The President reported he had received a copy.of the new legislation
regarding Plan Commissions and Planning Departments sent him by Mrs. Willard
Loarie. The new law will be reviewed by the Board and Plan Commission.
There being no further business, on motion by Trustee Petesch, seconded
by Trustee Lindemann, the meeting was adjourned at 11:55 P.M.

.The regular meeting of the President and Board of Trustees of the Village of
Deerfield was called to order in the Council Chambers of the Village Hall on Monday,
October 16, 1961 at 8:30 P.M., after a showing of the film "American Heritage ",
by the American Legion. The clerk called the roll and reported the following were
Present: David C. Whitney, Pres•i•dent

and that a quorum was present and in attendance at the meeting. Also present were
Messrs. Thomas Matthews., Village Attorney, and Norris Stilphen, Manager.
Moved by Trustee Lindemann, seconded by Trustee Petesch, that minutes of the
regular meeting held October 2, 1961 be approved as submitted. Motion carried
unanimously.
1st Presentation - Ordinance The first presentation was made of an ordinance
LeSueur Variation granting a vat_iation to Marshall LeSueur from the
sideyard requirements of the Zoning Ordinance,
at 1012 Rosemary Terrace.
Ordinance -3 Month Period Trustee Hearn moved, seconded by Trustee Petesch,
No Permit When Zoning Change that the ordinance be adopted providing that when
Referred (0- 1 -4 ) a change in zoning has been referred for a public
hearing, no license or permit shall be issued for a
use that would be prohibited by the proposed change for a period of three montsh;
or if a permit or license has been issued prior to such reference but the use has
rot been established or no substantial part of the construction has been completed,
such permit or license shall be suspended for a period of three months. Adopted
by the following vote:
Ayes: Hearn, Lindemann, Mandler, Petesch (4)

The Manager reported he had been notified by D -X Sunray Oilc Compnay manage -
m ent that there would be no cancellation of the contract with the Village. President
Whitney requested that the Manager maintain a calendar of contract dates for
future use.
Holy Cross Driveway Approved The report of the Safety Council recommended approval
of the Holy Cross driveway from Rosemary Terrace
to the main parking lot with the following conditions; ingress only from Rosemary
Terrace,and'Elder Lane; egress only to Waukegan Road; properly marked parking stalls
in the parking lot; educational.program to acquaint parishioners with the traffic
pattern; driveway from Rosemary closed except Sundays and holy days; volunteer

policing of parking within the lot; small parking lot to be cilosed on Sundays;
employment of an off -duty policeman to direct traffic; and a suitable barrier
to be placed along the driveway from Rosemary to confine traffic.
An ordinance was presented prohibitng parking on Waukegan Road from
Orchard to Westgate from 7 a.m. to 2 p.m. It was proposed that the no parking
zone be extended south to Deerfield Road, the purpose of the ordinance being
to alleviate traffic congestion due to church services. Trustee Petesch
stated he felt pome provision must be made for parking for businesses open
on Sundays, and moved that the ordinance be referred to the Safety Council
for their recommendation. Seconded by Trustee Lindemann, and carried unanimously.
A lengthy discussion was had on the need for the driveway from Rosemary
Terrace to the Holy Cross parking lot. Petitions signed by approximately 1350
persons favoring the proposed driveway, were.presented,. Several persons
stated their objections to the propo'sed.driveway, citing the fact it was not
part of the original plan for the church, and it was not fail to nearby
properties to take away privacy and subject residents to the heavy traffic that
would be created by this driveway. Mr. Karl Berning, Rosemary Terrace, requested
that the Board deny the request, and try corrective measures proposed by the.
Safety Council and the elimination of parking on Waukegan Road.
After further discussion, Trustee Petesch moved, seconded by Trustee
mandler, that the report of the Safety Council be approved, except that the
small parking lot contine to be used. Adopted by the following vote:
Ayes: Li nderaann, Mandler, Petesch, Whitney (4) .
Nays: Hearn (1)
Trustee Petesch then moved, seconded by Trustee Mandler, that the permit
for a 27 ft. driveway be issued in accordance with Village ordinances. Adopted
by the following vote:
Ayes: Lindemann, Mandler, Petesch, Whitney (4)
Nays: Hearn (1)
Trustee Petesch asked the Manager to post signs and to strictly
enforce-parking ordinances.
Trustee Petesch moved, seconded by Trustee Mandler, that a proposed amend -
rm nt to the Zoning Ordinance, which would provide that no lot or tract which is
classified as a single family residence district shall be used for vehicular
access purposes to any lot which is locatedin any other District, be referred
to the Plan Commission for a public hearing.
Motion carreed unanimously.
The Manager reported the Building Board of Appeals would submit a
revised Building Code shortly.
Trustee Petesch reviewed consulting engineer proposals on an annual
retainer basis. After discussion, decision was made to'table these proposals
until other committee members are present, and the Manager was requested to get
proposals from Consoer and Townsend, and Greeley and Hansen.
The annexation by Northbrook•.of property north of the Toll Road and
fronting on County Line Road for a warehousing operation was discussed. The
Manager was directed to arrange a meeti.ng with Northbrook officials, Plan
Commission members and the Deerfield Village Board.
The meetingwas recessed at 10:15 and reconvened at 10:25 p.m.
Trustee Aberson entered the meeting and was present thereafter.

