County Line Water Main_ from Soil Testing Laboratories and RCA for the
County Line Road water main extension. Trustee
Porter moved, seconddd by Trustee Mandler, that the plans and specifications for the
County Line Road water main, prepared by Baxter & Woodman, be approved. Adopted
by the following vote:
Ayes: Mandler, Lindemann, Porter, Whitney (4)
Nays: None (0)
The matter of special connection charges for connections to this main was
discussed. It was decided such charges Could be made a, condition of annexation.
Deny Cavalier Sign The Board of Zoning Appeals recommended denial of
the petition of Cavalier Restaurant for a sign
attached to the Shoppers' Court sign. Trustee Mandler moved, seconded by Trustee
Porter, that the Board accept the recommendation of the Board of Zoning Appeals,
and the petition be denied.
Motion carried unanimously.
Approve Oxford Homes Sign The Board of Zoning Appeals recommended approval of
the yeti ti.on of Oxford Homes for a temporary sign
on the west side of Waukegan,-iRoad. Trustee Mandler moved, seconded by Trustee
Lindemann, that the Board accept the recommendation of the Board of Zoning Appeals
and the permit be issued for the temporary sign in accordance with said recommendation.
Motion carried unanimously.
