WHEREAS, the Kiley Developmental Center in Waukegan, Illinois has
provided a much needed facility for the mentally handicapped citizens of Lake County;
and
WHEREAS, the State of Illinois has proposed to close the Kiley
Developmental Center and to disperse its residents to group houses and to convert the
Kiley Developmental Center to a correctional facility; and
WHEREAS, the Kiley Developmental Center is located in a residential
area next to a City park and is well suited to its present use:
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD as follows:
SECTION That the Village of Deerfield vigorously opposes the closing
ONE: of the Kiley Developmental Center in Waukegan.
SECTION That the Governor of Illinois and all members of the
TWO: General Assembly are urged to retain the Kiley
Developmental Center in its present location and use where
it can and does provide professional service to those in need.

SECTION That the Village Clerk is authorized and directed to forward
THREE: a certified copy of this Resolution to the Governor of Illinois
and Deerfield's elected representatives in the Illinois General
