10/29/1958M e, October 29, 1958 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, October 29, 1958 at 8:00 P.M. A resolution was passed by the President and Board of Trustees naming Mrs. Grace Knack as Acting Village Clerk for this one meeting only due to the absence of Mrs. Catherine Rrice, the Village Clerk. The Acting Clerk called the roll and reported the following were Present: G. Eldon Holmquist - President Carl J. Jaeger, Joseph W. Koss Harold L. Peterson Arno D. Wehle Absent: Joseph W. Brown Maurice C. Petesch and that a quorum was present and in attendance at the meeting. Village Manager Royce W. Owens was also present at the meeting. President Holmquist moved, seconded by Trustee Jaeger, that the reading of the'Minutes of the Meeting of October 22, 1958, he held for reading and approval at the next meeting. Carried unanimously. Ordinance - Elmwood Avenue Trustee Wehle moved, seconded by Trustee Koss, Vacation (0- 58 -54) that an ordinance be adopted that the dedicated dtreet known as Elmwood Avenue be vacated west of the East line produced of Lot J and east of the east line produced of Wilmot Road, for the best interests of the Village and the residents thereof and subject to the right of the Village of Deerfield, or any grantee of such right, to maintain, repair and replace any sewer or water pipe or main and any wire, pole, conduit or other futility equipment now lying within such street and also to install new mains, pipes, poles, wires, conduits or simi- lar:.equipment in such area. Adopted by the following vote: Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Flood Plain Studies Village Mara ger Owens stated that Chicago Aerial Survey Company should make a photogrametric survey for Deerfield since technical understanding for Flood Plain Zoning and further planning was necessary to Deerfield. Motion was made by Trustee Koss, seconded by Trustee Peterson, for adoption of this action. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Addition tD Village Garage Trustee Koss moved, seconded by Trustee Jaeger that plans for the employment of Walton & Walton, Architects, be adopted for preparation of plans and estimates, ratifying all work performed to date, and authorizing advertisement for bids. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Ordinance - Building Permits Trustee Jaeger moved, seconded by Trustee for Churches (0- 58 -55) Wehle, that an ordinance be adopted that hence - forth no Building Permit fees shall be charged for the construction of any church, to be known as Section 1, and further, that the Village Manager be instructed to refund all permit fees paid by churches for building permits retroactive to April 9, 1956. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None' (0) 99 Lifting of Water Restriction Resolution was made concerning the lifting of water restrictions to become effective October 29, 1958. Trustee Wehle moved, seconded by Trustee Jaeger that the resolution be adopted. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Street Lighting Policy Approval of the erection of street lights using Holophane #04343 type feflecting and since an ordinance was duly adopted by the Village of Deerfield to install said street lights in all subdivisions by all subdividers and that said street lights to be erected not less than two at each intersection, a reso- lution was made that in all sections of the Village where street lights are not constructed that the erection of said street lights to be installed in all such sections shall be at the expense of the adjacent and benefited property owners and further resolve that the Village may require Subdividers Qr to construct additional street lights where the blocks are longer than usual, or where the;-street is so constructed that a street light is necessary in the Interest of public safety.. Moved by Trustee Koss, seconded by Trustee Peterson that the resolution be adopted: Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) REpair of Wilmot Road Report was made to Village Manager that cost of repairing Wilmot Road would be about $1600.00. It was pointed out that this would be a temporary measure until the time of paving Wilmot Road. It was moved by Trustee Peterson, seconded by Trustee Koss that repair be made. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Ordinance - Amendment re Subdivision ordinance amendment re drainage Drainage Ditch Easements" ditch easements to be made by addition of (0-58-561 Section 15 which makes it illegal to use drain- age ditch easement in-the total area of a lot which may be covered by buildings or other structures. It was moved by Trustee Peterson, seconded by Trustee Koss that this amendment to ordinance be adopted. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0Y Sanitary Sewers Moved by Trustee Koss, seconded by Trustee Peterson, Emergency Cleaning that the sanitary sewer be cleaned between Deer- field Road and Hazel Avenue by American Pipe Cleaning Company. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Bids It was moved by Trustee Peterson, seconded by Trustee Jaeger that the bid of Peter Baker & Sons be accepted for 60 tons Pre -mix Patching Material at $8.00 per ton as approved by.the Division of Highways. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) It was moved by Trustee Peterson, seconded by Trustee Wehle that the bid of Pioneer Products Division, Witco Chemical Company, be accepted for 40 tons PAF -2 at $40.00 per ton as approved by the Division of Highways. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) 100 It was moved by Trustee Peterson, seconded by Trustee Jaeger that rejection of bids for salt and cafl i:um chloride per recommendation of Division of Hi§h- ways and ratify notice of call for bids to be returned November 10, 1958. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Plat - Resubdivision of Second Moved by Trustee Koss, seconded by Trustee Addition to Deerfield Park Peterson, that approval be granted and the Unit 3 President and Chairman of Plan Commission sign same. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Cook County Rezoning Petition Moved by Trustee Koss, seconded by Trustee Peterson that approval be granted for the Cook County Rezoning Petition re the 9 3/4 acres bounded on the west by Skokie Highway, on the east by Edens Expressway, and lying north of the Tri -State Toll Road feeder line in Northfield Township. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) Lake County Rezoning Motion was made by Trustee boss, seconded by Trustee Peterson, that the Lake County Rezoning Petition be denied for Dahl's Subdivision lying between Wilmot and Saunders Roads, west of the Toll Road at County Line Road for reasons that the proposed half -acre lots would down -grade surrounding property already zoned R2 - One Family Residential with minimum lot size of one acre. Ayes: Jaeger, Koss, Peterson, Wehle (4) Nays: None (0) President Holmquist asked if there were any questions or matters to be discussed from the floor. Thereupon Mr. Bruce Brown, President of the Brierhill Improvement Associ.ation asked to be heard. 'Mr. Brown read article published in the October 16,issue of the Deerfield Review concerning the egress and ingress of the Christian Science Church parking lot onto Brierhill Road. Mr. Brown then pointed out that plans as already made known had specified that egress and ingress from said parking lot were ta)have been onto Deerfield Road and that in behalf of his organization he wanted to go on record as objecting to the change as published in the Deerfield Review. President Holmquist told Mr. Brown that the egress and ingress plans of the Christian Science Church parking lot had not been changed and that the article in the Deerfield Review was in error. Mr. C. H. Raff had a question concerning the 10% area dedication and if ease- ment could be considered part of dedication. Trustee Koss explained that ease- ment could not be considered as part of the 10% dedication. Mr. Friestedt took the floor and stated that he would prepare engineering drawings for the Ramsay - Friestedt Subdivision and that drawings would be submitted to Village Manager Owens and Building Commissioner Bowen for study.
