08/13/1956137 August 13, 1956 The regular meeting of the Board of Trustees of the Villge of Deerfield was called to order by the President in the 8ouncil Chambers of the Village Hall on Monday, August 13, 1956 at 8:00 P.M. The Clerk called the roll and reported that the following were Present: John D. Schneider, President Joseph W. Brown Hubert N. Kelley Raymond T. Meyer Maurice C. Petesch Absent: Martha White Clark Carl J. Jaeger and that a quorum was present and in attendance at the meeting. Minutes of the regular meeting held July 9, 1956 were corrected as follows:- second last paragraph - delete - "and should be notified on complaints about weeds "; add - "the Village will forward complaints to him." With this correction, minutes of the regular meeting held July 9 1956,and the adjourned meetings of July 16, and 23, 1956 were approved. Mim]teS of the special meeting held August 6, 1956 were approved as read. Award Paving Contract Mr. Lewis B. Walton, Jr., Architect, recommended Mayer Paving Co. the paving contract for the new municipal building be awarded to the low bidder, Mayer Paving Company, at their base bid of $9,420.50 plus $1,200 for additional paving resulting from revision of the plot plan, Trustee Kelley moved, seconded by Trustee Brown, that the Board accept the recommendation of Mr. Walton, and the contract be awarded to Mayer Paving Company. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Add $340 to Deerfield Trustee Brown moved, seconded by Trustee Kelley, Construction Contract that an addition of $340.00 be made to the contract of the Deerfield Construction Company for tree removal and curbing required in connection with the revised plot plan. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Ordinance - $175,000 Trustee Brown presented, and the Village clerk Municipal Building Bonds read in full an ordinance entitled: "An Ordinance providing for borrowing money and issuing bonds of the Village of Deerfield, Lake County, Illinois, to the amount of $175,000 for the purpose of paying the cost of constructing a new municipal building in and for said Village and providing for the levy and collection of a direct annual tax for the payment of the principal and 'interebt of said bonds." Trustee Brown moved, seconded by Trustee Kelley,.that said ordinance as presented and read by the Village Clerk be adopted. After a full discussion thereof the President directed that the roll be called for a vote upon the motion to adopt the ordinance as read. Upon roll being called the following Trustees voted: Ayes: Brown, Kelley, Meyer, Petesch (4) .Nays: None (0). Whereupon the President declared the motion carried and the ordinance adopted 138 and henceforth did approve and sign the same in open meeting and did direct the Clerk to record the same in full in the records of the President and Board of Trustees of the Village of Deerfield, Lake County, Illinois. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Ordinance - Sewer Connection Trustee Meyer moved, seconded by Trustee Fees Kelley, that an ordinance be adopted amending Ordinance 172, establishing sanitary and storm sewer connection charges, and repealing ordinance No. 205. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Mr. Rupp, Village Manager, recommended that, inasmuch as many complaints were received about lack of water pressure, an outside engineering firm be employed to study the water system. Trustee Meyer moved, seconded by Trustee Kelley, that interviews with engineering firms be set up at the earliest possible date for the purpose of selecting a firm to make a study of the water system and supply. Carried unanimously. Approve Reports the Building report for July was received and ordered placed on file. The Police report submitted by Chief of Police Petersen, showing 108 cases and fines of $1,037, was approved. The report of the Health Officer was approved and ordered placed on file. Approve Deerfield Park Trustee Meyer moved, seconded by Trustee Units 4 and 5 Kelley, that Deerfield Park Subdivision Units 4 and 5 be approved, subject to posting bond for complete improvements, including a 10" water main on Wilmot Road, larger storm sewer, deeper sanitary sewer, and paving the entire width of Bentral Avenue. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: gone (0) Approve Dartmouth Gardens Trustee Meyer moved, seconded by Trustee Petesch, Unit-'1 that approval be given Herbert Hefter, Ivy Construction Company for Dartmouth Gardens Sub- division Unit #1, subject to payment of review and acreage fees, and posting bond within six months to cover the cost of improvements, including paving the full width of Maple Avenue. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) President Schneider read a letter from the developer of Dartmouth Gardens addressed to the Wilmot School Board in which they agreed to donate $350 to the School District for each house sold in the Subdivision, to be used for school construction. Award Collector Sewer Trustee Meyer reported that Mr. Baxter, Engineer, Contract -Kuch & Watson recommended the contract for the Arbor Vitae collecting sewer be awarded to the low bidder, Kuch & Watson. Trustee Meyer moved, seconded by Trustee Petesch, that the President be authorized to sign said contract with Kuch & Watson at their bid price.of $20,599.50. