NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: That the President and Board of Trustees do hereby affirmatively find that the Church Additions to the Subject Property fully comply with the requirements and standards for special uses set forth in Article 4.01 -C, Paragraph 4 and Article 13.11 of the Zoning Ordinance of the Village of Deerfield. SECTION 2: That the President and Board of Trustees do hereby authorize and approve a �2 =level building addition- containing approximately 17,467 square. feet of .new floor area and consisting of the expansion- of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and -4= C garage, together with certain site improvements and modifications related thereto, as an amendment to the Special Use for the Subject Property in the R -1 Single- Family Residence District. SECTION 3: That the approval and authorization of said amended Special Use is hereby granted subject to the following additional conditions, restrictions and regulations: (i) the expansion, development and use of the 2 -level building addition containing approximately 17,467 square feet of new floor area and consisting of the expansion of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and garage, and certain site improvements and modifications related thereto, shall be in accordance with the plans and documents attached hereto as Exhibit B; (ii) compliance with all representations submitted and made by the Applicant to the Plan Commission and to the President and Board of Trustees of the Village of Deerfield; and, (iii) compliance by the Applicant with the terms of this Ordinance and with all other applicable provisions of the Zoning Ordinance of the Village of Deerfield. SECTION 4: That the amended Special Use as hereby authorized shall be binding upon and inure to the benefit of the Applicant and to Applicant's successors, grantees, transferees and assigns, and any violation of the conditions herein set forth by the Applicant or its successors, grantees, transferees or assigns shall authorize the revocation of the amended Special Use as hereby authorized. SECTION 5:. NSCCC holds a Mandarin Sunday Worship Service at 9:30 am and an English Sunday Worship Service at 11:15 am. Children's Sunday School programs run concurrently with the worship services. Often, worshippers stay after services for fellowship and lunch. Proposed Project Objectives NSCCC has performed a multi -year study of their existing facility and determined the following immediate and long -term needs: • More and larger classrooms for Children's Sunday School. • A lobby area adequate to relieve congestion before, between, and after Sunday Worship Services. • Handicap access to the Sanctuary, handicap access between the lower and upper levels of the Sanctuary building, and handicap accessible toilet facilities. • A multi - purpose space for (1) dining and (2) recreational activities including basketball and volleyball. • Replacement of the Parsonage with office and adult classroom space connected to the Sanctuary building and replacement of the Garage with storage space connected to the Sanctuary building. Proposed Master Plan A two -level addition at the west end of our current Sanctuary building will add new Lobby space, Children's Sunday School space, and Multi- Purpose dining and recreational space. The addition will also replace Parsonage office and adult classroom space and Garage storage space; the Parsonage and Garage will be demolished. The design, detailing, massing, building materials, and feel of the addition will complement the existing Sanctuary building. Specifically, the addition includes a small extension to the existing Sanctuary building (a choir supply room and an audio - visual technician room in the upper Sanctuary building extension and mechanical and storage rooms in the lower Sanctuary building extension), a lobby (an upper lobby with coat closet and a lower lobby with a large storage room for MPR furnishings), a west wing (with a multi - purpose room in the upper west wing and children's Sunday School classrooms in the lower west wing), and a north wing (with office space in the upper north wing and adult classrooms in the lower north wing). A new northwest entrance will replace the existing entrance and include an elevator at ground level for handicap access to the building and to both levels of the expanded Sanctuary. The addition has the same two levels as the existing Sanctuary. The north wing includes bathrooms on both levels (including handicapped accessible toilets on both levels) and the west wing includes a family bathroom. C -3 cod' 3 North Shore Chinese Christian Church September 27, 2007 Page 2 of 5 Compatible with Existing Development The proposed expansion is designed to improve the facilities for NSCCC's existing Children's Sunday School, provide an adequate lobby area, support handicap access to the building and within the building, provide multi - purpose dining and recreation space for children, youth, and adults, and connect space that was previously provided in separate Garage and Parsonage buildings across the parking lot from the Sanctuary. Thus, NSCCC's proposed expansion supports child and youth development, handicap accessibility, church member interaction, and parking lot safety — all compatible with the surrounding residential development. On weekdays during office hours, up to four NSCCC staff members are typically at the church, and their activities and traffic impact are negligible. Most of the church's activities occur on Sundays, and typical activities and their enrollments are listed below. As the age of the children in the church increases, however, their