07/01/1957July 1, 1957 The adjourned meeting of the President and Board of Village of Deerfield was called to order by the President of the,Village Hall on Monday, July 1, 1957 at 8:00 P.M. roll and reported the following were 217 Trustees of the in the Council Chambers the Clerk called the Present: G. Eldon Holmquist, President Joseph W. Brown Carl J. Jaeger, Harold L. Peterson Maurice C. Petesch Absent: Joseph W. Koss Arno D. Wehle and that a quorum was present and in attendance at the meeting. Resolution - Water Committee Trustee Brown moved, seconded by Trustee Jaeger, to Advise Board that the following resolution be adopted: WHEREAS, the cooperation and advice of citizens with a knowledge of or experience in various phases of Village operations or facilities is deemed to be of great importance and much to be desired for the welfare of the Village; and WHEREAS, a report on the water supply and distribution system for the Village of. Deerfield has been prepared by Baxter and Woodman, Civil Entineers; THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Deerfield that Mr. Kenneth Weir, Chairman, Mr. William E. Hinchsliff, and Mr. Raymond Meyer be appointed as a Citizens' Committee to review and advise said President and Board of Trustees no later than September 1, 1957 on all matters relating to the Baxter and Woodman report. Carried unanimously. Scavenger Licenses Trustee Peterson moved, seconded by Trustee Petesch, that a scavenger license be issued immediately to Deerfield Disposal, all requirements having been met;-that Alfred H. Gastfied be permitted to operate in the Village until Amgust 1, 1957, at which time he shall have arrange for the additional insurance re- quired; and that the application of Mr. S rub for a scavenger license be denied, since investigation showed that adequate service is being provided by the two licensees-.authbrized by the Scavenger ordinance. Carried unanimously. Resolutions - S/A Foreclosures Trustee Petesch moved, seconded by Trustee Lots 47 & 48. Deerfield Park Jaeger, that resolutions be adopted authorizing Land&Improve Sub.¢ Lot 22, foreclosure ofcblinquent special assessments on Owners Sub.: Lot 7. Block_J, Lots 47 add 48, Deerfield Park Land and Improve - H.O.Stone's Sub. ment Association Subdivision; Lot 22, Owner's Subdivision; and Lot 7, Block 3, H. 0. Stone and Company's Addition to Deerfield, with a guarantted bid of 1GO per cent of principal, Anthony J. Mercurio appointed as special attorney. Carried unanimously. Ordinance - 4 -way Stop Trustee Peterson moved, seconded by Trustee Centraland Pine (0- 31 -57) Brown, that an ordinance be adopted establishing a 4 way stop at the Central Avenue - Pine Street intersection, and setting forth penalties for violations thereof. Adopted by the following vote: Ayes: Brown, Jaeger, Peterson, Petesch (4) N ays: None (0) 218 Mr. Henry Johansen, 1016 Central Avenue, presented a petition signed by residents of Central Avenue, requestirir that the speed limit on Central Avenue be reduced to 15 mph, and signs be rosted to protect the many small children in the area. Ordinances - 30 mph speed Trustee Peterson moved, seconded by Tt-ustee Limit - (0- 32 -57) Brown, that an ordiranc,- be adopted dstablishing a speed limit of 3C miles per hour on all Village streets, until other limits are established as provided by law. Adopted by the following vote: I Ayes: Brown, Jaeger, Fetergon, Holmquist (4) Nays: Petesch (1) Speed Survey Referred to Trustee Feterson moved, seconded by Trustee Safety Council Brown, that the question of conducting a survey to establish proper speeds on Village streets- In accordance with the law, be referred to the Safety Council. Carried unanimously. Tr.,.stee Brown recommended that the Police cooperate with the Safety Council, and the electric timer be used in conducting the survey. The State Highway Departmer" will be requested to re- establish the 25 mph speed limit on 'Waukegan Road and Deerfield Road as now posted. Mr. Robert Gand requested that a financial statement be made avail- able to the public. President Holmquist stated that th, auditor's re,,ort would soon be available, and the Village's financial position was sound, al- though it would be necessary to effect certain economies.
