11/09/1960November 9, 1960 The regular meeting of the Board of was called to order by the President in the on Wednesday., November 9, 1960 at 8:10 P.M. reported the following were Present: Trustees of the Village of Deerfield Council Chambers of the Village Hall The clerk called the roll and Joseph W. Koss, President John F. Aberson Frank T. Curto Maurice C. Petesch Winston S. Porter Arno D. Wehle Absent: Harold L. Peterson and that a quorum was present and in attendance at the meeting. Messrs. Thomas Matthews, Village Attorney, and Norris Stilphen, Manager, were also present. On motion by Trustee Wehle, seconded by Trustee Petesch, and carried unanimously, minutes of the regular_ meeting held October 12, 1960 were approved, to be posted in the lobby. Payroll - Bills Approved Trustee Porter moved, seconded by Trustee Petesch, that the October payroll in the amount of $16,937.13 be approved. R -7 Zoning Fringe area, affecting R -6 and that the recommendation be acc the East side of Waukegan Road in the R -7 District. Seconded vote: Trustee Curto read the Plan Commission's.report and recommendation dated October 10, 1959, regarding the proposed-rezoning of the Central R -7 Districts, with maps attached, and moved epted and approved, except that the property on between Orchard Street and Elder Lane remain by Trustee Wehle. Motion carried by the following Ayes: Aberson, Curto, Petesch, Porter, Wehle (5) Nays: None (0) Approve Purchase Police Car Holmes Motors - $1,699.40 BIDDER Holmes Motors Highland Park Bernard Chev -Olds Libertyville Bids were received November 4th for a Police car as follows: MAKE NET PRICE Ford 8 cyl. $ 1,699.40 Ford 6 cyl. 1,294.39 Chev. 8 cyl 1,793.75 Chev. 6 cyl. 1,380.00 Trustee Petesch moved, seconded by Trustee Wehle, that the low bid of Holmes Motors be accepted for a Ford 8 cylinder 4 door sedan at a net cost of $1,699.40. A letter from Trustee Frank Curto was read, submitting his resignation from the Board of from the Village. President Koss expressed the Curto's years of service to the Village, as Trustee ssion. Trustee Petesch moved, seconded by Trustee be accepted with regret. A letter was received from Village Attorney Matthews regarding the audit of old special assessment accounts by Wolf and Company, and was ordered placed on file. The Manager reported thtt plans and specifications for water main installa- tions in Briarwood Vista Subdivision had been approved by the Department of Public Health. Receipt was acknowledged of a Resolution passed by the Board of Education of School District ##110 opposing zoning changes affecting the school district until their study is completed. Bids - Retaining Wall The following bids were received for the construc- tion of a retaining wall at the rear of the Town Hall - Library property, required by the sales agreement: J. S. Drew Construction Co. $ 4,685.00 W. P. Mares 4,939.00 Keno Construction Co. 9,190.00 After a discussion of the location of the retaining wall in relation to the proposed secondary street along the west boundary, the Manager was directed to contact the Town Board and Park Board before final d6cision is made. Lots A b B - Blietz -Nixon Discussion was had regarding Lots A and B, in the Sub. Tabled Blietz -Nixon Subdivision, being two 60 ft. lots set aside for future streets. The Manager reported f 1 the developers have agreed to place ;deeds for these lots in escrow, to be recorded and streets improved when it is considered advantageous to both the developers and the Village. Trustee Petesch moved, seconded by Trustee Aberson, that the matter be tabled for futther. study. Motion carried unanimously. Approve Apt. Permit Trustee Aberson.moved, seconded by Trul eePorter, that 932 Waukegan Road the Building Commissioner be authorized to issue the building permit for the apartment building at 932 Waukegan Road, subject to filing the plat showing street dedications, and corrections on plans, as recommended by the Building Commissioner. Motion carried unanimously. Ratify Permit - National Trustee Petesch moved, seconded by Trustee Wehle, _Tea Addition that the Board ratify the issuance of the building permit for the addition to the National Tea Company store, Deerfield Road, as recommended and_app?ovediby the ;.Bui:ld ;iing.Commissioner. Motion carried unanimously. Authorize Bids - Parking Lot Trustee Wehle moved, seconded by Trustee Petesch, Improvements that bids be authorized to be for improvements for the municipal parking lot at the corner of Rosemary Terrace and Deerfield Road, with two alternates. Motion carHdd unanimously. Approve Plrt- Briarwood Vista Sub. Trustee Petesch moved, seconded by Trustee Wehle, that the plat of Briar000ds Vista SuLdivision oe approved, and signatures of proper officials be authorized, in accordance with chu recommendation of the Plan Commission. Adopted by the following vote: Ayes: Aberson, Petesch, Porter, Wehle (4) Nays: None (0) Accept Improvements- Byron Ct. Trustee Aberson