04/08/1957�92 April 81 1957 The regular meeting of the President and Board of Trustees of *.he Village of Deerfield was called to order by the President in the Council `'hambers of the new Village Hall on Monday, April 8, 1957 at 8:00 ).M. The Clerk called the roll and reported the following were Present: John D. Schneider Joseph W. Brown Martha White Clark Carl J. Jaeger Raymond T. Meyer Maurice C. Petesch Absent: Hubert N. Kelley and that a quorum was present and in attendance at the meeting. Minutes of the regular meeting held March 11, 1957, and the adjourned meeting held March 25, 1957 were approved. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Mr. Richard Glowe, 938 Warrington Road, requested the Board to defer action on rezoning petitions before the Board, and asked that the newly elected Board be given the opportunity to study the problem for a minimum of 90 days. Trustee Clark stated no action would be taken on the rezoning question, and that many cards and letters had been received from persons opposed to increasing the Manufacturing district. She stated the Board would probably act at the next meeting. President Schneider introduced G. E. Holmquist, Joseph Koss, Harold Peterson, Arno Wehle, and Locke Rogers, candidates for Village office in the April 16 election. Approve Reports The Building Commissioner's report for the month of March was approved. The Health report submitted by Health Officer Esther Giss was approved. Fire Marshal Grabo's report of calls and inspections in March was approved.- The Police Chief's report for March, showing 155 arrests and fines of $764.00 was approved. Resolution - 1957 M.F.T. Program Trustee Brown moved, seconded by Trustee Petesch, that the 1957 Motor Fuel Tax program resolution, appropriating $6,421.58 for maintenance, be adopted. Upon roll call the following vote was recorded: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Applications for driveway permits for the American Legion and Holy Cross Church were referred to the Safety Council for study. 194 Authorize Variance - The Board of Zoning Appeals recommended that a American Evatype Corp. variance be granted to permit the construction of a building for the American Evatype Corp- oration with the rear wall on the north lot line and a front yard depth of 27 feet on Lot 5, Block 3, Osterman's Addition to Deerfield. Trustee Clark moved, seconded by Trustee Petesch, that the Board concur in the recommendation of the Board of Zoning Appeals, and the variance be authorized. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Resolution - Receive Water Trustee Meyer moved, seconded by Trustee Main Bids - April 22, 1957 Brown, that a resolution be adopted setting April 22, 1957 at 8:00 P.M. as the date for receiving bids on the construction of the North Avenue water main. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Authorize Purchase - Sewer Trustee Meyer moved, seconded by Trustee Cleaning Machine Brown, that the Board authorize the purchase of an O'Brien Sewer King sewer cleaning machine. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Nays: None (0) Authorize 3 Trucks - Drivers Jaycee Clean -up Day moved, seconded by T,,ustee Petesch, ment as requested. Adopted by the Petesch (5) The Jaycees requested the use of three village trucks and drivers on April 13, for the Jay- cee sponsored Clean -up Day. Trustee Brown that, the Board authorize the use of the equip - following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Fir. Rupp, Village Manager, reported that Ivolf and Company would begin the annual audit on May 20, 1957. Ordinance- Zoning Amendment Approve Payment - $15.940.69 Trustee Brown moved, seconded by Trustee Deerfield Construction Co. Jaeger, that payment be approved of $15,940.69 Ordinance by increasing off - street to Deerfield Construction Company for work completed on the Village Hall. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) A letter was received from Mr. Armin von der Linden, thanking the Board for its cooperation in permitting_ him.to use the rear of his store at 743 Wauka gan Road as temporary living quarters. Ordinance - Salary- Custodian Trustee Jaeger moved, seconded by Trustee Meyer, (0 -9 -57) that an ordinance be adopted amending the salary ordinance (#200) by ad,:ing the following: "Custodian. Range 25A". Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Trustee Petesch stated that there was no violation of any law in the employment of an alien as custodian. Ordinance- Zoning Amendment Trustee Clark moved, seconded by Trustee Off- street Parkins- Churches, Jaeger, that an ordinance be adopted amending etc. - Side Yard R uirements the Zoning Ordinance by increasing off - street (0 -10 -57 ) parking requirements for churches, etc., and amending the side yard requirements in single family residence districts. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) 1 I 195 Ordinance - Conditional Uses Trustee Clark moved, seconded by Trustee Bethlehem,' St. Gregory's, Meyer, that an ordinance be adopted granting St. Paul's Churches conditional useu for churches and accessory 0 -11 buildings used for religious teachings on premises owned by the Bethlehem Evangelical United Brethren Church (Rosemary and Deerfield Road), St. Gregory's Episcopal Church•(Wilmot and Deerfield Roads),_and St. Paul's Evangelical and Reformed Church (630 -638 Waukegan Road). .Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Ordinance —Construction & Trustee Meyer moved, seconded by Trustee Brown, Repayment - Interceptor Sewer that an: -ordinance be adopted accepting the construction of an interceptor sewer, and pro- viding for the repayment of the cost to the Chicago Construction Company. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Resolution Opposing S.B. 140 Trustee Clark moved, seconded by Trustee Meyer, that a resolution be adopted opposing the passage of Senate Bill 140, which provides that a thfree- fourths vote of super- visors present may override a municipality's objection to rezoning proposals. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) Ordinance - Meetings at Trustee Clark moved, seconded by Trustee 850 Waukegan Road Jaeger, that an ordinance be adopted which (D-13-57) states that Village Board meetings Mall be held in the meeting room of the Village Hall at 850 Waukegan Road. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) N ays: None (0) Ordinance Tabled - President Schneider presented and discussed an Clerk's Salary ordinance establishing the Clerks salary at $60.00 per month. Trustee Brown moved, seconded by Trustee Petesch, that the Ordinance be tabled. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Meyer, Petesch (5) Nays: None (0) On motion by Trustee Brown, seconded by Trustee Petesch, and carried unanimously, the meeting was adjourned to April 22, 1957, at 8:00 P.M.
