VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS ORDINANCE NO. 0 -06 -24 AN ORDINANCE APPROVING A SPECIAL USE AND AN AMENDMENT TO THE HOME DEPOT COMMERCIAL PLANNED UNIT DEVELOPMENT FOR AMCORE BANK AT 677 LAKE COOK ROAD WHEREAS, AMCORE Bank and V -Land South Elgin/Gyorr, LLC, being the owner of certain property commonly known as the Home Depot "Commercial Planned Unit Development (collectively, the "Applicants "), legally described on Exhibit A attached hereto (the "Subject Property ") have petitioned the Plan Commission of the Village of Deerfield to approve a Special Use for a bank with drive - through facilities at 677 Lake Cook Road including: (i) a variation to reduce the number of required stacking spaces for a drive - through facility from six (6) required spaces to five (5) required spaces and (ii) a sign modification to allow the east and west wall signs for AMCORE Bank to exceed the maximum size allowed, and a sign modification to allow the west wall sign for AMCORE Bank to be located above the roof deck, all as an amendment to the Commercial Planned Unit-Development heretofore, approved for the Subject Property in the C -2 Outlying Commercial District; and WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on March 23, 2006 to consider Applicants' request, said hearing being held pursuant to public notice duly given and published as required by statute and conforming in all respects, in both manner and form, with the requirements of the statutes of the State of Illinois and the Zoning Ordinance of the Village of Deerfield; and, WHEREAS, the Plan Commission of the Village of Deerfield, after considering the evidence, testimony and supporting materials offered at said public hearing, filed its report with the President and Board of Trustees containing its written findings of fact and recommendation that the requested Special Use be authorized pursuant to Section 13.11 and Section 5.02 -C, Paragraph 2, Subparagraph c of the Zoning Ordinance of the Village of Deerfield to allow the establishment and operation of 4,100 square foot bank with four (4) drive -up lanes at 677 Lake Cook Road in the Home Depot Commercial Planned Unit Development in the C -2 Outlying Commercial District, including: (i) approval of a variation in the requirement for six. (6) stacking spaces for each drive - through lane to allow five (5) stacking spaces for each drive - through lane of the bank facility and (ii) approval of sign modifications to allow the east and west wall signs of the facility to be 57 square feet in size, an increase of fourteen (14) square feet over the maximum size allowed under the Zoning Ordinance and a sign modification to allow the west wall sign to be located above the roof deck of the bank building, as an amendment to the Special Use Planned Unit Development of the Subject Property in the C -2 Outlying Commercial District; and, WHEREAS, the President and Board of Trustees of the Village of Deerfield have determined that substantial evidence supporting the Plan Commission recommendation was adduced at said public hearing, that the proposed Special Use for the Subject Property fully complies with the requirements and standards set forth in Section 13.11 and Section 5.02 -C, Paragraph 2, Subparagraph c, of the Zoning Ordinance of the Village of Deerfield, and that the best interests of the Village will be served by the authorization and granting of said Special Use as an amendment to the Special Use Planned Unit Development of the Subject Property in the C -2 Outlying Commercial District, including a variation to reduce the number of stacking spaces required for the drive - through facility -2- from six (6) spaces to five (5) spaces, a sign modification to allow the east and west wall signs for the bank facility to be a maximum of 57 square feet in area, and a sign modification allowing the west wall sign for the bank facility to be located above the roof deck of the bank building, all subject to and in accordance with the plans and supporting materials submitted by the Applicants which are incorporated herein and made a part hereof by this; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: That the President and Board of Trustees of the Village of Deerfield do hereby affirmatively find that the Special Use as hereby authorized fully complies with the requirements and standards set forth in Section 5.02 -C, Paragraph 2, Subparagraph c and Section 13.11 of the Zoning Ordinance of the Village of Deerfield. SECTION 2: That the President and Board of Trustees do hereby approve and authorize the construction, establishment, operation and use of a 4,100 square foot bank with four (4) drive -up lanes with a total of 39 parking spaces to be provided on site as a Special Use of the Subject Property in the Home Depot Commercial Planned Unit Development in the C -2 Outlying Commercial District, subject to the conditions, regulations and restrictions set forth in Section 6 of this Ordinance. SECTION 3: That the President and Board of Trustees do hereby further authorize and approve a variation in the requirement for six (6) stacking spaces for each drive- through lane to allow five .