Trustee Mandler moved, seconded by Trustee Aberson, that the payroll be
approved and the bills as listed above be approved for payment. Adopted by
the following vote:

Ordinance - Fire Marshal- Deputy An ordinance was presented establishing the
Fire Marshal. -Fee (0 -61 -49 positions of Fire Marshal, Deputy Fire
Marshal, and an inspection fee of $3.00 per
hour for inspections. Also presented was an ordinance amending the Salary
Ordinance by deleting the position and salary ofFire Marshal.
Trustee Petesch moved, seconded by Trustee Lindemann, that the rules be waived
to permit action on the above ordinances at their first presentation. Adopted
by the following vote:
Ayes: Aberson, Hearn, Lindemann, Mandler, Petesch (5)
Nays: None (0)
Trustee Mandler then moved, seconded by Trustee Lindemann, that the
ordinance be adopted establishing the.positions of Fire Marshal, Deputy Fire
Marshal, and a fee of 53.00 per hour for inspections. Adopted by the
following vote:
Ayes: Aberson, Hearn, Lindemann, Mandler, Petesch (5)

Ordinance - Delete Office Trustee Petesch moved, seconded by Trustee
£� Salary Fire Marshal (0- 61 -50) Mandler, that the ordinance be adopted
amending the salary ordinance by deleting
the position and salary of Fire Marshal. Adopted by the following vote:
Ayes: Aberson, Hearn, Lindemann, Mandler, Petesch (5)
Nays: None. (0)
The Manager was requested to get from Fire Chief DeJong a list of
suggested Deputy Fire.Marshals and a schedule of inspections.
Discussion was had on the matter of .a wet -dry referendum. The Village
Attorney stated it was his opinion that such a referendum could be held only
at a regular Villag election at which officers of the Village were voted.
Trustee Petesch reported the Committee investigating the advisability
of creating and electing a Municipal Justice wished to investigate further.

Bid -E. Lift Station Ohe bid was received for the west 33 ft. of the
Road (33 ft.) Horwitz roadway to the East lift station from Joe
Accepted Horwitz, Red Seal Homes, who bid $100 cash,
conveyance of Lot A to the Village and dedication
of a street to connect to the present road. Trustee Aberson moved, seconded by
Trustee Mandler, that the bid of Mr. Horwitz-.be accepted subject to a check of
all conditions, and the President be authorized to execute the necessary
documents as approved by the Village Attorney. Adopted by the following vote:
