RESOLUTION R -87- 12
WHEREAS, the Illinois General Assembly recently failed to take
legislative action to rectify constitutional problems associated with
the State landfill surcharge, as cited in the Illinois Solid Waste
Management Act; and
WHEREAS, it is imperative that these constitutional defects be
cured if State and local governments are to adequately address the
growing problems of solid waste management in Illinois as envisioned by
said Act; and
WHEREAS, the Lake County Joint Action Solid Waste Planning Agency
is the recipient of the largest solid waste planning grant from the
Illinois Environmental Protection Agency pursuant to the Illinois Solid
Waste Management Act and is thus dependent upon said Act for the funding
of a well- conceived, highly successful intergovernmental planning effort
involving county and municipal jurisdictions representing over 90% of
Lake County's population; and
WHEREAS, the gravity of the problems associated with current solid
waste management practices in Illinois must command timely, imaginative,
and well - planned solutions.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Board of Trustees
of the Village of Deerfield that we most heartily urge the Illinois
General Assembly to take the necessary legislative action to rectify the
constitutional problems associated with the Illinois Solid Waste Manage-
ment Act as soon as practicable, but no later than the January, 1988
legislative session; and
BE IT FURTHER RESOLVED, that we do hereby request that the Secre-
tary of the Lake County Joint Action Solid Waste Planning Agency give
this Resolution the widest possible circulation to Members of the
Illinois General Assembly; member municipalities; relevant public
interest groups, and concerned local governments.