(5) stacking spaces for each drive - through lane of the Special Use bank facility, subject to the conditions, regulations and restrictions set forth in Section 6 of this Ordinance -3- SECTION 4: That the President and Board of Trustees do hereby further authorize and approve sign modifications for the Special Use bank facility to allow the east and west wall signs of the bank to be 57 square feet in size, an increase of fourteen (14) square feet over the maximum size allowed under the Zoning Ordinance, and to allow the west wall sign to be located above the roof deck of the bank building, subject to the conditions, regulations and restrictions set forth in Section 6 of this Ordinance. SECTION 5: That the Special Use, variation and sign modifications are hereby approved and authorized as an amendment to the Special Use Planned Unit Development of the Subject Property in the C -2 Outlying Commercial District, subject to the conditions, regulations and restrictions set forth in Section 6 of this Ordinance. SECTION 6: That the approval and authorization of said Special Use, variation and sign modifications is granted subject to the following conditions, regulations and restrictions: (i) the establishment, development, maintenance and use of the Subject Property for said Special Use shall be in accordance with the plans and supporting materials attached hereto and made a part of this Ordinance as Exhibit B hereof, and with all representations made and submitted by the Applicants to the Plan Commission and to the President and Board of Trustees of the Village of Deerfield; (ii) that the construction, maintenance and use of the east and west wall signs on the Subject Property shall be in accordance with the plans and supporting materials attached hereto and made a part hereof as Exhibit B and the approval of the Appearance Review Commission; (iii) continued compliance with the requirements of the Final Development Plan and ordinances for the Home Depot'Commercial Planned Unit Development, as amended, and with all applicable provisions of the Zoning Ordinance of the Village of Deerfield. -4- SECTION 7: That the Special Use and amendment to the Commercial Planned Unit Development as hereby authorized shall be binding upon and inure to the benefits of the Applicants and Applicant s' successors, grantees, transferees and assigns, and any violation of this Ordinance or the conditions, regulations and restrictions set forth herein by Applicants or their successors, grantees, transferees or assigns shall authorize the revocation of the Special Use as .hereby authorized. SECTION 8: That the Village Clerk is hereby authorized and directed to publish this Ordinance in pamphlet form and to record this Ordinance in the office of the Recorder of Deeds of Cook County, Illinois at Applicants' expense. SECTION 9: That this Ordinance, and each of its terms, shall be the effective legislative act of a home rule municipality without regard to whether such Ordinance should: (a) contain terms contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of the , corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law in that regard within its jurisdiction. SECTION 10: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law. (Metro) was retained by McDonough Associates, Inc. and the Cook County Highway Department to review traffic operations at the Lake Cook Road /Deerlake Road intersection and the Deerlake Road /Home Depot Access intersection to the immediate south. The study intersection and surrounding area is presented in Figure 1. This memorandum summarizes Metro's methodology, data collection, and review. Recommendations to improve traffic operations within the study area are identified. Existing Conditions Metro conducted a field reconnaissance to observe peak period traffic operations and collect data regarding study area roadway characteristics, traffic control, and traffic volumes. Area Land Uses The area near the Lake Cook Road /Deerlake Road intersection generally consist of office, restaurant, and retail uses in addition to a Metra commuter rail station. The south leg of the Lake Cook Road /Deerlake Road intersection serves the Home Depot, the Metra commuter rail station, office space, and a few restaurants. The north leg of the intersection serves office and restaurant uses. An access serving the Home Depot also creates an intersection with Deerlake Road just south of Lake Cook Road. A description of these roadways is presented below. The existing lane configuration and traffic control is illustrated in Figure 2. Lake Cook Road is a major east/west arterial roadway at the study intersection. At its signalized intersection with Deerlake Road, the eastbound and westbound approaches of Lake Cook Road each provide a separate left -turn lane, two thru lanes, and a separate right -turn lane. Lake Cook Road is under the jurisdiction of the Cook County Department of Highways. - Deerlake Road is a local collector roadway with driveways serving adjacent