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Mr. Rupp, Village Manager, reported the annual audit had been received from Wolff and Company. 141 Approve Payments - Greenwood Trustee Brown moved, seconded by Trustee Meyer, Park Escrow Account that the following payments be approved from the Greenwood Park escrow account for completed improvements: Skokie Valley Asphalt Company, paving $3,840.74 D.J.L. Walther, engineering services 281.08 Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch. (4) Nays: None (0) Deerfield Family Day A letter from J. Howard Wolf, chairman, Deerfield Approved Family Day, requested the cooperation and sanction of the Board in connection with that event to be held September 9, 1956. Trustee Petesch moved, seconded by Trustee Brown, that the expenditure of funds be authorized to employ special policemen�on that date, that Park Avenue be closed from Deerfield Road to Hazel Avenue, and any permit fees be waived. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) _ Nays: None (0) Foreclosure- Special Assessments Trustee Kelley moved, sedonded by Trustee Lots 2 & 3, Block 2 Petesch, that a resolution be adopted TLuesdell's Addition authorizing Lawrence J. Petroshius, Attorney, t to foreclose delinquent special assessments on Lots 2 and 3, Block 2', Truesdell's Addition, with a guaranteed bid of 100 %, upon payment of the- rgquired fee. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Rezonine Petitions The Plan Commission recommended denial of the Tabled (Mercurio. Hart, etc.) rezoning petition of Rose Mercurio, and the petitions of Messrs. Hart, Peet and Ullman. Trustee Kelley moved, seconded by Trustee Brown, that the report of the Plan Commission be received and tabled until the report of Stanton and Rockwell, Planners, is received. Carried unanimously. President Schneider stated he had received letters-regarding the petitioned rezoning, most of them stating their opposition to such a change. Approve Christian Science The Plan Commission recommended granting a Church Conditional Use conditional use for the construction of a Christian Science Church 6n property at the corner of Deerfield and Brierhill Road. Trustee Brown moved, seconded by Trustee Kelley, that the Board concur in the recommendation of the Plan Commission, and the Village Attorney be authorized to prepare the necessary ordinance. Carried unanimously. The Plan Commission recommended approval of the petition for a conditional use to permit a Christian Science home for elderly people to be operated in the residence now owned by W. W. Goodpasture. The report was tabled for further consideration after receipt of additional information regarding this use. Approve Clavey Bill - Trustee Brown moved, seconded by Trustee Kelley, Work on Parkways that the Board approve payment to Fred ClAvey of $1,718.40 for work on parkways, 20% of the total bill of $2,148.11 being withheld to insure proper completion. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) 142 Approve Payment - Connecting Trustee Meyer moved, seconded by Trustee Petesch, Sewer - Deerfield Park -Plant that bills amounting to $3,629.50 for the connecting sewer be approved for payment, $3,524.95 being paid from the Deerfield Park escrow account, $104.55 from the Village of Deerfield's Sewer Revenue Account, 15% being retained. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Approve $1813 - Rogers Trustee Petesch moved, seconded by Trustee Tree Spraying Kelley, that the Board approve payment of $1813 to Donald F. Rogers for spraying 518 trees on private property at $3.50 per tree, this sum h0ing been collected from the property owners. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Tax Levy Ordinance Trustee Brown moved, seconded by Trustee Meyer, that an ordinance be adopted levying taxes for corporate purposes for the fiscal year beginning May 1, 1956 and ending April 30, 1957 for the Village of Deerfield. Adopted by the following vote: Ayes: Brown, Kelley, Meyer, Petesch (4) Nays: None (0) Ordinance - Street and Trustee Brown moved, seconded by Trustee Petesch, Bridge Lever that an ordinance be adopted levying ltxes for street and beidge purposes for the fiscal year beginning May 1, 1956, and ending April 30, 1957 for the Village of Deerfield. Adopted by the following vote: Ayes: Brown, nelley, Meyer, Petesch (4) Nays: None (0) Ordinance - Repeal Building Trustee Kelley moved, seconded by Trustee Petesch, Review Fee that an ordinance be enacted repealing Ordinance 194,Fassed March 12, 1956, establishing a $20 Buildinc Plan Review Fee. Adopted by the following vote: Ayes: brown, Kelley, Meyer, Petesch (4) Nays: None (0) I'ir. Rupp, Village Manager, stated the Public Service6ompany had installed a street light at the southeast corner of Deerfield Road and Deerpath Drive. Appoint Peter Weinert - President Schneider appointed Peter Weinert, 1529 Plan Commission Woodbine Court, to fill the vacancy on the Plan Commission. A group of parents requested the Board to take immediate action in con- nection with the employment of School Crossing Guards. The President stated this Jnatter would be taken up at the adjourned meeting of the Board to be held August 20. Resolution - Constitution Week A resolution was adopted proclaiming the week of September 17 -25, L956 as Constitution Week, as requested by the Duaghters of the American revolution.