moved, seconded by Trustee Wehle, that the Byron Court improvements be accepted, subject to the usual one -year maintenance period, as recommended by the Building Commissioner. Adopted by the following vote: Ayes: Aberson, Petesch, Porter, Wehle (!) Nays: None (0) F.S. Co. Zoning & Annexation The question of zoning classification and annexation to Plan Commission of the Public Service Company property in Cook County .at County Line Road and the Milwaukee Railroad tracks was discussed. Trustee Porter moved, seconded by Trustee Aberson, that the Plan Commission be requested to hold a public hea:-ing on a proposed amendm--nt to the Zoning Ordinance to establish an M- Manufacturing classification for the Public Service Company property, when andif it is annexed to the Village. Motion carried unanimously. Approve Temporary Building An application for a permit for a temporary storage Allis Chalmers Corp. building was received from Allis Chalmers Corporation, to be erected at the rear of their property on County Line Road. Trustee Aberson moved, seconded by Trustee Petesch, that the permit be granted for a period of two years, subject to posting a penal bond in the mmount of $2,000 with the Village, to insure removal at the end of the two year period. Adopted by the following vote: Ayes: Aberson, Petesch, Porter, Wehle (4) Nays: None (0) _North Shore Gas Report The Manager stated the North Shore Gas Company had filed a report showing the number of consumers and the gas con- sumption in the Village, and estimated that the Company would be ready for annexation within one or two years. Deny Conditional Use - Nursery Trustee Petesch moved, seconded by Trustee Wehle, that _School 551Deerfield(Hartlett the Board concur in the recommendation of the Plan Commission to deny a conditional use for a nursery school at 551 Deerfield Road, as petitioned by Mrs. Ruth Hartlett. Adopted by the 10 following vote: Ayes: Aberson, Petesch, Porter, Wehle (4) Nays: None (0) Trustee Porter recommended the Plan Commission study the question of zoning classification for nursery schools in relation to the permitted uses in the R -7 Multiple - family District. Ordinance - Conditional Use Bethlehem Nursery School 0- 60 -33) division, the Bethlehem Church Trustee Wehle moved, seconded by Trustee Petesch, that an ordinance be adopted granting a conditional use for the operation of a nursery school at 815 Rosemary Terrace, Lot 21, O.B.Von Linde's Sub - educational building. Adopted by the foilowing vote: Ayes: Aberson, Petesch, Porter, Wehle (4) Nays: None (0) Ordinance - 35% Vehicle Fees Revenue for Police Salaries (0-60-34) for lack of a second. Trustee the said ordinance be adopted. Trustee Aberson moved,that:-�the*oirdinance providing for the use of 35% of the annual vehicle license revenue to pay salaries of plicemen engaged in the regulation of traffic be tabled. Motion failed Porter moved, seconded by Trustee Petesch, that Adopted by the following vote: Ayes: Aberson, Petesch, Porter, Wehle (4) Nays: None (0) Authorize Bids Improvements Trustee Wehle moved, seconded by Trustee Aberson, Lot.7, Bleimehl's Sub. that the Building Commissioner prepare plans and• specifications for improvements for Lot 7, Bleimehl's Subdivision, and the Board authorize taking bids for such improvements. Motion carried unanimously. Trustee Petesch left the meeting. A copy of a letter sent to the Sheridan Rifle and Pistol Club by Mr. Harry Carlson, County Zoning officer, was received, notifying the Club that no shooting was permitted under the County Zoning Ordinance. Mr. Bowen, Building Oommissioner, reported he had notified the Bonding Company that street lights had not been installed in Sherman's Old Grove Estates, as required by Village ordinances. IMRF Trustee Trustee Aberson moved, seconded by Trustee Wehle, that;.-the Village's ballot for Trustee of the Illinois Municipal Retirement Fund be cast for Mr. Charles E. Hastings, the cumbent. Motion carried unanimously. in- Wilson Sign - 821 Wauekgan The Board of Zoning Appeals recommended that a permit be issued to Clarence Wilson, Wilson's Frozen Food Center, 821 Waukegan Road, for a projecting sign over private property. the building being located toward the rear of the lot. It was pointed out that the sign has been erected, and Trustee Porter moved, seconded by Trustee Aberson, that the Building Commissioner be instructed to notify Mr. Wilson that the sign must be removed or prosecution would be started under Village ordinances, and the permit not be issued. Adopted by the following vote: Ayes: Aberson, Porter, Wehle, Koss (4) Nays: None (0) Deny Shell Sign Shell Service Station signs. Trustee Wehle in the recommendation the following vote: The Board of Zoning Appeals recommended that a permit be issued for a free - standing sign at the at County Line and Waukegan Rbdds, replacing two existing moved, seconded by Trustee Porter, that the Board not concur of the Zoning Board, and the permit be denied.
