12/10/1958112 December 10, 1958 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order�by the President in the Council Chambers of the Village Hall on Wednesday, December 109 1958 at 8:05 P.A The Clerk called the roll and reported .the following were Present: G. Eldon Holmquist, President Joseph W. Brown, .Joseph W. Koss Arno D. Wehle Absent: Carl J; Jaeger Harold L. Peterson Maurice C. Petesch and that a quorum was present and in attendance at the meeting.. Mr. Thomas Matthews, Village Attorney, and Mr. Royce, Owens, Village Manager, were also present. Trustee Wehle moved, seconded by,Trustee Brown, that reading of the minutes of the adjourned meeting held November 26, 1958 be dispensed with. Motion carried unanimously. (4) Nays: None 40) Approve Deerfield Park Trustee Koss moved,. seconded by Trustee Wehle, 3rd Add. - Unit #1 that the plat of Deerfield Park Subdivision. Third Addition, Unit #1 be approved,.eubject to Plan Commission Approval,. and the President b authorized to sign sa d plat; Mr. Harold Friedman, Chicago Construction Company, having agreed.to.dedicate Lots A and 6 to the Village for public purposes. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Rockwell Meters The Superintendent of Public Works and the Water Approved Committee recommended that Rockwell water meters be approved for installation int:the Village. Trustee Brown,moved, seconded by Trustee Koss, that the Board approve the specifications of Rockwell Meters, and the purchase of same be authorized. Adopted by.the following.vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Blietzi:Nixon Sub. Plat The Village Manager reported a letter had been Denied received from Messrs. Irvin Blietz and George Nixon, agreeing to dedicate approximately,-4 acres along the West Skokie Drainage Ditch as part of proposed plat of Unit #1, Blietz -Nixon Countryside.Subdivision.' Trustee Koss.moved, seconded by Trustee Wehle, that the proposed.plat be rejected, and the Village Manager be instructed to write Messrs. Blietz and Nixon stating that the dedication_�of land for public purposes should be made i.n the area heretofore agreed upon, adjoining the Horwitz tract. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Landis Sub. #2 Trustee Koss moved,thaty the Board waive any dedications of road requirements for Landis Lane continuing to the East. Motion failed for lack of a second. Trustee Koss moved, that the Board approve the plat of Landis #2 Sub- division as presented. Mr. Friestedt asked that the motion be-withdrawn. Trustee Koss withdrewrthe previous motion, and moved that the plat be considered at the next regular Board meeting, and copies of-said plat be given to interested persons. Trustee Brown seconded the motion. Carried unanimously. Approve Underground Trustee Brown moved, seconded by Trustee Koss, improvements, Kenton Ave. that the undergroundimprovements in Kenton Avenue^ be approved, and bond released, as recommended by Mr.-Bowen, Superintendent -of Inspections. `­'tarried unanimously. 115 Prefab Chimneys Denied The Building Board of Appeals recommended that the petition to use prefabricated chimneys in the Deerfield Commons Shopping Center be denied. Trustee Koss moved, seconded by Trustee Wehle, that the Board concur in the recommendation of the Building Board of Appeals, and masonry chimneys be required. . Carried unanimously. :President Holmquist stated that the type of prefabricated chimney proposed was not acceptable, but.the Board would give consideration to other types, and would expedite approval if the Building Commissioner and Village Manager recom- mended:acceptance; -of another type. Billboard Permit Renewed The Zoning Board of Appeals recommended that the Chicago Construction Company's request for a renewal of their billboard permit be granted. Trustee Koss moved, seconded by Trustee Brown, that the renewal be granted; as recommended. .; Carried unanimously. �. Bannockburn Water The Village Manager reponted the Deerfield - Contract Extended Bannockburn Water Contract would expire December 14, 1958. Trustee Brown,moved, seconded by Trustee Koss, that the water contract be extended for 90 days, subject to any rate increase which °may occur within the 90 day period. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None 1.