07/29/1959s� �%�4.A July 29, 1959 The adjourned meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, July 29, 1959 at 8:12 P.M. The Clerk called the roll and reported the following were Present: G. E. Holmquist, Presdient John F. Aberson Joseph W. Koss Harold L. Peterson Maurice C. Petesch Winston S. Porter Absent: Arno D. Wehle and that a quorum was present and in attendance at the meeting. Mr. Royce Owens, Village Manager, was also present. Moved by Trustee Aberson, seconded by Trustee Petesch, that minutes of the regular meeting held July 8, 1959 be approved. Motion carried unanimously. President Holmquist stated the annual audit had been received, but acceptance would be held over to the regular August meeting, since there was insufficient time for study by the Board. Appropriation Ordinance(0- 59- 40)The Appropriation Ordinance for the fiscal year May 1, 1959 - April 30, 1960, was presented. Trustee Porter moved, seconded by Trustee Aberson, that the appropriation ordinance be adopted. A lengthy discussion ensued, regarding the appropriation of $62,700.00 for operation -and maintenance of a sanitary land fill. Mr. Donald Dickens, Northwoods Drive, one of the sponsors of a petition signed by approximately 500 residents asking for a referendum, urged the Board to eliminate this item until the wishes of the residents had been expressed in a referendum. Trustee Porter pointed out that the oppro- priation ordinance must include all possible expenditures that may be made during the year, and was not related to the budget, which is substantially less than the appropriated amounts. Other objectors.stated their opinions. Mr. Robert York was in favor of the landfill, stating that Trustee Koss' investigation and report showed conclusively the advantage to the Village. Upon roll.call, the ordinance was adopted by the following vote: Ayes; Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) Ordinance — Salaries Trustee Porter moved, seconded by Trustee (0-59-41) Aberson, that an.ordinance be adopted amending the Salary Ordinance ( #200) establishing grades and salaries for the various positions, the salary increases authorized by, the amendment to be effective July.], 1959. Adopted'by the following vote: Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) Approve Scatterwood #3 Trustee Koss moved, seconded by Trustee Peterson, that the plat of Scatterwood,Sub- division, Unit #3, be approved, and signatures authorized, subject to all requirements of Village Ordinances. ADopted by the follcwing.vote" Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) 183 Approve Blietz -Nixon The question of approval of the Blietz -Nixon Sub. Unit #1 Subdivision Unit #1 was discussed at length. Trustee Koss proposed that a 30 day period be set for reaching an agreement with School Districts 108 and 109 regarding contributions of land or facilities by Blietz -Nixon to assist the schools. Mr. Blietz requested approval of the subdivision without reservation, stating he had complied with all Village ordinances. . The meeting was recessed for five minutes, and reconvended by the President. Trustee Koss moved,that the subdivision be approved with certain reservations. Trustee Porter moved the motion be amended to provide for approval of the Blietz -Nixon Subdivision Unit #1, which approval should not be construed as a precedent for approval of the other units of the subdivision. Trustee Petesch seconded Trustee Porter's motion, which carried unanimously. Trustee Koss moored the amended motion be adopted, seconded by Trustee Porter, Upon roll call, the following vote was recorded, and motion was carried. Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) C� Mr. Blietz stated he will accept the approval of the final plat, but the resolution as made by Trustee Koss and Porter shall carry with it no reservations other than those contained in'the Village ordinances. Dead End Castlewood- Trustee Aberson moved, seconded by Trustee Deerfield Intereection Porter, that the Board accept the recommendation of the Public Works Committee that Castle- wood Drive be dead -ended at Deerfield Road, crash barriers to be erected which could be breached by a fire truck or other emergency vehicle, and shrubbery be planted to keep people from d•riwi:ng`,through.. ,'Adopted by the following vote: Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) Policy Re: Downspouts Trustee Aberson moved, seconded by Trustee and Storm Drainage Koss, that the recommendation by the Public Works Committee relating to downspouts and storm drainage be adopted as follows: POLICY RE: DOWNSPOUTS AND STORM DRAINAGE New Subdivision: If downspouts are splashblocked, then all storm sewers not necessary for street and /or subdivision drainage may be eliminated, including storm sewer services to residences. Footing drain tiles connected to a sump pump or divrectly to the' ,sani-tary sewers. Footing drbLn tiles connected to a sump pump without any other connections may or may not be splashblocked. Read yard drains may be required for better storm water drainage. Existing Subdivisions, etc. Downspouts may or may not be splashblocked depending upon special conditions to be determined by the Building Commissioner and /or Engineer. Adopted by the following vote: Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) 184 Accept Resignation President Holmquist stated that Mr. Owens, R. W. Owens, Village Manager Village Manager, had submitted his resignation about a month prevnously, which had been discussed by the Village Board. Trustee Petesch moved, seconded by Trustee Porter, that Mr. Royce Owens' resignation be accepted. Adopted by the following vote: Ayes: Aberson, Koss, Peterson, Petesch, Porter (5) Nays: None (0) There being no further business to come before the meeting, on motion by Trustee Aberson, seconded by Trustee Petesch, the meeting was adjourned.
