11/12/19581 C� W1 C-11 1 1 November 12, 1958 The regular meeting.of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, November 12, 1958 at 8:00 P.M. The Clerk called the roll and reported the following were Present: G. Eldon Holmquist, President Carl J..Jaeger Joseph W. (Goss Harold L. Peterson Maurice C. Petesch Arno D. Wehle Absent: Joseph W. Brown and that a quroum was present and in attendance at the meeting, Mr. Royce Owens, Village ManageV, and Mr. Thomas Matthews, Village Attorney, were also present. Trustee Wehle moved, seconded by Trustee - Petesch, that reading of the minutes of the regular meeting held October.8, 1958, the special meeting held October 22,1958, and the adjourned meeting held October 29, 1958 be dispensed with and approved as submitted. Motion carried. unanimously. Mr. Edwards, Editor of Guns Magazine, presented an award to Trustee Maurice Petesch in recognition of his outstanding contribution to the improvement of Police work and socially useful gun promotion, the award being one of three made nationally. Trustee Petesch expressed his appreciation. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) Mr. Robert McClory, representint Mr. Irl Marshall, requested the Board to approve foreclosure of 47 lots in Solomon's Addition to Deerfield Subdivision with a guaranteed bid of 75% of the principal amount, instead of 1003 /o hereto- fore required. The matter was taken under consideration by the Board. Approve Reports The reports of the Building Commissioner, Fire Marshal, Health Officer, Public Works Department and Water Department for the month of October were read. The Police report C�9 for October, showing 63 arrests and fines of $564.00, was also read. The Village Manager was directed to write :to.-contractors, notifying them that fires should not be left unattended when buring trees and waste building materials during construction. I.M.R.F. Carried unanimously. Approve Purchase - Fill The Village Manager reported that Harris Construction Village Garage Company had offered to, furnish fi l l for the Village Garage site for $5.00 per load for 10 -12 yd, loads. Trustee Peterson moved, seconded, by Trustee Koss, that the offer of Harris Construction be accepted,'100 -150 loads to be purchased at $5.00 per load. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays:', None (0) Approve Sale Trustee Petesch moved, seconded by Trustee Wehle, Old Speed Timer that the old electric speed timer be sold for as near 50% of the original cost as can be obtained. Carried unanimously. Purchase Radar Speed One bid was received for a radar speed timer, Timer - 11337 J. A. Renaldi Co., Inc., Chicago, who submitted a.bid of $1,337.00. Trustee'Petesch moved, seconded by Trustee Wehle, that the radar speed timer be purchased from J. A. Renaldi Co., at their bid price of $1,337.00. Adopted by the following vote: Ayes: Nays: Jaeger, Koss, None (0) Peterson, Petesch, Wehle' (5) Approve Purchase Trustee Petesch moved, seconded by Trustee Wehle, Police Radio that a Police radio be purchased from Lake County Board of Supervisors, at the regular price. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) 104 Purchase Front End Trustee Peterson moved, seconded by-Trustee Koss, LOader, Tractomotive that a front end loader by purchased from Tracto- motive Corporation at their bid price of $8704.00, in accordance with the Board's action at the October 8, 1958 regular_ meeting. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch,.Wehle (5) Nays: None (0). The Village Manager reported that the City of Highland Park had passed an ordinance increasing water rates, and action would be taken by the Deerfield Village Board for the improvement of the water system and financing said improvements. IOCP /o Foreclosure Trustee Koss moved, seconded by Trustee Wehle, 47 Lots, Solomon's Add. that the request to approve foreclosure of delinquent special assessments on 47 lots in Solomon's Addition to Deerfield with a guaranteed bid of 75 % be rejected, and the Board approve said foreclosure with a guaranteed bid of 100p /o of the principal amount. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) Aitken Suit The Village Manager recommended that Mr. Melius be Matthews to Prosecute removed as attorney in the case Village of Deerfield vs. William Aitken, and Mr. Thomas' Mat,thews,. Vi 1 lage Attorney, be instructed to prosecute. President Holmquist left the meeting, Trustee Jaeger acting as President pro tem. Trustee Wehle moved, seconded by Trustee Petesch, Vs t the Village Attorney be instructed to prosecute the case against William Aitken for violation . of the zoning ordinance. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) The Village Manager reported.that the program of enforcement on bill - baords was being carried out, and the Board of Zoning Appeals will hear cases. Police Car Title to Holmes Motors • car be approved. Carried unanimousfI,. Trustee Peterson moved, seconded by Trustee Koss, that the action of the Village Manager in turning over to Holmes Motors the title of the rented Police President Ho #ggi!st::re- eAteced the meeting. Approve Variance The Board of Zoning Appeals recommended that a variance 1222 Parkside be granted to, permit the conttruction of a garage within two feet of the side lot line at 1222 Parkside as requested by Mr. Robert P. Jones. Trustee Koss moved, seconded by Trustee Petesch, that the Board concur in the recommendation of the Board of Zoning Appeals, the variance be approved, and an ordinance be prepared granting said variance. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) C.0 Co3 1 105 Change Orders #1 & 2. Trustee Peterson moved, seconded by.Trustee Koss, County Line Rd. Sewer that the Board approved Change Order #1, in the amount of $1,068.95 for a change in grade of the sewer, to be paid by a private developer, and Change Order #2.in the amount of $1,085.92 for the construction of drop manholes, on the County Line Road sewer construction. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) President Holmquist left the meeting, Trustee Jaeger acting as President pro tem. Approve Payment $20757.83 Trustee Peterson moved, seconded by Trustee Petesch, E.&.M. SEwer Contractors that payment of $20,757.83 be approved to E. &. M. %ewer Contractors for work completed on the County Line Road sewer project, as recommended by Baxter & Woodman, Engineers. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) Accept Improvements Trustee Peterson moved, seconded by Trustee Koss, Blackthorn Lane that underground and surface improvements in Blackthorn'Lane from Warwick Road to Colwyn Terrace be accepted, subject to posting a one year maintenance bond, as recommended by Mr. Bowen, Supt. of Inspections. Accept Improvements Knollwood Road Trustee Peterson moved, seconded by Trustee Koss, that underground improvements and sidewalks in Oxford Road from Cumnor Court of Warwick Road be bond having been posted. Trustee Peterson moved, seconded by Trustee Koss, that the undergournd improvements and street base in Colwyn_Terrace from Wincanton to arrington be bond having been posted. Road be accepted, subject Carried unanimously. Trustee Peterson moved, seconded by Trustee Koss, that undergound improvemnts, sidewalks and street base in Knollwood Road from Cumnor Court to Warwick to posting a one year maintenance bond. President Holmquist re- entered the meeting, and was present thereafter. $3.50 per mo. The Village Manager reported that requeste had been Scavenger Service received from residents having disposal or garbage grinder units for once a week scavenger ptckOps, at a smaller charge. He stated it was the Board's opinion that the regular twice weekly service at $3.50 per month should be required, since garbage grinders place an additional load,on the sewerage system. Lackner - Wilmot Rd. Trustee Peterson moved, seconded by Trustee Wehle, Deed Accepted that the Deed for a portion of the right -of -way i of Wilmot -Road from John and Evelyn Lackner be accepted and recorded.
