The report of the Building Commissioner for February was approved. The Health Officer's chief's report for February, showing 47 cases The Fire Marshal's report of calls and inspections Petitions were received from Mr. Harold H. Fried- man for annexation of approximately 32 acres near the Northwest corner of Lilmot and Deer - tract to R-1, R-1 -A, and R-2. Trustee Clark moved, the rezoning petition be referred to the Plan Adopted by the following cote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer, Petesch (6) Nays: None (0) Jacobsen Rezoning Petition The Plan Commission recommended denial of Denied Mr. Jacobsen's petition to rezone the property at the Northeast corner of Orchard and Iv4aukegan Road from R -7 to B -2. Trustee Clark moved, seconded by Trustee JaegeV, that the Board concur in the recommendation of the Plan Commission, and Mr. Jacobsen's ptition be denied. Trustee Clark moved, seconded by Trustee Jaeger, that the Board approve the Plan Commission's report, and an ordinance be drawn amending the Zoning ordinance as recommended. Approve Mailings for Non - Profit A letter from Mr. James McCarthy, Chairman of Civic 8 Political Groups the Deerfield Caucus Plan campaign, requested that the water users list be made available to the Caucus Committee in the coring election. Trustee Kelley moved, seconded by Trustee Petesch, that the later list be made available to any party or candi- date for local political office, or any civic non - profit group or organization, the addressing and mailing to be done by Village employees with a charge of w10.00, material add postage to be furnished by the group requestInF such service. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer, Petesch (6) Nays: None (0) 7L Establish Capital Improvement Sewage System Account received during the fiscal year Carried unanimously. 187 Trustee Meyer moved, seconded by Trustee Jaeger, that a Capital Improvement Sei.:age System Account be established, acid all sewer tapping fees 1956 -57 be transferred to the new account. _Eliminate 1 Parking Space The Safety Council recommended that one parking 733 Waukegan Road space in front of 733 Waukegan Road be eliminated due to the hazard created by the curve in the road. Trustee Petesch moved, seconded by Trustee Jaeger, that the Board approve the recommendation of the Safety Council, and the change be made. Carried unanimously. Trustee Petesch asked that parking spaces be properly repainted in order to eliminate confusion that has existed due.to changes in parking areas. No Police Powers for A letter from the Wilmot PTA was received, School Crossing Guards requesting that police powers be given to school crossing guards. Trustee Petesch moved, seconded by Trustee Brown, that the Cl erk write the PTA, stating that, after care- ful consideration, the request cannot be granted. Carried unanimously. Approve $13,736 - Village Hall Trustee Brown moved, seconded by Trustee Kelley, To Deerfield Construction Co. that payment of $13,736 be approved to Deerfield Construction Company, for work completed on the new Village Hall. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer, Petesch (6) Nays: None (0) Authorize $10,000 - 1�urnishings he estimated cost of furnishings needed for the Village Hall new Village Hall was $9,900.00. Trustee Meyer moved, that acCommittee of Trustees Brown, Jaeger, Kelley and the Village Manager be authorized to expend not more than $10,500 for such furnishings. 'he motion failed for lack of a second. Trustee Clark moved, seconded by Trustee Meyer, that the Committee be authorized to purchase furnishings at a cost of not to exceed $10,000.00. Trustee Meyer moved, seconded by Trustee Jaeger, Connecting Sewer that payment of $640.50 be approved to Mercury Builders for the connecting sewer at the Sewage Treatment Plant. Trustee Meyer moved, seconded by Trustee Jaeger, Sewage Treatment Plant that payment of $17,118.00 be approved to Mercury Builders for work completed on the Sewage Treatment Plant. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, nelley, Meyer, Petesch (6) Nays: None (0) Electric Service Agreement A letter wcs received from the Commonwealth hpproved Edison Company (Public Service Company Livision) agreeing to supply electric service without charge for the Village Hall and Police Department (new), Fire Station; Village Garage, and the present Village Hall until vacated by the Village. No electricity supplied without charge shall be used for street lighting, heating, floodlighting, water pumping or for resale. Trustee Jaeger moved, seconded by Trustee Petesch, that the above agreement be accepted. Carried unanimously. $5000 Transfer - Appropriation Ord. The appropriation of $30,000 being insufficient for Antes Property to purchase the Antes property, Trustee Jaeger moved, seconded by Trustee Kelley, that $59000 be transferred from the contingent appropriation in the General Corporate lurposes Fund to permit the purchase of the said property. Ayes: Brown, Clark, Jaeger, ne Nays: None (0) The plat of the proposed referred to the Plan Commission. Trustee Jaeger moved, seconded by Trustee Petesch, that George Hall be appointed to the Police Department as patrolman at a salary of $365 per adopted by the following vote: Lley, Meyer, Petesch (6) subdivision submitted by Allen L. Atkins was I.insay Prorosed Ordinance An ordinance, submitted by Mr. Robert Humsay, !..,as Rejected read, amending the Subdivision Ordinance (No. 169) by exempting certain parcels of lanc, from the requirements of said Ordinance, and setting forth requirements for private roads, easements for utilities, and lot sizes in tracts of more than twenty acres (20) which were located within the Village prior to July 10, 1930 and included ease- ments for private roads and utilities as of that date. The proposed ordinance was discussed at length. Trustee Kelley moved, seconded by Trustee Petesch, that the ordinance amending the Subdivision ordinance be adopted. Ordinance - Conditional Use Trustee Clark moved, seconded by Trustee Meyer, Presbyterian Church that an ordinance be adopted establishing a 0- 7 Conditional Use for the Presbyterian Church and accessory buildings for religious purroses at 824 ;Jau?cegan Road. Adopted by the following vote: Ayes: Brown, Clark, Jaegef, Kelley, Meyer, Petesch (6) Nays: None (0) Ordinance - Crossing Guard Trustee Petesch moved, seconded by Trustee Brown, Salary - $1.50 per hr. that an ordinance be adopted setting the Salary (0-7-57) of crossing guards at $1.50 per hour. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Petesch (5) Nays: Meyer (1) . . .Ordinance - Sewage Treatment Trustee Jaeger moved, seconded by Trustee Meyer, Operator - Salary (Part Time ) that an ordinance be adopted amending the 0-8-57) Salary ordinance to establish the position of part time Sewage Treatment Plant Operator at an annual salary of $840. Adopted by the following vote: Ayes; Brown, Clark, Jaeger, Kelley, Meyer, Petesch (6) Nays: None (0) President Schneider presented an ordinance clarifying the position of Village-Clerk and establishing the salary at $60 per month. After donsiderable discussion, the ordinance was tabled for further study. Trustee Clark and President Schneider stated they had received numerous letters opposing any further Manufacturing rezoning. Authorize Sewer Cleaning Trustee Meyer moved, seconded by Trustee Brown, that the National Power Rodding Company be authorized to open the East side sanitary sewer at a charge of 25¢ per foot, if successful, and no charge if unsuccessful. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, nelley, Meyer, Petesch (6) Nays: None (0) On motion by Trustee Brown, seconded by Trustee Petesch, the meeting was adjourned to 8:00 P.M., March 25, 1957.
