AN ORDINANCE AMENDING SECTION 22 -70 OF ARTICLE 12,
"PARKING REGULATIONS," OF CHAPTER 22, "VEHICLES AND TRAFFIC,"
OF THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD
TO ESTABLISH A NO PASSENGER LOADING ZONE ON SUMMIT DRIVE
IN THE NORTH TRAIL SUBDIVISION
WHEREAS, the North Trail Subdivision is adjacent to the Deerfield High School campus;
WHEREAS, an increasing number of visitors to the Deerfield High School campus utilize
local residential streets within the North Trail Subdivision, Summit Drive in particular, to drop off
and pick up persons attending events and activities at Deerfield High School; and,
WHEREAS, Deerfield High School maintains appropriate on -site facilities for safely and
efficiently loading and unloading visitors to the high school campus; and,
WHEREAS, the North Trails Subdivision Homeowners Association has requested that the
Village of Deerfield establish appropriate motor vehicle parking, standing, stopping and loading
regulations within the North Trail Subdivision, including the establishment of a no passenger loading
zone on Summit Drive where pick -up and drop -off of passengers will be prohibited on school days
and during school events at Deerfield High School;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That Section 22 -70 entitled `Loading Zones, Cab and Bus Stands' of Article
12, Parking Regulations, of Chapter 22, Vehicles and Traffic, of the Municipal Code of the Village
of Deerfield, as amended, be and the same is hereby further amended to add the following as
Subsection (d) thereof:
(d) It shall be unlawful for the driver of a vehicle to load or
unload passengers in any place designed by the Village Board as a no-
loading zone and marked as a no- loading zone or as a pick-up /drop-
off prohibited zone. The following areas are hereby designated as a
no- loading zone:
(1) The north and south sides of Summit Drive for its entire
length, East Summit Court and West Summit Court, at (i) any
time between 7:00 a.m. and 4:00 p.m. on school days at
Deerfield High School, and (ii) at any time during school
events and activities at Deerfield High School, and for one -
hour immediately preceding and following such events and
activities.
SECTION 2: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance
should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law in
that regard within its jurisdiction.
SECTION 3: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.