demographics are expected to shift. Currently, there are about 65 elementary -aged children and about 6 junior and senior high students in attendance during a typical week. In five to ten years, the elementary -aged children will be entering junior and senior high, and the proposed church facilities are designed to support healthy, productive activities for these future teenagers. Lot of Sufficient Size For the addition, the Parsonage and the Garage will be demolished and the new building footprint will be expanded. See attached traffic and parking report for more information. Parkina and Access After the expansion, the Sanctuary will have 224 pew seats (estimating 18" of pew per seat), which would require at least 56 parking spaces. After construction, there will be at least 91 standard and 4 handicap parking spaces. For comparison purposes, the Sanctuary currently has 182 pew seats (estimating 18" of pew per seat), which would require at least 45 parking spaces. There are currently 120 standard and 2 handicap parking spaces. There are no revisions to the site access. The entrance to the site will remain from Waukegan Road. See attached traffic and parking report for more information. Effect on Neighborhood The proposed addition will complement the existing Sanctuary aesthetically, support child development with improved Children's Sunday School and indoor recreation facilities, provide handicap accessibility, facilitate interaction between church members, and increase parking lot safety. The church has historically enjoyed a cordial, mutually - beneficial relationship with its neighbors, which is expected to continue during the proposed construction and afterwards. Adequate Facilities Adequate water, sewer, and electrical loads will be provided via access points along Waukegan Road. Fire equipment access to the site will be provided, and the site plan has been approved by the Fire Marshal. Drainage at the site is being provided through careful grading. Adequate Bufferina New and existing landscaping and trees along the northern and southern border of the site will provide improved screening and buffering as shown on the landscaping plan. Improved screening of the existing dumpster is provided with a new masonry enclosure that mimics the architectural details of the proposed addition. PROJECT CONTEXT AND SUMMARY STATEMENT GEWALT HAMILTON ASSOCIATES; .INC, (GHA) has. investigated the traffic. planning requirements of. the proposed church expansion on the North Shore Chinese Chr stian' Church (NSCCC) site at: 1250' Waukegan Road in the Village of Deerfield, Illinois (see .Exhibit 1). Currently the approximately 2.5- acres site is occupied by an approximately 6,500 square foot church building as well. as a single family residence (currently used. a:s a parsonage) and a frame garage. Per the August 23, 2007 site plan prepared by MDM Design .Group, Inc. (MDM) (See Appendix 1) the current parsonage and garage will be demolished and an approximately 17,650 square: foot addition .will :be constructed. The current access drive on Waukegan Road will be inaintained. as will the majority of the existing parking lot. Our study findings -are discussed below and various recornmendations are offered for your consideration Exhibits referenced in the text are centrallyaocaied, in the Technical Addendum at the end of this report. Briefly summarizing, wes believe that the additional traffic generated by the proposed ,development. represents a negligible impact to the existin&roadway system: PART 2. BACKGROUND INFORMATION' Roadway Network Discussion Waukegan Road (IL RTE:43) is a niajor.north -south route in the site vicinity under the jurisdiction of the Illinois DeparGnent ofTransportation (IDOT):but maintained:by the Village. Waukegan is :ilot classified as a Strategic Regional' Arterial (SRA), route. Along the site frontage, Waukegan provides two travel lanes in each direction separated by a painted "double yellow" median. No separate turn lanes are provided at the access or adjacent local streets. The posted, speed limit on Vi/aukegan at Hie site is 3S - mph. Baseline Traffic To help ensure`that. additional regional traffic growth 'is considered in our analyses, GHA developed. the. 2013 Baseline traffic projections. The Baseline traffic assumes non- project traffic :growth in thtou gh. volumes along Waukegan Road at.a: rate of 1.5 % .per year:for a period of 5. years: after the anticipated construction is completed. The: resulting Baselie traffic volumes are illustrated in Evhibit f. Parking Observations GHA conducted parking counts at the site concurrent. with. Elie `traffic counts. IL PART 1 PROJECT TRAFFIC CHARACTERISTICS Traffic Generations Typically, the anticipated traffic volumes for a development are based on information published by the Institute of Trainsportation Engineers:(ITE) in the manual Trip Generation. However; when expanding an existiog;use, we. shake every effort'to utilize local traffic Baia for our analysis: Tabulated in Part A.1 of Exhibit ,5. summarizes the traffic volumes observed at the existing site by014A in August and- September ?007. Part A.2 4tabulates the traffic volumes that would expected. fora church with '182 seats and 6,462 :gross square feet of'space based in information published.;by the. L.TE. Note thac'the ITE volumes are higher for the same size building. To, help ensure that the maximum traffic impacts of the proposed. expansion are! considered, we utilized the higher published rates for .estimatng additional traffic generated by theproposed expansion, which is tabulated in Part A.4: Project Future traffic volumes at.the, site driveway, (i.e. EaiSting, plus Expansion 