R-90-06RESOLUTION NO. 0 -90 -06 A RESOLUTION PROVIDING FOR THE SUBMISSION TO THE VOTERS OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS AN ADVISORY PUBLIC POLICY QUESTION THE PROPOSAL, "SHALL THE VILLAGE OF DEERFIELD, ILLINOIS, LEVY A REAL ESTATE TAX IN ORDER TO FINANCE A DONATION OF $2.5 MILLION TO THE LAKE COUNTY FOREST PRESERVE DISTRICT TO BE APPLIED TO THE ACQUISITION OF THE THORNGATE COUNTRY CLUB LOCATED IN UNINCORPORATED LAKE COUNTY AT THE SOUTHWEST CORNER OF DEERFIELD AND SAUNDERS ROADS, SUBJECT TO AN INTERGOVERNMENTAL AGREEMENT WHEREBY THE LAKE COUNTY FOREST PRESERVE DISTRICT WILL OPERATE AND MAINTAIN THE GOLF COURSE FACILITY AND RECEIVE ALL PROCEEDS GENERATED BY IT ?" BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS AS FOLLOWS: SECTION Authority. Chapter 46, Section 28 -1 et seq. of the ONE Illinois Revised Statutes provides that the Corporate Authorities of the Village of Deerfield may submit advisory questions of public policy to the electors of the Village of Deerfield in accordance with the provisions of general election law. SECTION Purpose. It is the purpose of this Resolution to TWO provide for the submission to the electors of the Village of Deerfield, Illinois, at the next general election to be held November 6, 1990, the proposition "Shall the Village of Deerfield, Illinois, levy a real estate tax in order to finance a donation of $2.5 million to the Lake County Forest Preserve District to be applied to the acquisition of the Thorngate Country Club located in unincorporated Lake County at the Southwest corner of Deerfield and Saunders Roads, subject to an intergovernmental agreement whereby the Lake County Forest Preserve District will operate and maintain the golf course facility and receive all proceeds generated by it ?" as an advisory public policy question. SECTION Certification. The Village Clerk shall certify the THREE foregoing advisory public policy question to be submitted to the voters at said election not less than 61 days prior to said election in the manner provided by law. SECTION Election. The advisory public policy question so certified, FOUR shall be considered in said election in accordance with any and all applicable statutes governing the conduct of advisory public referenda in municipalities of this state. SECTION Effective Date. That this Resolution shall be in full force FIVE and effect and after its passage, approval as provided by law.