developments and the Metra commuter rail station. South of Lake Cook Road, Deerlake Road curves to the east and is parallel to Lake Cook Road. At its signalized intersection with lake Cook Road, the northbound approach of Deerlake Road provides a separate left -turn lane, one thru lane, and a separate channelized right -turn lane. The southbound approach provides two thru lanes with shared left -turn and right -turn movements. At it unsignalized "T" intersection with the Home Depot Access, the eastbound approach of Deerlake Road contains one thru lane and a separate right -turn lane. The westbound approach contains two thru lanes with a shared left -turn movement. The eastbound approach is free -flow and the westbound approach is under stop sign control. Deerlake Road is under the jurisdiction of the Village of Deerfield. Home Depot Access is a north /south internal access road through the parking lot serving the Home Depot and surrounding parking lot. The northbound approach of the Home Depot Access at Deerlake Road provides a shared left- turn /right -turn lane under stop control. Existing Traffic Metro conducted peak hour traffic counts at the following intersections: ■ Lake Cook Road / Deerlake Road ■ Deerlake Road / Home Depot Access The counts were conducted during a weekday morning (6:00 AM to 8:30 AM), weekday evening (4:00 PM to 6:30 PM), and a Saturday (11:00 AM to 1:00 PM) on two separate days in June and July 2004. These time periods were chosen since they coincide with the expected peak hours of the adjacent roadways, the Metra commuter rail station, and the Home Depot. In addition, outbound vehicles from the Home Depot Access and the Deerlake Road frontage incorporated each vehicle's path through the Lake Cook Road /Deerlake Road intersection. For example, the northbound left -turns from the Home Depot Access can be separated by destination, i.e. eastbound Lake Cook Road, westbound Lake Cook Road, or northbound Deerlake Road. The vehicle tracking counts indicate that vehicle destination from the Deerlake Road frontage and the Home Depot Access generally split 50/50 between eastbound and westbound Lake Cook Road. The following summarizes observations at the Lake Cook Road /Deerlake Road intersection and along Deerlake Road south of the intersection. AM Peak Period ■ The Lake Cook Road /Deerlake Road intersection generally works well. However, westbound thru traffic along Lake Cook Road experiences some delay early during its signal phase due to vehicle queues extending east from the Lake Cook Road /Pfingsten Road intersection through Deerlake Road. ■ Traffic along Deerlake Road south of Lake Cook Road flows well and a majority of the traffic is inbound and generated by the Metra commuter rail.. station.. Any vehicle queues extending from Lake Cook Road to the Home Depot Access seem to be a result of the signal timing priority given to Lake Cook Road rather than the traffic volume on Deerlake Road. ■ No operational issues were observed at the Deerlake Road /Home Depot Access intersection due to the low volume of outbound traffic. PM Peak Period ■ Lake Cook Road is very busy in both directions. Traffic flow along Lake Cook Road through the Deerlake Road intersection seems to be impacted by extended vehicle queues from adjacent intersections (Pfingsten Road to the west and Waukegan Road to the east). ■ Deerlake Road experiences considerable queuing through the Deerlake Road /Home Depot Access intersection at times. The peak vehicle queue occurrences generally coincide with the arrival of Metra commuter trains and commuters heading home. Each signal cycle at the Lake Cook Road /Deerlake Road intersection served the vehicle queue on Deerlake Road to just past the Deerlake Road /Home Depot Access intersection. • Maximum observed vehicle queues along Deerlake Road reached approximately 550 feet east of the Home Depot Access. • Maximum observed vehicle queues along the Home Depot Access reached approximately 250 feet south of Deerlake Road. ■ At times, inbound (from Lake Cook Road) traffic along Deerlake Road was obstructed at the Deerlake Road /Home Depot Access intersection due to turning vehicles blocking the intersection. ■ Criss -cross and weaving conflicts were observed at the Deerlake Road /Home Depot Access. Vehicles exiting the Home Depot Access had difficulty getting into the northbound right -turn lane at lake Cook Road. Outbound vehicles along Deerlake Road had difficulty weaving into the proper lane to make their desired movement at Lake Cook Road. These vehicle movements require driver courtesy and can impact the efficiency of the Lake Cook Road /Deerlake Road intersection. Da 0 -o(o-g y &. 