06/10/1957213 June 10, 1957 The regular meeting of the'President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, June 10, 1957 at 8:00 P.M. The Clerk called the roll and reported the following were Present: G. Eldon Holmquist Joseph W. Brown Carl J. Jaeger Joseph W. Koss Harold L. Peterson Maurice C. Petesch Arno D. Wehle tibsent: None and that a quorum °..was present ind in attendance at the meeting. Minutes of the regular meeting held May 13, 1957, and the adjourned meetings held May 20 and 27, 1957 were approved. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) 214 Approve Re�pOrts The report of Chief of Police Petersen, showing 79 cases and fines of $590, was read. The reports of the Building Commissioner, Health Officer and Fire Marshal were read. Trustee Petesch moved, seconded by Trustee Wehle, that the reports be approved and filed. Carried unanimously. Ordinance - Variance The Board of Zoning Appeals recommended that 695 Deerpath (0- 25 -57) a variance be granted to Mr. Fred Harnisch, to permit the constriction of s destathed garage at 695 Deerpath Dirve within two feet of the side lot line. Trustee Koss moved, seconded by Trustee Brown, that the Board approve the recom- mendation of the Board of 'Zoning Appeals, and the ordinance granting said variance be adopted. Upon roll call, the following vote was recorded: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Mr. Rupp, Village Manager, reported that temproary storm drainage connections had been made to alleviate flooding. He stated approximatelyf 450 post cards had been returned in connection with the storm drainage sur- vey, and miscellaneous additional information had been received. Approve WO - Police Training Trustee Petesch moved, seconded by Trustee Officer Koets Jaeger, that the Board authorize Officer Glenn E. Koets to attend the Illinois Police Training School, and approve the expenditure of $100 for tuition and up to $50 for incidental expenses. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Receive Water Rpport Baxter and Woodman's report on the water distribution system, Part, It was received. Authorize Agreement- Wilmot Bids having been received from Peter Baker, Seal - coating, Deerfield Asphalt Mayer Paving, Skokie Valley Asphalt, Rock Roads Construction and DeerfielO Asphalt having been found to be the low bidder, Trustee Peterson moved, seconded by Trustee Brown, that the Fresident be authorized to sign the agreement with Deerfield Asphalt Company for seal- coating approximately '2 miles of Wilmot Aoad at their bid price of $2,322.00. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) President Holmquist expressed the appreciation of the Board for the full cooperation given by Township Road Commissioner Chris Willman in re- pairing Wilmot Road. Approve Tastee Freeze Sign- The Village Manager reported the Tastes Freeze Driveways sign at Point Comfort met Village require- ments. Locations of driveways, signs and barricades were recommended in a letter from the Safety Council. Trustee Petesch moved, seconded by Trustee Jaeger, that the Board authorize the sign and driveway permit, as recommended. Curried unanimously. President Holmquist stated that compliance was required will all Village ordinances relating to signs, driveways and parking lots. Approve Payment $50 The report from the Census Bureau was received, Special Census showing a population of 7,609 on May 16, 1957, with remittance requested of $50 to cover the additional cost of taking the census. Trustee Wehle moved, seconded by Trustee Jaeger, that the report be accepted and payment of $50.00 be authorized. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) 1 1 215 A letter from Mr. Thomas Matthews, Village Attorney, was read, explaining that, with a population over 5,000, it was mandatory that a Police Pension Board be established and taxes be levied to cover the require- ments of the Police Pension laws. The American Legion requested permissiomm to use a parking space at Deerfield and Waukegan Roads to display and sell tickets for the boat and , motor to be given as a door prize at their dance to be held June 22. The Village Attorney advised the Board they could not approve this request since it is a violation. Approve 1st Addition to Deer-* 'Trustee Koss moved, seconded by Trustee Brown, field Park Subdivision that approval be given Harold Friedman for a six month period for the First Addition to Deerfield Park Subdivision, subject to the following: (1) Approval of sewer and water extensions by the State Sanitary Water Board and the Sate Depart- ment of Health; (2) Revision of Plans• (3) Extension of Castlewood Lane to meet the paving in Deerfield Road; (4j Posting bond to cover the cost of the improvements required by Village ordinances, and (5) Payment of required fees. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Ordinance-De ut Villa eClerk Trustee Wehle moved, seconded by Trustee Jaeger, (0-26-57) that an ordinance be adopted creating the position of Deputy Village Clerk and defining the duties thereof. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Ordinance - Village Manager Trustee Wehle moved, seconded by Trustee Koss, Ex enditures Amendment that an ordinance be adopted amending Section 5, ( 27- Ordinance #91, relating to expenditures by the Village Managers Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Ordinance - Safety Go Amendment 0- 28-57) membership to twelve. Ayes: Brown, Jaeger, Nays: None (0) uncil Trustee Wehle moved, seconded by Trustee Petesch, that an ordinance be adopted amending Ordinance x}79, Safety Council, by increasing Adopted by the following vote: Koss, Peterson, Petesch, Wehle (6) Ordinance - Term of Office Trustee Wehle moved, seconded by Trustee Koss, Plan Commission - Amendment that an ordinance be adopted amending Section .(0-2 - 7 ) 85, Plan Commission, Municipal Code, by setting terms of members as follows: 1 to serve for 1 year, 2 to serve for two years, and 2 to serve for three years; successors of members so appointed to serve for three years. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) Ordinance - Committees and Trustee Wehle moved, seconded by Trustee Petesch, Members (0- 30 -57) that an ordinance be adopted establishing certain committees consisting of three Trustees including the Chairman, an amendment to Section 17, Board of Trustees, Municipal Code. Adopted by the following vote: Ayes: Brown, Jaeger, Koss, Peterson, Petesch, Wehle (6) Nays: None (0) A letter from Mr. Fred Grabo, kire Mrshal, was received calling attention to the tall grass and bushes w?ich hide many fire hydrants in the Village. The Village Manager was directed to have this corrected, to assist the Fire Department. hr. Fred Stryker, Orchard Street, requested that the Board take action to require that his parkway be retored and the street be properly backfilled after a water hap made last December. The Village Manager was directed to have this work done. Approval of hhe Lackner Subdivision was held over to permit study by the Board.
