RESOLUTION NO. R- 88 =.12
WHEREAS, the Corporate Authorities of the Village of Deerfield
are concerned regarding the effect on the ownership, sale and
possession of handguns on crime and accidental injury to citizens of
the Village of Deerfield arising from the improper use of said
handguns; and
WHEREAS, the Corporate Authorities of the Village of Deerfield
recognize that the regulation and control of handguns will be most
effectively achieved through state or federal regulation; and
WHEREAS, the International Association of Chiefs of Police have
developed certain criteria with respect to handgun control which in
the view of the Corporate Authorities will be effective in
regulating handgun ownership and sales.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, AS FOLLOWS:
SECTION That the Corporate Authorities of the Village of
ONE: Deerfield shall continue to cooperate with and assist
otner neighboring communities in an effort to achieve
state or federal legislation regulating the ownership and sale of
handguns.
SECTION That the Corporate Authorities of the Village of
TWO: Deerfield shall continue to actively support
legislation whict. would include those elements of
handgun control proposed by the International Association of Chiefs
of Police, including, but not limited to the following:
A. A mandatory waiting period of at least 15 days before
a handgun purchase is permitted.
B. Positive verification of the identity of a prospective
handgun. purchaser.
C. P. mandatory check by all local police agencies of all
handgun purchasers' state and federal fingerprint and criminal
records.
D. The issuance of a photo identification card to
approved handgun purchasers.

E. Provision for mandatory training and demonstration of
proficiency in the lawful use and security of handguns by the permit
holder.
F. Establishment of appropriate fees to be charged to
each handgun owner applicant to support the costs related to the
foregoing control elements.
SECTION That this Resolution shall be in full force and
THREE: effect from and after its approval and passage ir. the
manner provided by law.