6 /a. -r( /o f Saturday Midday Peak Period ■ The Lake Cook Road /Deerlake Road intersection generally works well. • The Deerlake Road /Home Depot Access intersection also flows well and has few issues. Due to most of the traffic along Deerlake Road being generated by Home Depot, the northbound traffic exiting the Home Depot Access experiences a low amount of conflicting traffic. • At times, northbound traffic on Deerlake Road at Lake Cook Road queues just beyond the Deerlake Road /Home Depot Access intersection. This vehicle queue is likely a function of the signal timing priority given to Lake Cook Road. 8 /o, $ r6 10 ,I t Analysis of Traffic Operations Based on the existing traffic volumes and field observations, Metro conducted capacity analyses for each peak period. Capacity Analysis Capacity analyses were conducted using Highway Capacity Software (HCS) to evaluate the overall operations of the Lake Cook Road /Deerlake Road intersection for each of the existing peak hours. Due to the awkward traffic control configuration at the Deerlake Road /Home Depot Access intersection (eastbound does not stop while northbound and westbound stop), intersection capacity could not be determined. The effectiveness of how well an intersection operates is measured in terms of Levels of Service (LOS). Levels of Service range from LOS "A (best) to LOS "F" (worst). The minimum intersection LOS that is generally accepted by Cook County Highway Department standards is LOS "D ". Table 1 summarizes the existing condition capacity analysis. Table 1 Existing Intersection Level of Service (LOS) As shown in Table 1, capacity analysis indicates that the Lake Cook Road /Deerlake Road intersection currently operates at LOS B or better during the analysis peak hours. However, field observations of traffic during indicate that traffic operations at the Lake Cook Road /Deerlake Road intersection is negatively impacted by vehicle queues extending from adjacent intersections along Lake Cook Road. The close proximity of the intersections creates queuing and operational issues along Deerlake Road and the Home Depot Access. The close proximity of the intersections, the short distance between Lake Cook Road and the Deerlake Road frontage, and the need to provide access to multiple users also limits the types of physical- improvements that can be reasonably implemented. Prior to implementation of any improvements to circulation, lane configurations, signage, and traffic control, coordination and agreement between the Village of Deerfield, Tenants, and Property Management will be necessary. The following summarizes two potential improvement concepts to improve traffic operations along Deerlake Road. Advance Signage for.Westbound Deerlake Road ■ Providing advance lane information to westbound drivers along the Deerlake Road frontage will help reduce weaving movements as they approach the Lake Cook Road /Deerlake Road intersection. Directional signage should be constructed along Deerlake Road. Signage reading "To Eastbound Lake Cook Road" would direct vehicles to the right lane along Deerlake Road., and the right -turn lane at Lake Cook Road. Signage reading "To Westbound Lake Cook Road" would direct vehicles to the left lane along Deerlake Road and the left -turn lane at Lake Cook Road. Pavement markings alone will not adequate notify drivers due to limited visibility created by the vehicle queues, particularly during the evening peak period. Eliminate the stop sign for the westbound approach of Deerlake .Road at the Home Depot Access. Restrict Movements at Deerlake Road /Home Depot Access Intersection . • Restricting the Deerlake Road /Home Depot Access intersection to right -in /right- out movements for the Home Depot Access reduces the vehicle conflict at the intersection. Westbound Deerlake Road would no longer be _under stop control at the current Home Depot Access. An alternate access allowing vehicles from the Home Depot to access westbound Deerlake Road and.,Lake Cook Road should be developed further east of -.the current access. The increased distance between Lake Cook F20'6fd and a full. access serving` Home Depot, reduces the Criss -cross and weaving conflicts, r`broveg the efficiency of the northbound Deerlake Road approach at Lake Cook Road, and, reduces the impacts of the Lake Cook Road /Deerlake Road and Deerlake Road /Home Depot Access intersections upon each other. • Although the &elocated intersection.,of,Deerlake.. Road -and a full access for Home Depot may continue to experience delay during peak surges in traffic coinciding with Metra commuter rail service, the frequency and magnitude of impact should be reduced compared to the existing conditions. / • A potential shifted access concept is illustrated in Figure 5. �Co tQ Ob r �� POTENTIAL INTERSECTION RELOCATION FIGURE 5 ,cs G 1 Summary Due to the close proximity of the Lake Cook Road /Deerlake Road and Deerlake Road /Home Depot Access intersections and the intersection configurations, considerable vehicle conflict and delay is experienced during peak traffic conditions. Based on field observations and traffic count data, the weekday evening peak hour experiences the worst conditions of the three analyzed periods. The destination of traffic leaving the Deerlake Road frontage and the Home Depot Access is generally split 50/50 between eastbound and westbound Lake Cook Road. With the need to serve traffic from the Deerlake Road frontage and the Home Depot Access, criss -cross