O-04-16VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS ORDINANCE NO. 0 -04 -16 AN ORDINANCE ADOPTING THE BUDGET OF THE VILLAGE OF DEERFIELD FOR THE FISCAL YEAR BEGINNING MAY 1, 2004 AND ENDING APRIL 30, 2005 WHEREAS, the Village of Deerfield has adopted the statutory budget system provided for in sections 8 -2 -9.1 through 8 -2 -9.11 of the Illinois Municipal Code; and, WHEREAS, the Village's Budget Officer has compiled a tentative budget for the fiscal year beginning May 1, 2004; and, WHEREAS, the tentative annual budget for the fiscal year beginning May 1, 2004 has been made conveniently available to public inspection for at least ten (10) days prior to the passage of the annual budget; and, WHEREAS, a public hearing has been held on the tentative annual budget pursuant to public notice duly given by publication in a newspaper having general circulation in the Village of Deerfield at least one week prior to the time of the public hearing; and, WHEREAS, the corporate authorities of the Village of Deerfield find that it is in the best interests of the Village to adopt the budget attached hereto as Exhibit A as the annual budget of the Village of Deerfield for the fiscal year beginning May 1, 2004 and ending April 30, 2005. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: The corporate authorities of the Village of Deerfield do hereby approve and adopt the budget attached to this Ordinance as Exhibit A as the annual budget for the Village of Deerfield for the fiscal year beginning May 1, 2004, and ending April 30, 2005. SECTION 2: This Ordinance, and each of its terms, shall be the effective legislative act of a home rule municipality without regard to whether such Ordinance should: (a) contain terms contrary to the provisions of current or subsequent non- preemptive state law; or, (b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law in that regard within its jurisdiction. SECTION 3: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law. PASSED this 19th day of April , 2004.