'Traffic) are tabulated in Part A.5: Trip Distribution Part,.B 6f'Exhibit.5 summarizes the anticipated directional distribution of NSCCC traffic Based on the observed traffic patterns which z we do not anticipate to change as :a function of the expansion, slightly more traffic is destined to and from the south along!Waukegan Roads Use of Wat Mdk'Laine to the.east is expected to be negligible. Property Access The existing access to Waukegan. Road will be 'maintained with the :expansion.. Currently the access extends west into the current parking lot., The footprint. of the proposed expansion will result: in a. new internal curve to the north once traffic has entered the site. The proposed curve design is sufficient to accommodate, service vehicles (Le. refuse collection) as well as emergency vehicles and parishioners comfortably: While .the: modified driveway cuiye. will direct traffic towards the neighbors. to the north (Ivy. Court' Subdivision) there is an existing fencez and tree 'line along most of the 'botindary. Additional landscaping is proposed to further minimize any intrusion of headlights. Capacity Analyses Capacity analyses were conducted at the a NS000 site `access drive. The analysis parameters are listed in Part l of Exhibit 8, as published in the Transportation Research Board °'s (TRB) 2000 Highway Capacity Manual .(HCM),, At signalized intersections, Level of Service (LOS) reportst operations using the letter designations "A" (best) th rough.- "F" (worst) and measures the average control delay per vehicle in, seconds. Usually, LOS C is referred io as providing: "design" operations and LOS D is the lower threshold of "acceptable'! operations.: LOS E and F are usually :considered as being, "unacceptable ". At unsignalized. intersections, the HCM methodology reports the .results differently for Two -Way :Stop- y Controlled (TWSC) or All -Way Stop. Controlled:(AWSC) intersections. For TWSC.intersections, LOS is reported for conflicting. movements on the:major street�(i e. leis turns: onto the minor approach) and for each movement on the stopped approach. Approach "control delay" is also reported in - seconds per, vehicle; Results of AWSC analyses are slightly different. LOS :is reported for each :stopped. approach;as well as an average overall intersection "control delay" in seconds�,per vehicle. LOS Card D continue to be considered "design" and " acceptable" operations respectively. The :current travel lanes and operations were used for. testing the impacts of both development and non- development traffic growth. Exhibit 8 Part IT summarizes the.results. As can be seen, all movements into and out of the NS000 site are expected to .operate at or above: the "Design" LOS C with one exception. During the Evening. Peak Hour, regional,. growth in through traffic: will .result In longer `than desirable delays: .However, given. the low volume of traffic exiting the site during the Peak Hour, the anticipated queue: or vehicle stack is only,a;single vehicle on site'.. PART 5. SITE PLAN ELEMENTS Site Circulation As shown on the MDM site plan (See Appendix ]),.a one -way circulation pattern for pick =up / drop =off is. proposed at the new entrance. Furthermore, the one -way circulation .pattern ;through the parking lot will be maintained. Parking required for the expanded . church must` be provided to meet the ordinance: as -a: place: of worship with:the focus on seating and secondly for assemblies and utilization of the proposed multi'- purpose room.: The following summarizes the requirements separately: 1. Place of Worship (Zoning.Ordinance sectioAQ2 .E.1.c) with a. requirement 0`l. space for,each.4 seats.. The. expanded NSCCC. worship area utilizes 'pews ,for seating, and based on the ordinance requirenient.of'18" per seat will accommodate ?52 worshippers. 252, seats @ l space / 4 teats: := 63 spaces required'. ?. Auditoriums and Places of Assembly' without fixed seating (Zoning Ordinance Section 8.02- E.5.b) with a requirement of 1. space per 3 occupants as: deterrriined:,by the Municipal Code. The proposed expansion includes 'a, 3,600 square foot multi- purpose :room with a maximum occupancy per fire code of 240 persons. 240 persons @ 1 space / 3 persons = 80 spaces required. So .long as the sanctuary `seating area and the multi= purpose room are :not occupied :simultaneously (not anticipated) there is more than sufficient parking on site to meet the Village'.s requirement.. Furthermore,. GHA has, projected. the anticipated parking demands of the: expanded facility. based ,on actual parking observations. Our existing count resulted in.a,ratio of cars to seats. of`0AL Assuming that future attendance patterns follow current observations we project a peak,parking, demand of`104 spaces or .9 more than are provided.. It is important to note that there was :a special- guest- speaker and outdoor. luncheon on site during our Sunday, -observations that increased attendance 'beyond typical Sunday: service. Service and Emergency Vehicle Operations It is our understanding that ihe'F re District has reviewed the MDNt.site plan and is satisfied with ,access for emergency vehicles and fire trucks. Service vehicles are typically limited to weekly visits (refuse collection) and can circulate the site without encroachment on the parking spaces. Some consideration . should be given to, the dumpster location and orientation. Pedestrian Links There 'is .currently a public ;sidewalk along the .entire Waukegan Road frontage. No pedestrian. link to Waukegan Road exists, nor is one planned: Should a pedestrian 'connection be desired, weL would recommend that it be constructed separate from the driveway (i.e. not as a