October 11, 1954.
The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order in the Council Chambers of the Village Hall on
Monday, October 11, 1954 at 7:30 P.M. The Clerk called the roll and reported
that the following were
Present: Hubert N. Kelley
Raymond T. Meyer
Absent: John D. Schneider, President
Fred 0. Dicus
Eugene F. Engelhard
Joseph W. King
Harold W. Wynkoop
and that a quorum was not present.
Zoning and Toll Road problems were discussed with the large group
of residents present.
The meeting was adjourned to Monday, October 18, 1954 at 7:30 P.M.

The adjourned meeting of the Board of Trustees of the Village of
Deerfield was called to order in the Council Chambers of the Village Hall on
Monday, Oc &ber 18, 1954 at 7:30 P.M. On motion by Trustee Engelhard, seconded
by Trustee Dicus, Trustee King was appointed President pro tem. 'The Clerk
called the rb11 and reported that the following were

and that quorum was present and in attendance at the meeting.
On motion by Trustee Dicus, seconded by Trustee Engelhard, the minutes
of the regular meeting held September 13, 1954 and the special meeting held
September 28,1954 were approved.
Trustee Meyer moved, seconded by Trustee Engelhard,
Authorize Application that a resolution be adopted authorizing the application
for Headwall to the Illinois Division of Waterways for a permit to
construct a headwall for the sewage treatment plant.
Carried unanimously.

Trustee Dicus moved, seconded by Trustee Engelhard,
Ordinance - Weight that an ordinance be enacted limiting the weight of
Limit- Cedar St. Bridge vehicles using the Cedar Street bridge, and setting
fines for violation thereof.. Adopted by the following
vote:
Ayes: Dicus, Engelhard, Kelley, King, Meyer (5)
Nays: None (0)
Trustee Dicus moved, seconded by Trustee Engelhard, that an ordinance
be prepared establishing a speed limit of not to exceed 10 m.p.h. on the
Cedar Street bridge.
Carried unanimously.
Trustee Dicus moved, seconded by Trustee Engelhard,
Resolution Opposing that a resolution be adopted opposing the location
Toll Road Route of the proposed toll road bisecting the Village of
Deerfield, and that copies of the resolution be sent
to Admiral Old, Chairman, Illinois Toll Highway Commission, and state officials.
Carried unanimously.
Trustee Engelhard moved, seconded by Trustee
Meyer,
Sewer Revenue Bond that an ordinance authorizing and providing
for the
Ordinance Filed issue of $160,000 Sewerage Revenue Bonds of
the
Village of Deerfield, Lake County, Illinois,
for the
purpose of defraying part of the cost of improving and extending the
existing
sewerage system of said Village, prescribing all the details of said
bonds,
and providing for the collection, segregation and distribution of the
revenue
of the sewerage system of said Village for the purpose of paying the
cost of
operation and maintenance thereof, providing an adequate depreciation
fund
therefor, and paying the principal and interest of said Sewerage Revenue
Bonds, be placed on file with the Village Clerk for public inspection,
for
passage at a later date, no earlier than 7 days from date of filing.

Trustee Meyer moved, seconded by Trustee Engelhard,
Sewer Rate Ordinance that an ordinance for the regulation and operation
Filed of the municipally owned sewage system of the Village
of Deerfield, take County, Illinois, fixing rates
and charges for the use thereof, and providing for the collection of said
rates and charges, be filed with the Village Clerk for public inspection.
Carried unanimously.