(0) Ordinance- Applications Trustee Koss moved, seconded by Trustee Wehle, for Building Permits that a.h ordinance be adopted amending Article 11, (0-58-60) Paragraph 7 of the Village of Deerfield Building Code of 1946, setting forth regulations for applications for building permits. Adopted by the following vote: Ares: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) ' Authorize.Attorney Trustee Wehle moved, seconded by Trustee Brown, .Vestiglass vs. Deerfield that Mr. Thomas A. Matthews, Village Attorney, ' be authorized to defend the Village in the case Vestiglass vs. Village of Deerfield, and actions heretofore taken be ratified. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Reject Claim The Village Manager reported that Mrs. Joseph Mrs. Joseph Gaston Gaston, 246 North Avenue, Highwood, Illinois, had filed a claim for injuries suffered in a fall on. the sidewalk. The Committee recommended that the Village accept no responsibility for the accident. Trustee Wehle moved, seconded by Trustee Brown, that the Board approve the report of the Committee, and the claim be denied. Carried unanimously. Poindexter Claim Denied The Village Manager reported that the Village Attorney had advised him that the claim of Mrs. Otti 1 i e Poindexter for injuries suffered in a fall on the sidewalk could be compromised. The Committee recommended that no compromise be made and the claim be denied. Trustee Wehle moved, seconded by Trustee Koss, that.the Board concur in the report of the Committee,.and the claim be denied. Carried unanimously. I i 6 Bulletin #3 - County The Village Manager presented Bulletin #3, Baxter Line Road Sewer and Woodman, Engineers, providing for additional select f i l l for driveways on the. County Line Road sewer project, and stated Mr. Horwitz had agreed to pay the cost of $431 to the Village, the Village to act as paying agent to the contractor. Trustee Brown moved,seconded by Trustee.Koss, tlmat Bulletin #3 be approved. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Approve Bond.= iWalden Ln. Trustee Wehle moved, seconded by Trustee Brown, Valenti's Briarwoods that the improvement bond filed by Joseph Valenti for Walden Lane, Valenti's Briarwoods Subd$vision, be appproved. Carried unanimously. Adopted Master Plan Trustee Koss moved, seconded by Trustee Wehle, Jurisdictional Area that the following resolution be adopted: RESOLVED, by the President and Board of Trustees of the Village of Deerfield that the jurisdictional map ofthe unincorporated area lying within one and one -half miles of said Village is hereby adopted and made a part of the Official Village Plan, originally adopted March 8, 1954; and the Village Clerk is hereby directed to file a copy of said map with the County Clerk, the County Recorder, and the Zoning.Committee of Lake County and of Cook County. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Mrs. Willard Loarie asked the Board to review I - 2 Zoning Classifi- cation which permits manufacture of explosives and many other uses detrimental to the community, and objected to such zoning for any part of the Brickyard property. No action - Deerfield The Village. Manager reported that Mr. Tennis had Road Bridge been unable to secure land needed for the widening of the Deerfield Road bridge over the West Skokie Drainage Ditch, and Mr. Jesse L. Boone, Lake County Highway Department, would negotiate with the owners of the property involved. He stated the Committee felt this action might tend to indicate approval of the proposed widening of Deerfield Road to four lanes. Trustee Brown moved, seconded by Trustee Koss, that no action be taken at this time, and the Village Manager be instructed to so notify the Highway Department. Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0) Approve Gravel Walks Trustee Koss moved, seconded by Trustee Brown, Deerfield.& Waukegan Rds. that the construction of temporary gravel side- walks be authorized from Spruce Street to the East line of St. Gregory's Church property, on the North side of Deerfield Road, at a cost of approximately $150, and from Northwoods Drive to Greenwood Avenue on the East side of Waukegan Road, at a cost of approximately $160 for materials, all labor to be furnished by the Village, Adopted by the following vote: Ayes: Brown, Koss, Wehle, Holmquist (4) Nays: None (0)
