04/13/1960250 April 13, 1960 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, April 13, 1960 at 8 :05 P.M. The Clerk called the roll and reported the following were Present: Joseph W. Koss, President John F. Aberson Frank T. Curto Harold L. Peterson MauriceC. Petesch Winston S. Porter Arno D. Wehle Absent: None and that a quorum was present and in attendance at the meeting. Also present were Mr. Thomas Matthews, Attorney, and Mr. Norris Stilphen, Manager. Moved by Trustee Aberson, seconded by Trustee Peterson, that minutes of the regular meeting held March 9, 1960 be approved as submitted. Motion carried unanimously. Koss, President Village of Deerfield 850 Waukegan Road Deerfield, Illinois Dear Mr. Koss: March II, 1960 The First National Bank of Lake Forest, as trustee under Trust Agreement dated January 7, 1960 and known as Trust No. 1710, has been directed by the beneficiaries of said Trust to execute and deliver to the Village a grant of easement as follows: (a) A permanent easement along the North 10 feet of the East 651.75 feet of the North West quarter of the South East quarter of Section 28, Township 43 North, Range 12, East of the 3rd P. M. in Lake County, Illinois, for the purpose of installing and maintaining a 16 —inch underground water main. (b) A temporary construction easement along the North 40 feet of the East 651.75 feet of said quarter quarter— section, for the movement of equipment, placement of spoil, and storage of pipe during the installation of said under- ground water main. The grant of easement is delivered to you herewith for the consideration of and upon the understanding that the Village of Deerfield will, without expense to either this Bank as Trustee titleholder or to Mr. Robert S. Ramsay, perform the following work and make the following improvements: I. Install a 16 —inch water main in said 10 —foot easement and replace and level all soil disturbed in such a manner as to leave the area in a condition equal to or better than that in which it was found. 2. Install a 12 —inch water line from said 16 —inch water line along Meadowbrook Lane to a point on Landis Lane where the said 12 —inch line will be connected to an existing 6 —inch water line. 3. Plan Commission Recommendation The Plan Commission recommended approval of Lot 20, Hovland to R -4 Chicago Construction Company's petition to rezone Lot 20, Hovland's First Addition to Deerfield to the R -4 One family district, and also recommended approval of the plat of resubdivision. Trustee Porter moved,seconded by Trustee Wehle, that the Board concur in the recommendation of the Plan Commission, and an ordinance be prepared to effemuate the rezoning. The Village Attorney advised the Board that the lot could - not be improved by special assessments until the title was held by the Village.
