05/20/195916� May 20, 1959 The adjourned meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, May 20, 1959 at 8:00 P.M. The Clerk called the roll and reported the following were Present: G. E. Holmquist, President John F. Aberson Joseph W. Koss Maurice C. Petesch Winston S. Porter Arno D. Wehle Absent: Harold L. Peterson and that a quorum was present and in attendance at the meeting. Also present were Mr. Thomas Matthews, Village Attorney, and Mr. Royce Owens, Village Manager. Trustee Wehle moved, seconded by Trustee Aberson, that reading of the minutes of the regular meeting held May 13, 1959 be dispensed with, and minutes approved as submitted. Carried unanimously. Cai Authorize Purchase - $10,000 The Village Manager reported he had been advised Municipal Building Bonds by President Holmquist that -110,000 Deerfield Municipal Building Bonds, Series of 1973, might be available for purchase at 96, with an additional saving of 14 years interest costs. Trustee Koss moved, seconded by Trustee Petesch, that the President be authorized to pur- chase said bonds at 96, from Sales Tax Funds. Chevrolet 2,637.$9 Lake Motors Dodge 3,397.00 Lake Motors Plymouth 2,900.00 Litsinger Motors Ford 2,640.00 After a lengthy discussion, Trustee Koss moved, seconded by Trustee Petesch, that the purchase of the station wagon and any other capital expenditure be delayed until the Board has had an opportunity to study and adopt the Budget. Motion carried unanimously. Ordinance - Briargate Trustee Koss moved, seconded by Trustee Porter, Rezoning (0- 59-30) that an ordinance be a dopted amending the Zoning Ordinance by placing the 19 lots of Briargate Subdivision in the R -1 One- family District, as reoommended by the Plan Commission, Adopted by the following vote: Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Approve Variation Briarwoods Swimming Pool swimming pool, snack bar shown on the application by Trustee Wehle, that tl Adopted by the following Mr. Matthews advised the Board that a variation could be granted by ordinance, if the Board so desired, to permit the construction of a and bath house on Briarwoods Golf Club, in the location filed with the Village. Organization (0- 59 -31_)_ organization for the Police Lieutenants and such other Trustees, and also covering vote: Trustee Petesch moved, seconded by Trustee Wehle, that an ordinance be adopted amending the Municipal Code (Section 65) by establishing a table of Department, to consist of the Chief of Police, two Dolicemen as may be provided for by the Board of. appointments and promotions. Adopted by the following Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Reject Aas.-:for Bids Mr,.: Owens, Village Mananger, requested authorization Water Meters to purchase 100 Neptune water meters, plus 200 connection washers to replace old meters. Trustee Petesch moved, seconded by Trustee Porter, that specifications be drawn to cover only Badger and Neptune meters, and that bids be advertised for 400 meters, to be ordered in quantities as needed. Motion failed to carry by-the following vote: Ayes: Petesh, Porter, (2) Nays: Aberson, Koss, Wehle (3) Reject Meter Purchase_ Trustee Aberson moved, seconded by Trustee Wehle, that the Board authorizecthe Village Manager to purchase 100 meters, either Neptune or Badger with. preference given Badger, at the best price obtainable, and also get quotations on meters in quantities of 100, 200, 300, and 400. Motion failed to carry by the following vote: 1 162- Ayes: Aberson, Wehle (2) Nays: Koss, Petesch, Porter (3) Committee for Meters Trustee Koss proposed that a committee be appointed to investigate which is the better meter for purposes - of standardization,.and the Manager proceed with the usual.' purchase program in the interim. President Holmquist thereupon appointed Trustee Aberson, and Messrs. Bowen and Klasinski to investigate and report to the Board. Ordinance - Vari:ation Trustee Koss moved, seconded by Trustee Porter, Briarwoods Swimming Pool that the ordinance be adopted granting a variation (0-59-32) to permit the construction of a swimming pool and accessory structures in the locations shown on the application filed with the Village. Adopted by the follownng vote: Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Ordinance - Water Rates Trustee Wehle moved, seconded by Trustee Aberson, 10-59-33) that an ordinance be adopted amending Section 387 of the Municipal Code,;_relating to water rates, by making certain changes in charges to multiple family dwellings and business establishments served by one meter. Adopted by the following vote: Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Ordinance - Traffic Trustee Petesch moved, seconded by Trustee Wehle, (Q= 59=34) that an ordinance regulating traffic in the Village of Deerfield be adopted. Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Publish Traffic Ordinance Trustee Petesch moved, seconded by Trustee Porter, In Pamphlet For that the ordinance regulating traffic be published in pamphlet form, to save costs of newspaper publication, and 100 copies be made available for distribution. Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) 164 Approve Off- Street The plan for off- street parking in the business Parking Plan district prepared and recommended by the Parking Committee was discussed at length, including acquisition of land for a roadway from Deerfield Road to the Shopping Center. Trustee Koss moved, seconded by Trustee Porter, that the off - street parking plan be adopted as submitted by the Parking Committee, and said plan be incorp- orated inthe revised Master Plan being prepared by Stanton & Rockwell. Adopted by the following vote: Ayes: Aberson, Koss, Petesch, Porter, Wehle (5) Nays: None (0) Trustee Koss requested that the Village Attorney make a study of the possibility of improving the secondary streets by speciial assessment procedures. Trustee Petesch left the meeting. Approve Valenti Billboard The,Board of Zoning Appeals recommended that a 534 Deerfield Road permit be issued to Valenti Builders tp erect a billboard at 534 Deerfield Road.. Trustee Koss moved, seconded by Trustee Wehle, that the Board concur in the recommendation of the Board of Zoning Appeals, and the permit be issued for a six month period, illumination to be turned off not later than 10:00 P.M. Adopted by the following vote: Ayes: Aberson, Koss, Porter, Wehle (4) Nays: None (0) Ordinance - Swimming Pools Trustee Porter moved, seconded by Trustee Koss, (0-59-35) that an ordinance be adopted regulating the construction and requirements for swimming pools. Adopted by the following vote: Ayes: Aberson, Koss, Porter, Wehle (4) Nays: None (0) Acquisition of either the Frost or Gastfield property for a roadway From Deerfield Road to the shopping center was discussed at length, including appraisals, layouts and financing. Trustee Porter suggested that the committee appointed to investigate the project report their findings at the June 10th meeting. There being no further business to come before the meeting, on motion by Trustee Koss, seconded by Trustee Porter, the meeting was adjourned.
