A special meeting of the Board of Trustees of the Village of Deerfield
was called to order in the Council Chambers of the Village Hall on Wednesday,
September 22, 1959 at 8:30 P.M., pursuant to notice of said meeting delivered
to each Trustee as required by ordinance. The Clerk called the roll and'
reported the following were
Present: John F. Aberson
Joseph W. Koss
Harold L. Peterson
Maurice C. Petesch
Winston S. Porter
Arno D. Wehle
Absent: None
and that a quorum was present and in attendance at the meeting.
Moved by Trustee Petesch, seconded by Trustee Koss, that Trustee
Aberson be appointed President pro tem. Motion carried unanimously.
Appoint N.W. Stilphen Trustee Wehle moved, seconded by Trustee
Village Manager Petesch, that Mr. Norris W. Stilphen be
appointed Village Manager at a salary of
$10,000 per year, and the salary ordinance be amended to provide for said
salary. Adopted by the following vote:
Ayes: Aberson, Kess, Peterson, Petesch, Porter, Wehle (6)
Nays: None (0)
Appcove enses Trustee Wehle moved, seconded by Trustee
Petesch, that expenses incurred in Village
Manager interviews be reimbursed, as follows:
Arno D. Wehle $ 176.77
Winston S. Porter 164.05
Norris W. Stilphen 130.51
Adopted by the following vote:
Ayes: Aberson, Koss, Peterson, Petesch, Porter, Wehle (6)
Nays: None (0)
Authorize Execution Contract Trustee Koss moved, seconded by•.Trustee
Mayer Paving Co-. Peterson, that the President pro tem and
Clerk be authorized to execute the contract
with Mayer PavingCo. Skokie, for the improvement of Jonquil Terrace, as
preciously approved. Adopted by the following vote:
Ayes: Aberson, Koss, Peterson, Petesch, Porter, Wehle (6)
Nays: None (0)
Approve Final Plat Trustee Koss moved, seconded by Trustee Wehle,
Unit #3, Scatterwood Sub, that the final plat of Scatterwood Subdivision
Unit #3, be approved and execution authorized.
Motion carried unanimously.
Report - Horenberger A report was received from Mr. Matthews, Village
vs. Lake County Zoning attorney, that a petition to intervene had
been filed on - behalf of the Village in the
case Horenberger vs. Lake County for a declaratory judgment to permit the
construction of a filling station at Wilmot andDeerfield Roads. Trustee Koss
moved, seconded by Trustee Peteschq,that the report and the copy of the
petition be placed on file.
Motion carried unanimously.
Resolution - Application for Trustee Petesch moved, seconded by Trustee
Federal Grant - Sewage Treat -' Wehle, that.the following resolution be
ment'-PTant Enlargement adopted:
RESOLUTION
BE IT RESOLVED by the Board of Trustees of the Village of Deerfii,14,
Illinois, that application be authorized to be made by said Village to the
United States Government for a Federal Grant for Sewage Treatment Works, to
assist in financing the cost of the enlargement of the Sewage Treatment Plant;
and
BE IT FURTHER RESOLVED that John F. Aberson, Trustee and President
- pro tem, be designated to sign said application and related documents in
connection with the application.

Nays: None (0)
Adoption of aVillage Manager Ordinance was,discussed from the floor,
and it was stated by Trustees that every effort would be made to have the
Q ordinance ready for passage by the end of October.
There being no further business, on motion by Trustee Petesch, and
seconded by Trustee Porter, the meeting was adjourned.