and weaving movements exist along Deerlake Road between Lake Cook Road and the Home Depot Access. Two potential improvement concepts are suggested to improve traffic operations. The first potential improvement includes providing signage directing drivers along Deerlake Road frontage to the desired lanes in advance of the Home Depot Access. The second concept to consider includes restricting the current Horne Depot Access to right -in /right -out movements and developing a new full access on Deerlake Road to the east. Any improvement to the circulation, lane configurations, signage, and traffic control will require coordination between the Village of Deerfield, tenants, and Property Management to develop a mutually agreeable solution. An access serving the Home Depot also creates an intersection with Deerlake Road just south of Lake Cook Road. A.description of these roadways is presented bellow. The existing lane configuration and traffic control is illustrated in Figure 2. Lake -Cook Road is a major east/west arterial roadway at the study intersection. At its signalized intersection with Deerlake Road, the eastbound and westbound approaches of Lake Cook Road each provide a separate left -turn lane, two thru lanes, and a separate right -turn lane. Lake Cook Road is under the jurisdiction of the Cook County Department of Highways. Deerlake Road is a local collector roadway with driveways serving adjacent developments and the Metra commuter rail station. South of Lake Cook Road, Deerlake Road curves,to the east and is parallel to Lake Cook Road. At its signalized intersection with 'lake Cook Road, the northbound approach of Deerlake Road provides a separate left -turn lane, one thru lane, and a separate channelized right -turn lane. The southbound approach provides two thru lanes with shared left -turn and right -turn movements. At it unsignalized "T" intersection with the Home Depot Access, the eastbound approach of Deerlake Road contains one thru lane and a separate right -turn lane. The westbound approach contains two thru lanes with a shared left -turn movement. The eastbound approach is free -flow and the westbound approach is under stop sign control. Deerlake Road is under the jurisdiction of the Village of Deerfield. Home Depot Access is a north /south internal access road through the parking lot serving the Home Depot and surrounding parking lot. The northbound approach of the Home Depot Access at Deerlake Road provides a shared left- turn /right -turn lane under stop control. Existing Traffic Metro conducted peak hour traffic counts at the following intersections: ■ Lake Cook Road / Deerlake Road ■ Deerlake Road / Home Depot Access The counts were conducted during a weekday morning (6:00 AM to 8:30 AM), weekday evening (4:00 PM to 6:30 PM), and a Saturday (11:00 AM to 1:00 PM) on two separate days in June and July 2004. These time periods were chosen since they coincide with the expected peak hours of the adjacent roadways, the Metra commuter rail station, and the Home Depot. In addition, outbound vehicles from the Home Depot Access and the Deerlake Road frontage incorporated each vehicle's path through the Lake Cook Road /Deerlake Road intersection. For example, the northbound left -turns from the Home Depot Access can be separated by destination, i.e. eastbound Lake Cook Road, westbound Lake Cook Road, or northbound Deerlake Road. The vehicle tracking counts indicate that vehicle destination from the Deerlake Road frontage and the Home Depot Access generally split 50/50 between eastbound and westbound Lake Cook Road. The following summarizes observations at the Lake Cook Road /Deerlake Road intersection and along Deerlake Road south of the intersection. AM Peak Period The Lake Cook Road /Deerlake Road intersection generally works well. However, westbound thru traffic along Lake Cook Road experiences some delay early during its signal phase due to vehicle queues extending east from the Lake Cook Road /Pfingsten Road intersection through Deerlake Road. ■ Traffic along Deerlake Road south of Lake Cook Road flows well and a majority of the traffic is inbound and generated by the Metra commuter rail.. station.. Any vehicle queues extending from Lake Cook Road to the Home Depot Access seem to be a result of the signal timing priority given to Lake Cook Road rather than the traffic volume on Deerlake Road. • No operational issues were observed at the Deerlake Road /Home Depot Access intersection due to the low volume of outbound traffic. PM Peak Period Lake Cook Road is very busy in both directions. Traffic flow along Lake Cook Road through the Deerlake Road intersection .seems to be impacted by extended vehicle queues from adjacent intersections (Pfingsten Road to the west and Waukegan Road to the east): Deerlake Road experiences considerable queuing through the Deerlake Road /Home Depot Access intersection at times. The peak vehicle queue occurrences generally coincide with the arrival of Metra commuter trains and commuters heading home. Each signal cycle at the Lake Cook Road /Deerlake Road intersection