02/11/1959February 11, 1959 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, February 11, 1959 at 8 :00 P.M. The Clerk called-the roll and reported the following were Present: G. Eldon Holmquist, President Joseph W. Brown Harold L. Peterson Maurice C. Petesch Arno D. Wehle Absent: Carl J. Jaeger Maurice C. Petesch �+ and that a quorum was present and in attendance at the meeting. Mr. Thomas (�3 Matthews, Village Attorney,. and Mr. Royce Owens, Village Manager, were also present. Trustee Wehle moved, seconded by Trustee Petesch, that reading of the minutes of the regular meeting held January -14, 1959 and the adjourned meeting held January 28,-1959 be dispensed with, and be approved as submitted. Carried unanimously. Adopted by the following vote: Ayes: Brown, Peterson, Petesch, Wehle (4) Nays: Non a (0) Trustee Brown stated the Board would reconsider the question of garbage grinders after enlargement of the sewage treatment plant. Ordinance - Drainage Ease- Trustee Peterson moved, seconded by Trustee Wehle, ments, Subd. Ordinance that an ordinance be adopted amending Section 9.4 .(0-59-15) of the Subdivision Ordinance ( #169) by providing that drainage ditch easements shall not be included in computing requirements for lot area, width or depth. Parking - Signs (0- 59 -16) or storing of trucks, tract property in any residential the Building Commissioner. The Police report showing 107 arrests and fines of $299 in January was read also. Ordinance - Headwalls Trustee Brown moved, seconded by Trustee Wehle, Subd. Improvement Amend. that an ordinance be adopted amending Sections 1 (0-59-11) and 2 of the Subdivision Improvement Standards Ordinance ( #154) by adding a requirement for headwalls where a storm sewer enters a drainage ditch, and establishing speci- fications for such headwalls. Ordinance that an ordinance be adopted amending Sections (0-59-12) 11 and 12 of the Ordinance for the Subdivision and Platting of Land ( #169) by providing for approval of improvement Bonds by the Village Manager if the corporate surety has been approved by the Board of Trustees, and covering construction of head- walls. Adopted by the following vote: Ayes: Brown, Peterson, Petesch, Wehle (4) Nays: None (0) Ordinance - Plumber Trustee Brown moved, seconded by Trustee Peterson, Registration (0- 59-13) that an ordinance be adopted amending Ordinance No. 58 by providing for registration of plumber contractors, no fee to be paid for such registration, and.bond requirements. Trustee Peterson moved that the ordinance be adopted. The motion failed for lack of a second. Mr. Matthews, Village Attorney, stated that the President and members of the Board of Trustees, whether paid or unpaid, were entitled to reimburse- ment for out of pocket expenses in connection with their duties.as 6fficers. The Village Manager reported that fire prevention and burning ordinances were being studied by the committee and the Fire Marshal. Ordinance - Zoning Christy Trustee Peterson moved,seconded by Trustee Property 0 & R (0- 59 -17) Petesch, that an ordinance be adopted amending the Zoning Ordinance by classifying the Christy property, 150 Waukegan Road as an 110 & R" Office and Research District, as recommended by the Plan Commission, Adopted by the following voter Ayes: Peterson, Petesch, Wehle, Holmquist (4) Nays: Brown (1) Ordinance - Water Trustee Brown moved, seconded by Trustee Wehle, Amendments (0- 59 -18) that an ordinance be adopted amendi,ng the water regulations of the Municipal Code relating to applications, deposits, connection and reconnection charges for users of the municipal water supply. Adopted by the following vote: Ayes: Brown, Peterson, Petesch, Wehle (4) Nays: None (0) Resignation - R. C. Gand A letter of resignation from the Board of Zoning Appeals Board Zoning Appeals having been received from Mr. Robert C. Gand, Trustee Peterson moved, seconded by Trustee Wehle, that Mr. Gand's resignation be accepted with regret. The Village Manager has written Mr. Gand, expressing the Board's appreciation for his services. Motion carried - unanimously.. Revoke Harmony Bldrs. Or. Owens, Village Manager, reported that the Contractors License committee and Building Commissioner recommended revocation of Harmony Builders Contractor's License, due to numerous violations of Village ordinances, for which summons had been issued. Trustee Petesch moved, seconded by Trustee Wehle, that Harmony Builders Contractor's License be revoked, effective February 15, 1959, pending completion of the work in progress. Carried unanimously. Appoint Kenneth Shorts Trustee Wehle moved, seconded by Trustee Petesch, Prosecuting Attorney that Mr. Kenneth Shorts, Waukegan, be appointed prosecuting attorney to handle all Magistrate and Police Court cases, including traffic cases and appeals, for the Village; the Village Attorney, Mr. Thomas A. Matthews, to continue to represent the Village on all other cases. Adopted by the following vote: Ayes: Brown, Peterson, Petesch, Wehle (4) Nays: None (0) Change Order #1 Trustee Peterson moved, seconded by Trustee Village Garage Brown, that the Board approve Change Order #1 in the amount of $895.00, for electric service changes and insulation for the addition to the Village garage. Adopted by the following vote: Ayes: Brown, Peterson, Petesch, Wehle (4) Nays: None (0) r 129 Authorize Bids - Station Wagon Trustee Petesch moved, seconded by Trustee Wehle, that the Village Manager be authorized to take bids on a station wagon, fully equipped, for Police and general village service, to be included in the 1959- 60.budget. Carried unanimously. Reject Linari Subd. The Plan Commission recommended that the plat of subdivision submitted by Mr. Linari be rejected, since it does not meet Village requirements. Trustee Petesch left the meeting. Trustee Peterson moved, seconded by Trustee Brown, that the plat of subdivision submitted by Mr. Linari be rejected, as recommended by the Plan Commission, and that Mr. Linari be advised that if the matter of street dedication can be worked out with,the owner of the property to the North, the plat will be re- considered. Adopted by the following vote:. Ayes: Brown, Peterson, Wehle, Holmquist (4) Nays: None (0) Trustee Petesch re- entered the meeting and was present thereafter. The recommendation of the Plan Commission regarding the concurrent authority of County and Municipalities with reference to Subdivision regulations was referred to.the Village Attorney. Trustee Petesch moved, seconded by Trustee Brown, that the meeting be adjourned to Tuesday, February 24, 1959 at 8:00 P.M. Motion carried. Chief of Police Petersen recommended that one -' 2 Chevrolets 8 cylinder and one 6 cylinder Chevrolets be CZ purchased from Bernard Chevrolet, Libertyville. He stated that other Police Departments were getting excellent service from Chevrolets, and they were found to be satisfactory police cars. He further stated that the Fords used the past year had required a great deal of repairs. In September, the cars were in 9 times for repairs, in October - 11 times, in November - 6 times, in December - 8 times, in January - 6 times, which left only one car in service for much of the time. Trustee Petesch moved, seconded by Trustee Wehle, that.two Chevrolets be purchased from Bernard Cevrolet, Libertyville, as recommended by Chief Peterson, with sirens as specified by him,.in accordance with their bid of January 30, 1959.