carriage walk) to discourage impromptu pick -up / drop -off and. drop off maneuvers along the access drive.. SUMMARY .In closing; we.'believe that the additional traffic generated' by. the proposed expansion, represents a negligible impact to the area roadways and can be :readily accommodated by� the existing access drive without further modifications. Parking supply exceeds Village requirements and .should 'be sufficient'for nearly all uses and events. VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS ORDINANCE NO. 0 -07 -38 AN ORDINANCE AUTHORIZING AN AMENDED SPECIAL USE TO ALLOW A BUILDING ADDITION AND SITE RENOVATION FOR NORTH SHORE CHINESE CHURCH AT 1250 WAUKEGAN ROAD WHEREAS, North Shore Chinese Christian Church (the "Applicant') is the owner of certain property commonly known as North Shore Chinese Church at 1250 Waukegan Road and legally described on Exhibit A attached hereto (the "Subject Property") and has petitioned the Village of Deerfield pursuant to Article 4.01 -C, Paragraph 4 and Article 13.11 of the Zoning Ordinance of the Village of Deerfield for approval of a 2 -level building addition containing approximately 17,467 square feet of new floor area and consisting of the expansion of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and garage, together with certain site improvements and modifications, as an amendment to the Special Use for the Subject Property in the R -1 Single- Family Residence; and, WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on n October 11, 2007 to consider said application, said hearing being held pursuant to public notice duly given and published as required by statute and conforming in all respects, in both manner and form, with the requirements of the statutes of the State of Illinois and the Zoning Ordinance of the Village of Deerfield; and, WHEREAS, the Plan Commission of the Village of Deerfield, after considering the testimony, documentary evidence and supporting materials offered at said public hearing, filed its report with the President and Board of Trustees containing its written findings of fact and recommendation that Applicant's request for approval of a 2 -level building addition containing approximately 17,467 square feet of new floor area and consisting of the expansion of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and garage, and certain site improvements and modifications related thereto (the "Church Additions "), be authorized as an amendment to the Special Use for the Subject Property in the R -1 Single - Family Residence District pursuant to Article 4.01 -C, Paragraph 4, and Article 13.11 of the Zoning Ordinance of the Village of Deerfield; and, WHEREAS, the President and Board of Trustees of the Village of Deerfield have determined that the best interests of the Village will be served by the authorization and approval of the Church Additions as an amendment to the Special Use for the Subject Property to the extent herein provided; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: That the President and Board of Trustees do hereby affirmatively find that the Church Additions to the Subject Property fully comply with the requirements and standards for special uses set forth in Article 4.01 -C, Paragraph 4 and Article 13.11 of the Zoning Ordinance of the Village of Deerfield. SECTION 2: That the President and Board of Trustees do hereby authorize and approve a 2 -level building addition containing approximately 17,467 square feet of new floor area and consisting of the expansion of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and -4- garage, together with certain site improvements and modifications related thereto, as an amendment to the Special Use for the Subject Property in the R -1 Single- Family Residence District. SECTION 3: That the approval and authorization of said amended Special Use is hereby granted subject to the following additional conditions, restrictions and regulations: (i) the expansion, development and use of the 2 -level building addition containing approximately 17,467 square feet of new floor area and consisting of the expansion of the existing sanctuary, the addition of a new west wing and a new north wing to the existing building, the demolition of the existing 5,140 square foot parsonage and garage, and certain site improvements and modifications related thereto, shall be in accordance with the plans and documents attached hereto as Exhibit B; (ii) compliance with all representations submitted and made by the Applicant to the Plan Commission and to the President and Board of Trustees of the Village of Deerfield; and, (iii) compliance by the Applicant with the terms of this Ordinance and with all other applicable provisions of the Zoning Ordinance of the Village of Deerfield. SECTION 4: That the amended Special Use as hereby authorized shall be binding upon and inure to the benefit of the Applicant and to Applicant's successors, grantees, transferees and assigns, and any violation of the conditions herein set forth by the Applicant or its successors, grantees, transferees or assigns shall authorize the revocation of the amended Special Use as hereby authorized. SECTION 5: That the Village Clerk is hereby authorized and directed to publish this Ordinance in pamphlet form and to record this Ordinance in the office of the Recorder of Deeds of Lake County, Illinois at Applicant's expense. -5- SECTION 6: That this Ordinance, and each of its terms, shall be the effective legislative act of a home rule municipality without regard to whether such Ordinance should: (a) contain terms contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law in that regard within its jurisdiction.
