September 10, 1958
The regular meeting of the President and Board of Trustees of the
Village of Deerfield was called to order by the President in the Council
Chambers of the Village Hall on Uednesday, September 10, 1958 at 8 :05 P.M.
The Clerk called the roll and reported the following were

and that a quorum was present and in attendance at the meeting. Mr. ;toyce Owens,
Village Manager, and Mr. Byron Matthews, Attorney, were also present.
On motion by Trustee Koss, seconded by Trustee Wehle, r-eadi.ng of the
minutes of the adjourned meetings held August 20, 1958 and August 27, 1958,
was dispensed with, and minutes were approved as submitted.

Marshal, Health Officer and Public Works Department
for the month of August were read. The Police report, showing 109 arrests and"
fines of $1045 was also read.
Contract - Stanton & The contract with Stanton and Rockwell was presented
Rockwell - Planning by the Village Manager, providing for a retainer fee
Services of $200 per month, for consulting services, and $200
per month for Master Plan revision. Trustee (Coss
moved, seconded by Trustee Wehle, that the contract be approved, and signa-
tures on said contract be authorized. Adopted by the following vote:

the bid of E. &. M. Sewer Contractors be accepted, and the bid bonds of all but

Change Order #1 Trustee Brown moved, seconded by Trustee Peterson,
County Line Road Sewer that Baxter add Woodman, Engineers, be instructed
to prepare a Change Order to includd in the County
Line Road sewer proiy'ect the cost of drop manholes, risers, and select fill
on the Hackberry Avenue sewer construction, the estimated cost being $3,300.

Accept Street Lights Trustee Peterson moved, seconded by Trustee Brown,
1st Addition to Deerfield`-,that the streets lights in First Addition to
Park Subdivision Deerfield Park Subdivision be approved and accepted
by the Village, as recommended by Mr. Booem Supt. of
Inspections.
Carried unanimously.
Resolution - Cancel Trustee Wehle moved, seconded by Trustee Jaeger,
Treasurer's Bond that a resolution be adopted cancelling the Treasurer's
Bond which expired.February 28, 1958 and was replaced
by a like bond effective March 1, 1958. Adopted by the following Vote:

Mr. Owens, Village Manager, reported that Messrs. Blietz and Nixon
will present a plat of subdivision for that portion of the property lying east
of the West Skokie Drainage Ditch, and that a continuance would be requ6sted
in their case before the State Supreme Court, which was scheduled to be heard
September 11, 1958.
Resolution - Nomination Trustee Wehle moved, seconded by Trustee Peterson,
of R.W. Owens,Trustee that a reso- 1ution be adopted nominating Royce W.
I.M.R.F. Owens for Executive Trustee of the Illinois Municipal
Retirement Fund.
Carried unanimously.

The Board of Zoning Appeals recommended approval of
Mr. Blietz' request for a permit to erect four signs
on Deerfield and Waukegan Roads, advertising the
)n. Trustee Koss moved, seconded by Trustee Peterson,
the recommendation of the Board of Zoning Appeals, and
of permits for said signs.
Trustee Koss stated that Mr. Blietz had agreed to turn off the lighting
on signs advertising the subdivision at 10:00 P.M., and moved that the question
of setting hours during which signs may be illuminated be referred to the Plan
Commission. Motion seconded by Trustee Petesch, and carried unanimously.
Ordinance - Salary Amendment Trustee Jaeger moved, seconded by Trustee Whele,
Deputy- Treasurer - Collector that an ordinance be adopted amending Ordinance
(0-58-44) #200, the salary ordinance., by setting the salary of
the Deputy Treasurer- Collector at $6,600 per year,
effective September 1, 1958— Adopted by the following vote:

Ordinance - Traffic Control Trustee Wehle moved, seconded by Trustee Peterson,
Signs (0- 53 -45) that an ordinance be adopted providing for the
erection of Yield- right -of -way signs at the
following locations: On Margate Terrace at Kenton Road; on Jonquil Terrace at
Central Avenue; on Grove Place at Central; on Central at Elm and on Chestnut
Street at Osterman; and stop signs at the following locations: on Montgomery
at Wilmot; on Davis at Chestnut; on Chestnut at Telegraph; on Essex Court
at Warrington; and on Walden on Warwick, and providing penalties for violations
thereof. Adopted by the following vote:

Authorize Applications for Trustee Brown moved, seconded by Trustee Petersob,
Permits- Headwalls at Hazel that applications be authorized and executed for
and Hackberry permits to construct headwalls on Hazel Avenue
and Hackberry Avenue at the West Fork of the North
Branch of the Chicago River.
Carried unanimously.

Trustee Petesch moved, seconded by Trustee Peterson, that the appointments
be approved.
Carried unanimously.
Approve Rockenbach Subd. Trustee {Coss moved, seconded by Trustee Peterson,
that the Rockenbach Subdivision of two lots on
Elm Street be approved and signatures authorized.
Carried unanimously.
In answer to questions for residents of Castlewood Lane regarding
dead - ending Castlewood at Deerfield Road, Trustee Peterson stated the matter:.had
been referred to the State Highway Department for study.
The removal of Subdivision advertising billboards after development is
completed will be investigated by the Village Manager.
Mr. Byron Matthews reported that an association is being organized to
oppose the abandonment of the Borth Shore Railroad, and that as strong a case as
possible will be presented to the Commerce Commission by the assocation.
On motion by Trustee Peterson, seconded by Trustee Koss, the meeting
was adjourned to September,24, 1958 at 8:00 P.M.
