A RESOLUTION REGARDING TOLLWAY IMPROVEMENTS
ON I -294 AND THE EDENS SPUR
WHEREAS, The Illinois State Toll Highway Authority
( "Authority ") is planning improvements in the area of Lake Cook Rd.
and the Deerfield Tollway Plaza, and
WHEREAS, the Village of Deerfield ( "Village "), the
municipality which will be most impacted by said improvements, has
not been informed directly by the Authority of its plans -nor given
the opportunity to offer input in what appears to be major
renovations to the tollway system in and around Deerfield, and
WHEREAS, the outcome of these projects will have long -term
effects on both residential and commercial properties within the
corporate limits of Deerfield, and
WHEREAS, the latest plans call for improvements on the
Edens Spur which would eliminate the ability of westbound traffic
on that roadway to exit at Deerfield Rd., and
WHEREAS, by eliminating this movement traffic will be
forced to exit at either Lake Cook Rd. at Rt. 41 or at Rt. 22 on
the Tollway which will add to the traffic volume and congestion on
these arterial roads.
NOW, THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, AS FOLLOWS:
SECTION That The Illinois State Toll Highway Authority
ONE: meet to consult with the Village of Deerfield
on its plans for tollway and plaza
improvements prior to conducting further
design work on these projects.
SECTION That the Authority provide a detailed
TWO: explanation as to the reasons why plans
to split the Deerfield Plaza were abandoned in
favor of expanding the facility at its current
location.
SECTION That soundwalls be an integral part of any
THREE: tollway improvements bordering residential
property in Deerfield, and that these noise
barriers be installed at the beginning of the
construction phase to minimize problems for
property owners in that area.
SECTION That copies of this Resolution be forwarded to
FOUR: Governor James Edgar in addition to the
Illinois State Toll Highway Authority.
