10/09/1957J C� 1 1 October 9, 1957 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, October 9, 1957 at 8:00 P.M. The Clerk called the roll and reported the following were Present: G. Eldon Hdlmquist, President Joseph W. Brown Carl J. Jaeger Joseph W. Koss Harold L. Peterson Maurice C. Petesch Arno D. Wehle Absent: None and that a quorum was present and in attendance at the meeting. Representatives of the Shell Oil Company requested the Board to take action to permit the construction of a gas station at County Line and Waukegan Roads with less than the required percentage of frontage consents. President Holm- quist stated the Board would consider the matter, and try to have an answer in two weeks. Minutes of the regular meeting held September 11, 1957 were approved as submitted. Ordinance - Solicitor's Trustee Wehle moved, seconded by Trustee Permits 0- 51 -57) Petesch, that an ordinance be adopted regu- lating solicitors, and canvassers, establishing a permit fee, and setting forth penalties for Violations. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6J Nays: None (0) 1 1 1 f� Ordinance - Vehicle License Trustee Wehle moved, seconded by Trustee Fees (0-52-57) Petesch, that an ordinance be adopted setting the annual fee for vehicle licenses at $10.00 for passenger cars, and $15.00; $20.00, and $25.00 for trucks. Adopted by the. following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch: Wehle (6) Nays: None (0) Approve Birchwood Sign The Board of Zoning Appeals recommended that Birchwood Builders, Inc. be allowed to erect a temporary 10 x 14 ft. sign. Trustee Koss moved, seconded by Trustee Jaeger, that the Board concur in the recommendation of the Board of Zoning Appeals, and Birchwood Builders, Inc. be authorized to erect said sign in compliance with the terms of the Zoning Ordinance. Carried unanimously. CD Use of Village Hall Approved The Board authorized the use of the Village Hall J.C. Auxiliary„ United and by the United Fund organization on Thursday, evening, October 10, without charge, and on 1. Sunday �►'ernoon, October 20, 1957 by the J.C. Auxiliary upon payment of the #required fee. Authorize SPEBSQSA Banner The SPEBSQSA requested permission to hang a banner at the Waukegan - Deerfield Road inter- section to advertise their concert.. Trustee Jaeger moved, seconded by Trustee Wehle, that permission be granted as requested, provided adequate insurance coverage is filed with the Village. Carried unanimously. Use of Village Hall Approved Trustee Koss moved, seconded by Trustee Jaeger, _County Zoning Hearing that the Board authorize the use of the Village Hall by the Lake County Board of Zoning Appeals on October 29, 1957 at 1:30 P.M. for a public hearing on the petition of Ed. Horenberger to rezone the Northwest corner of Deerfield and Wilmot Roads from R-3 to B-1, and that said petition be referred to the Zoning Committee. Carried unanimously. Keal Appointed I.M.R.F Trustee Wehle moved seconded by Trustee Peterson, Authorized Agent that John E. Keal, Leputy Treasurer - Collector, be appointed the authorized agent to handle Illinois Municipal Retirement matters as of October 15, 1957. Carried unanimously. Approve Purchase - Hose and Trustee Brown moved, seconded by Trustee Peterson, Sewer Flaps that the Board approve the purchase of 200 ft. of 2 in. hose at a cost of approximately $170, and ton 10 in. flap valves for sewer overflows, at a cost of $520. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6j Nays: None (0) Approve Sullivan's Attendance Trustee Brown moved, seconded by Sewage Operators' Meetings Peterson, that William Sullivan, Trustee Public Works Foreman, be authorized to attend the Sewage - Operators' Meeting at Aurnra on October 15, and the Short Course at Springfield on October 21 -25, at a cost of $15 registration fee plus expenses. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) M Approve Koets' Leave of AbsenceTrustee Petesch moved, seconded by Trustee and Reinstatement Jaeger, that Glenn E. Koets be granted a leave of absence, as of September 15, 1957, and he be reinstated to the Police Department at the same salary and seniority effective October 14, 1957. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Accept Hooper Resignation Mr. John Hooper submitted a letter of resigna- tion effected October 31, 1957. The Board accepted Mr. Hooper's resignation, with no date of termination of employment. Approve Underground Improvements Trustee Brown moved, seconded by Trustee West Deerfield Manor Subdivision Peterson, that the underground improve- ments in West Deerfield Manor Subdivision be approved, subject to the one -year maintenance period covered by bond. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) ADprov_e Underground Improvements Trustee Brown moved, seconded by Trustee Old_Grove Subd. - Units 1.2,3 Peterson, that the underground improve- ments in Old Grove Subdivision, Units 1, 2, and 3, be approved, subject to the one -year maintenance period covered by bond, and receipt of "as built" plans. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Sound Truck Ordinance Trustee Wehle moved, seconded by Trustee Brown, 0- ►�3 -57) that an ordinance be adopted regulating the use of sound trucks in the Village of Deer- field, and setting forth penalties for violations. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Trustee Brown stated the offer of a World War II tank by Mr. Joseph Schuessler of the American Legion, had been referred to Walton and Walton, architects, for their opinion. They stated the tank would not be aesthetically in keeping with the location, and would give a cluttered appearance to the front yard of the Village Hall, when the landscaping is completed. A letter will be waitten to the American Legion, thanking them, and regretting that the Board cannot accept their generous offer. Approve $2.000 Bonds for Trustee Petesch moved, seconded by Trustee Police Commissioners Wehle, that 12,000 bonds be set for the three members of the Board of Fire and Police Commissioners. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0)' Mrs. Willard Loarie, 853 Oxford Road, requested the Board to give consideration to the procedure followed by some neighboring cities and villages, in filing ordinances for public inspection a month prior to passage, in order that residents may have all information before the ordinance is enacted. A letter from Mr. Kenneth Shorts was filed with the Village clerk regarding the Village's pro rata share of 1955 taxes on the Supple property purchased for the sewage treatment plant, said share amounting to $160.04- The letter was given the Village Manager for study.
