A RESOLUTION REGARDING TOLLWAY IMPROVEMENTS AND
ACCESS TO THE EDENS SPUR
WHEREAS, the Illinois State Toll Highway Authority has scheduled extensive
roadway improvements that will result in the elimination of access to and from the Edens Spur at
Deerfield Road; and
WHEREAS, various alternative connection points to the Edens Spur have been .
identified and evaluated over the past two years; and
WHEREAS, no consensus on a preferred connection point has been reached by the
various agencies, both public and private, which have studied the problem during this period; and
WHEREAS, the proposed Deerfield Plaza improvements and Edens Spur connection
will have a greater impact on Deerfield than on any other community; and
WHEREAS, there is agreement that regional traffic conditions would improve the
farther west a connection is made from Lake Cook Road to the Edens Spur; and
WHEREAS, a connection east of I -294 would only draw more traffic into Deerfield
giving further impetus to the widening of Lake Cook Road from four to six lanes, a project opposed
by the City of Highland Park and the Villages of Buffalo Grove, Deerfield and Northbrook; and
WHEREAS, the Illinois State Toll Highway Authority intends to eliminate exisiting
access to the Edens Spur and, therefore, should be responsible for funding a new connection that
offers the greatest benefit to the region; and
WHEREAS, the only viable improvement is a connection west of I -294 that will
divert through traffic from Lake Cook Road to an expressway designed to draw traffic to and from
I -94.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD:
SECTION That a new connection to the Edens Spur should be installed on Lake
ONE: Cook Road west of I -294 through underground ramps designed in a
manner that least impacts adjacent properties at that location.

SECTION That the Illinois State Toll Highway Authority should take immediate
TWO: steps to acquire the right -of -way needed to construct said connection.
SECTION That the project should be jointly funded by the Illinois State Toll
THREE: Highway Authority and the Cook County .Highway Department, the
two agencies which will benefit most by said improvement.
SECTION That the Village Clerk shall provide a certified copy of this
FOUR: resolution to the Illinois State Toll Highway Authority and the County
Highway Department.
