Theadjourned meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, September 24, 1958 at 8:.00 P.M TheClerk called the roll and reported the following were Present: G. Eldon Holmquist, President Joseph W. Brown Carl J. Jaeger - Harold L. Peterson Maurice C. Petesch Arno D. Wehle Absent: Joseph W. Koss and that a quorum was present and in attendance at the meeting. Mr. Owens, Village Manager, was also present. zi' M Upon motion by Trustee Peterson, seconded by Trustee Petesch, minutes < of the regiulat meeting held September 10, 1958 were approved as submitted. -!I Carried unanimously. Approve $500 - North - Shore President Holmquist reported that repreeentatives Railroad Abandonment of 22 cities and villages had met to work out a coordinated_; plan to oppose abandonment of the North Shore Railroad. Trustee Jaeger moved, seconded by Trustee Peterson, that $500 be appropriated for expenses with the North Shore Railroad hearings to be paid when and if 15 cities and Villages of the 22 involved have agreed to do so. Adopted by the following cote: Ayes: Brown, Jaeger, Peterson, Petesch, Wehle (5) Nays None (0) Approve Widening Deerfield Mr. Owens reportd plans had been received from the Load to 35 ft. County for widening Deerfield Road to 48 ft. width from Rosemary Terrace to the East Village limits. Trustee Peterson moved, seconded by Trustee Brown, that the Board approve widening Deerfield Road to 35 ft. width, including curb and gutter, with side- walks no wider than 4 ft., both sidewalks and road to meander within the right - of -way to preserve trees and esthetic va- lues.of the street. Adopted by the following vote: Vi Ayes: Brown, Jaeger, Peterson, Petesch, Wehle (5) Nays: None (0) Township Board and Library Board officers were present to complete the sale of the North 75 feet of the former Antes property to the Township. The President signed the Quit Claim Deed to be given to Mr. Karl Berning, Town- ship Supervisor, with a letter of opinion from the Chicago Title and Trust Co., upon receipt of the first payment of $19,500. Shopping Center Storm The Village Manager reported that Mr. Bowen, Supt. Sewer Change of Inspections, recommended that the Deerfield Commons Shopping Center storm sewer be connected to the Deerfield Road sewer, with.an easement for said sewer on the East side of the Fire Department property. Trustee Brown moved, seconded by Trustee Peterson, that the Board approve Mr. Bowen's recommended for the Deerfield Road connection, provided that the proper easement in secured. Adopted by the following vote: Ayes: Brown, Jaeger,-Peterson, Petesch, Wehle (5) Nays: None (0) 88 l-Jaive Acreage Feee Trustee Uehle moved, seconded by Trustee Petesch, Shopping? Center that Acreage Fees for the Deerfield Commons Shopping Center be waived, inasmuch as the tract is a combination of lots, rather than a subdivision; the usual revicevwing fees for improvements to be paid. Adopted by the following vote: Ayes: Brown, Jaeger, Peterson, Petesch, t:ehle (5) Nays: None (0) Ordinance - Subdivision Trustee Peterson moved, seconded by Trustee Drown, Improvements Amendment that an ordinance be adopted amending the Sub- (0-58-45) division Improvements Standards Ordinance (A,151,) by requiring the installation of street signs, and amending the specifications for streets, sidewalks, sanitary and storm savers, and inspection fees. Adopted by the following vote: Ayes: Brown, Jaeger, Reterson, Petesch, l•J`hle (5) Nays: None (0) Release Dowdall- Finney Trustee Wehle moved, seconded by Trustee Jaeger, Maintenance Bond that the maintenance bond for improvements in the Dowdall- Finney Subdivision be released, as recommended by Mr. Bowen, Superintendent of Inspections. Carried unanimously. Appoint R. E. Bowen Trustee Jaeger moved, seconded by Trustee !•!ehle, Building Commissioner that Robert E. Bowen, Superintendent of Inspections, be appointed Building Commissioner, effective October 1, 1953, replacing Mr. Dennis Behrendt, temporary Building Commissioner,; wbo has done an excellent job. Adopted by the following vote: Ayes: Brown, Jaeger, Peterson, Petesch, �Jehle (5) Nays: None (0) .!Authorize Job Supervision Trustee Brown moved, seconded by Trustee Peterson, County Line Road Sewer that the Village Manager be authorized to hire a full time inspector for the County Line Road sewer project, upon the recommendation of Mr. Bowen or Baxter & Woodman. Adopted by the following vote: Ayes: Brown, Jagger, Peterson, Petesch, Wehle (5) Nays: None (0) Ordinance - Scatterwood Trustee Peterson moved, seconded by Trustee !-!ehle, Zoning (0- 53 -L,•7) that an ordinance be adopted amending the Zoning Ordinance be p4Xcing two small tracts within the Scatter wood Subdivision in the R -1 -A One- family District, as recommended by the Plan Commission, Adopted by the following vote: w Ayes: Brown, Jaeger, Peterson, Petesch, Wehle (5) Nays: None (0) Approve Re- alignment of Lots, Briarwoods Sub. lot being less than 60 ft. Trustee l•!eh le moved, secorn recommendation of the Plan following vote: The Plan Commission recommended that the B® rd approve Mr. Joseph Horwitz's request for realign- ment of lot lines in Briarwoods Subdivision, no frontage, said realignment creating no new lots. led by Trustee Peterson, that the Board accept the Commission and approve the plat. Adopted by the Ayes: Broom, Jaeger, Peterson, Petesch, Wehle (5) Nays: None (0) The Village Manager reported stop orders had been issued for two residences in Brookside Subdivision, on lots which included drainage easements as :part pf�,the lot area, leaving a rear yard depth of 14 ft;, excluding said n. 1 E '� easements. Messrs. Cardinal, Dahlgren and Pasley, Drainage Commissioners, and William Marshall, Attorney, were present. Mr. Marshall stated the Drainage District held a 30 ft. easement on.each side of the center line of the ditch, and it was his opinion that the Village could stop construction and require re- subdivision of lots which included ditch easements, since public health and welfare would be impaired if construction continued. Decision was made that Mr. Marshall sould consult with Mr. Thomas Matthews, Village Attorney, and actionoon this matter be deferred to the October 1st meeting. Trustee Petesch left the meeting. Approve Rear Lot Drainage The Deerfield Deveaopment�'Company.•requested Deerfield Development Co. permission to install catch basins and storm sewer at the rear of certain lots in Briarwoods Subdivision to provide storm drainage. Trustee Brown moved, seconded by Trustee Peterson, that the request of Deerfield Development Company be granted, as recommended by the Superintendent of Inspections, provided that an easement for daid drains is granted and recorded, and provision is made that maintenance be required either by.the property owner or at his expense. Adopted by the following vote: It C:9 Ayes: Brown, Jaeger Peterson, Wehle, Holmquist (5) Nays: None (0) Trustee Petesch re- entered the meeting. Pres,iident Holmquist reported that a Petition for Mandamus had been filed by Standard Oil Company, in connection with their application for a Building Permit for a service station-at 674 Waukegan Road.