Resolution - Authorizin, that a resolution be adopted authoizing the advertise -

Trustee Engelhard moved, seconded by Tres tee Meyer,
Bartlett Office Use that the permission granted the Bartlett Building
Extended 1 Year Corporation to use the residence at 510 Deerfield
Road as an office be extended for a period of one
year.
Carried unanimously.
Trustee Kelley moved, seconded by Trustee Meyer, that
County rezoning Opposed the Village of Deerfield through its Board of Trustees
go on record as opposing the rezoning of part of
the Southeast one - quarter of Section 312 West Deerfield Township, from R-2
to R -3, as requested by Mr. I. C. Rassmussen.
Carried unanimously.
The letter from Admiral Old, Chairman, Toll Highway Commission, re-
garding the request to relocate the proposed toll road outside the Village
limits, was ordered placed on file.
It was the consensus of the Board that the resolution of policy
refusing extensions of municipal water and sewer services to properties
outside the Village limits should be upheld, and that the request of Mr.
Richard E. Gibbs, North Avenue, Bannockburn, for a permit to connect to the
Village's sanitary sewer be denied.
Mr. Rupp, Village Manager, reported that the Master Plan maps had
been returned by Evert Kincaid and Associates. He reported that the State
Department of Revenue audits of Motor Fuel Tax funds had been received and
placed on file.
Decision was made by the Board that, in order to avoid duplications
of house numbering on Northwoods Drive, the East -West sections be called
Northwoods Drive, North and Northwoods Drive, South.
Trustee Dicus moved,seconded by Trustee Engelhard, that the Village
Manager be designated corresponding agent to receive mail from the Illinois
Municipal retirement Fund. Carried unanimously.
Trustee Engelhard moved, s eoonded by Trustee Meyer, that the
resignation of Mr. Frank Curto from the Board of Zoning Appeals be accepted.
Carried unanimously.
The Public Service Company reported that street lights had been
installed at the corners of Birchwood and Laurel Avenues, Wilmot and Rosewood,
County Line and Wilmot Roads, and installation of lights would be made at
Hazel and Clay, and Hazel and Alden Court.
The Illinois Department of Highways reported the installation of
four -way stop signs at the Deerfield Road- Wilmot intersection, at the request
of the Deerfield Safety Council.
Mr. Matthews, Village Attorney, reported he now has
$375 Fee to Village the deed fnr the sewage treatment plant site, and that
Attorney Approved payment of $3,000 should be made to Mr. and Mrs. Wells,
as agreed, this sum to be charged to the Sewer Bond
fund. He reported that final briefs had been filed in the National Brick
Company declaratory judgment suit. Trustee Dicus moved, seconded by Trustee
Engelhard, that payment of $375 be made to Mr. Matthews for services in said
case. Adopted by the following vote:

Trustee Dicus moved, seconded by Trustee Engelhard, that the Building
Permit issued to the Fire Department be extended toallow completion of the office
of the Fire Station, and the required fee be waived.
Carried unanimously.

The letter from the Northern Illinois Field Campus Group, requesting
the Board to take action to oppose the sale of public land in Northern Illinois,
was referred to the Deerfield Grammar School Board.
The Village Auditor's Annual Report was received and filed, and the
Clerk was directed to send a copy of said report to the State Auditor.
Trustee Engelhard reported that Mr. Roderick, Village Auditor, will
prepare a financial statement for publication in the Deerfield Review.
Trustee Kelley moved, seconded by Trustee Meyer, that
f Approve Gershuny the Board concur in the recommendation of the Plan
Subdivision Commission, and approve the Gershuny Subdivision as
platted.
Carried unanimously.
Trustee Meyer moved, seconded by Trustee Kelley, that
Approve Sewer Extension the plans and specifications for the 800 ft. sewer
Westgate Road extension in Westgate Road be approved, as approved
by the Village Engineer.
Carried unanimously.
The petition of the Zion Lutheran Church for a conditional use to permit
the construction of a church on Deerfield Road was referred to the Plan
Commission for public hearing.
Trustee Dicus was appointed to serve with with the Chamber of Commerce
Parking Committee, to attempt to work out the question of parking meters in
the business district.
Action of the Flagler driveway application, and the question of rezoning
from R-7 to R -2, was deferred until the next meeting.
On motion by Trustee Dicus, seconded by Trustee Meyer, the meeting was
adjourned to Monday, October 25, 1954 at 7:30 P.M.