served the vehicle queue on Deerlake Road to just past the Deerlake Road /Home Depot Access intersection. • Maximum observed vehicle queues along Deerlake Road reached approximately 550 feet east of the Home Depot Access. ■ Maximum observed vehicle queues along the Home Depot Access reached approximately 250 feet south of Deerlake Road. ■ At times, inbound (from Lake Cook Road) traffic along Deerlake Road was obstructed at the Deerlake Road /Home Depot Access intersection due to turning vehicles blocking the intersection. ■ Criss -cross and weaving conflicts were observed at the Deerlake Road /Home Depot Access. Vehicles exiting the Home Depot Access had difficulty getting into the northbound right -turn lane at lake Cook Road. Outbound vehicles along Deerlake Road had difficulty weaving into the proper lane to make their desired movement at Lake Cook Road. These vehicle movements require driver courtesy and can impact the efficiency of the Lake Cook Road /Deerlake Road intersection. C), g 0 _o(o -a- y &. 6 /0. -.r6 / a Saturday Midday Peak Period ■ The Lake Cook Road /Deerlake Road intersection generally works well. ■ The Deerlake Road /Home Depot Access intersection also flows.well and has few issues. Due to most of the traffic along Deerlake Road being generated by Home Depot, the northbound traffic exiting the Home Depot Access experiences a low amount of conflicting traffic. ■ At times, northbound traffic on Deerlake Road at Lake Cook Road queues just beyond the Deerlake Road /Home Depot Access intersection. This vehicle queue is likely a function of the signal timing priority given to Lake Cook Road. r6 to • 4, Analysis of Traffic Operations Based on the existing traffic volumes and field observations, Metro conducted capacity analyses for each peak period. Capacity Analysis Capacity analyses were conducted using Highway Capacity Software (HCS) to evaluate the overall operations of the Lake Cook Road /Deerlake Road intersection for each of the existing peak hours. Due. to the awkward traffic control configuration at the Deerlake Road /Home Depot Access intersection (eastbound does not stop while northbound and westbound stop), intersection capacity could not be determined. The effectiveness of how well an intersection operates is measured in terms of Levels of Service (LOS). Levels of Service range from LOS "A" (best) to LOS "F" (worst). The minimum intersection LOS that is generally accepted by Cook County Highway Department standards is LOS "D ". Table 1 summarizes the existing condition capacity analysis. The close proximity of the intersections, the short distance between Lake Cook Road and the Deerlake Road frontage, and the need to provide access to multiple users also limits the types of physical improvements that can be reasonably implemented. Advance Signage for.Westbound Deerlake Road ■ Providing advance lane information to' westbound drivers along the Deerlake Road frontage will help reduce weaving movements as they approach the Lake Cook Road /Deerlake Road intersection. Directional signage should be constructed along Deerlake Road. Signage reading "To Eastbound Lake Cook Road" would direct vehicles to the right lane along Deerlake Road., and. the right -turn lane at Lake Cook Road: Signage reading "To Westbound Lake Cook Road" would direct vehicles to the left lane along Deerlake Road and the left -turn lane at Lake Cook Road. Pavement markings alone will not adequate notify drivers due to limited visibility created by the vehicle queues, particularly during the evening peal-, period. Eliminate the stop sign for the westbound approach of Deerlake .Road at the Home Depot Access. Restrict Movements at Deeriake Road /Horne Depot Access Intersection . Restricting the Deerlake Road /Home Depot Access intersection to right -in /right- out movements for the Home Depot Access reduces the vehicle conflict at the intersection. Westbound Deerlake Road would no longer be under stop control at the current Home Depot Access. An alternate access allowing vehicles from the Home Depot to access westbound Deerlake Road and.-Lake Cook Road should be developed further east of the current access. Based on field observations and traffic count data, the weekday evening peak hour experiences the worst conditions of the three analyzed periods. The destination of traffic leaving the Deerlake Road frontage and the Home Depot Access is generally split 50/50 between eastbound and westbound Lake Cook Road. With the need to- serve traffic from the Deerlake Road frontage and the Home Depot Access, criss -cross and weaving movements exist along Deerlake Road between Lake Cook Road and the Home Depot Access. Two potential improvement concepts are suggested to improve traffic operations. The first potential improvement includes providing signage directing drivers along Deerlake Road frontage to the desired lanes in advance of the.Home Depot Access. The second concept to consider includes restricting the current Horne Depot Access to right -in /right -out movements and developing a new full access on Deerlake Road to the east.
