A special meeting of the President and Board of Trustees of the
Village of Deerfield was called to order by the President Andrew
G. Bradt at 8 P. M.
Roll call - Present - Trustees Englehard, Hinchsliff, King, Meintzer,
Wilson and Wynkoop.

Full consideration was given to a report submitted by Baxter & Woodman
in connection with the Village sewer project and a special report by
Kenneth Weir of a special study by a committee of engineers appointed
for that.purpose. It was moved by Trustee Englehard, and seconded by
Trustee Hinchsliff, that the Board tentatively adopt plan 2a,as sub- ,
witted by engineers Baxter & Woodman, together with the elimination
of the combined sewers estimated to cost $613,048.00, as, set forth
in paragraph 23, page 179, in the.Baxter & Woodman report, and that
upon tentative approval thereof by the state authorities, the engineers,
Baxter & Woodman,'be directed..to prepare the plans, specifications and
estimate of cost for the - proposed project, and that Thomas A. Matthews
be directed to prepare and present to the Village Board the necessary
resolutions and ordinances for financing the cost thereof.
Roll call resulted as follows. Yeas - Trustee Englehard, Hinchsliff,
King., Meintzer, Wilson and Wynkoop. Nays - none. Motion carried,
It was moved by Trustee_.Wilson, and seconded by Trustee 1�ei,ntzer, that
the Village Treasurer be authorized to issue a check for the purchase
of the Jewett Park.property, in accordance with the agreement, for
deposit.in escrow and delivery to the seller.
Roll call resulted as follows. Yeas - all. Nays - none. Motion carried.
It was moved by.Trustee-Wilson, and seconded by Trustee Englehard, that
the following resolution be adopted:
"BE IT ORDAINED by the President and Board of Trustees of the
Village of Deerfield, that :.
Section 1. There is hereby created the office of Village
anger, an administrative office of the Village. The Village
Manager shall have office hours in the Village Hall from
8 A. M. to 12 M, and from 1 P. M. tot5 P. M. on week days other
than Saturday,, and from 8 A.. M.- to 12 M, on Saturdays..
Section 2. Term of Office - Removal.) The Village Manager
shall be appointed by the President by and with the consent
of the Board of Trustees for a period of one year. During the_
absence.-or disability of the Manager,--the President, by and
with the consent of the Board.of Trustees,,may designate some
properly qualified person to perform the dutie-s-of his office.
PROVIDED that the-Village-Manager may be removed from office
at any time-by a majority vote of the President and Board of
Trustees.
Section 3. Bond.- Oath - Salary.) Before entering upon the
dut es of his office, the Village Manager shall furnish a bond
-in the sum of. 45,0.00.00 conditioned for the faithful performance
of his duties,.and the payment of all moneys received by him;
according to law and the ordinances of the Village.! He shall take
the oath prescribed by the statute, and shall receive.such com-
pensation as may be provided from time to time by the President
and Board of Trustees.
Section 4. Supervision over Employees.) The Village
Manager shall have supervision over all employees of the
Village, including all members of the Police Department,
and all such employees shall perform their duties subject to
his direction. The Village Manager shall perform all of
his duties subject to the control and direction of the
Village President and Board of Trustees.
The Village Tanager shall have the power to employ and dis-
charge all temporary employees of the Village provided for
or authorized -.by the Board, and shall make recommendations
- as_to: the hiring and discharging of regular employees..
Section 5. Purchases.) As Village Manager he shall
andle through the Village office the purchase of supplies
and equipment for all departments of the Village. Expenditures
up to Twenty -Five ($25.00) dollars for any individual order,
and up to Two Hundred Dollars ($200.00) with the approval of
the Chairman of the Committee, concerned, may be made by him
without preliminary authorization by the Board, but subject to
Board ratification and to the limitations imposed by the
adoption of a budget or special appropriation.
Section 6. Reports.) As Village Manager he shall present
to the Board of Trustees regular reports covering the work
of each department for which he is responsible, together
with-such other special reports as may be required by the
Board of Trustees or'any regularly appointed committee there-
of. At the end of the fiscal year he shall prepare and
present to the Board a Written annual report, summarizing
the work of each department under his supervision with re-
commendations for the ensuing year. He shall act in an
advisory capacity to the Board*on financial matters, and
at the end of each fiscal year he shall assist the Board
in the preparation of a budget estimate of general fund
income and expenditures for the ensuing year.
Section 7. Conferences..) The Village Manager shall }fold
such conferences with the Board.of Trustees or regular and
special committees thereof, as may be considered necessary
by the Board or any committee thereof to keep its members
informed of the details of the work of the several depart-
ments.
Section 86 Additional Duties.) The Village Manager
shall perform such other duties-as may be required of him
by ordinance or resolution or directed by the President or
the Board of Trustees; to the end that the policies of the
Board of Trustees shall be faithfully and efficiently ad-
ministered.
Section 9. This ordinance shall be in full force and'
ef-Lect from and after its passage and approval as provided

The above resolution was unanimously adopted. Those voting yea being
Trustees Englehard, Hinchsliff, King, Meintzer, Wilson and Wynkoop.

President Andrew G. Bradt appointed IfIIr. Gayle Thomas Martin as Village
Manager at an annual salary of $6000.00, payable on a semi - monthly basis
