The regular meeting of the Board of Trustees of the Village of Deerfield was called to order on
April 1, 2024, at 7:30 p.m. at Deerfield Village Hall. The clerk called the roll and announced
that the following were

and that a quorum was present and in attendance. Also present were Assistant Village Manager
Justin Keenan and Steve Elrod, Village Attorney.
PLEDGE OF ALLEGIANCE Tamara Jenkins, Director of Arts Festivals, led
those in attendance in reciting the Pledge of
Allegiance.
PRESENTATION Chief Sliozis presented the 2023 Donald E. Gehrig
Award to Detective Joanna Sokorelis. Detective
Sokorelis joined the Department in April 2017. She has held numerous positions within the
Department and provides outstanding service along with genuine compassion for those she
works with. She has done a tremendous job for the Village and is very dedicated. Detective
Sokorelis thanked the Board, staff and her fellow officers and stated it is a privilege to work in
Deerfield.
PRESENTATION Ms. Jenkins is the Director of Arts Festivals for
District 113 and she reported on the Arts Alive
program that is debuting April 15 through
April 20. During that week, professional artists will lead workshops for fine arts students. Ms.
Jenkins noted some of the artists are Deerfield High School alumni including a Broadway
veteran, a film writer and director, a film video producer, Ravinia artists, the Northlight Theater
Company, and many more. There is a broad range of artists participating in the program. On
Friday, April 19, there will be an all -school assembly at two times during the day, so all DHS
students and staff can attend. Ms. Jenkins reported there will be a Community Art Expo on
Saturday, April 20 from 11:30 a.m. to 2:00 p.m. with professional artists and pop-up
performances. Ms. Jenkins noted the Community Art Expo is a hands-on, family friendly event
that is open to all.
DOCUMENT APPROVAL Trustee Oppenheim moved to approve the minutes
from the March 18, 2024, Committee of the Whole
and Board of Trustees meetings. Trustee Benton seconded the motion. The motion passed by
unanimously on a voice vote.

TREASURER'S REPORT Director of Finance Eric Burk presented highlights
from the February 2024 Treasurer's Report
representing 16% of the fiscal year. Mr. Burk reported net sales tax continues to exceed the prior
two years due to increased cost of goods. He noted gross sales tax is lagging compared to the
budgeted amount due to economic incentive activity which also results in lower expenditures.
Mr. Burk reported water and sewer billings reflect lower usage months, which is typical this time
of year. He noted interest income continues to outperform projections as rates have remained
higher than expected. Mr. Burk reported hotel tax reflects payments from all six hotels. He
stated the notable expenditures in February include Village Hall keycard upgrades, required
purchase of road salt, improvements at 839 Todd Court, the purchase of water meters, a Public
Works truck and a Police Explorer.
BILLS AND PAYROLL Trustee Oppenheim moved to approve the bills
and payroll dated April 1, 2024. Trustee Metts-
Childers seconded the motion. The motion passed by the following vote:

The outdoor area consists of an eight -foot chain link
fence. The Plan Commission voted 5-0 in favor of
the request.
Tim Ryan, Director of Buildings and Grounds for District 109 and George Demarakis, architect
with Arcon Associates, were present. Mr. Demarakis noted they were looking for a free-
standing structure and found the best location was at the southwest corner of Caruso Middle
School. He reported the building will be a single -story corrugated steel structure with masonry.
Trustee Oppenheim noted the selected space is currently not being utilized. She believes it will
be a good location for the new building.

Trustee Metts-Childers moved to accept the Plan Commission's recommendation for a Special
Use Amendment to permit the establishment of a maintenance building for Deerfield School
District 109 at Caruso Middle School located at 1801 Montgomery Road in the P-1 Public Lands
District and direct the Village Attorney to prepare the Ordinance. Trustee Benton seconded the
motion. The motion passed by the following vote:

water service or larger for decades.
Trustee Oppenheim moved amend Section 23-5 of the Municipal Code of the Village of
Deerfield, of 1975, as amended, regarding water service. Trustee Metts-Childers seconded the

ORDINANCE AMENDING CHAPTER Mr. Keenan reported this Ordinance would allow

would be fully refundable after the work is done and a final inspection is completed. Trustee
Oppenheim asked how to decide when this will be applied. Mr. Keenan reported the deposit
would be applied if there was a previous issue with the contractor like a stop -work order or other
unique situation. He noted the deposit would be a permit requirement. Trustee Oppenheim
inquired on how the Village would ensure the fair implementation of the contractor deposit. Mr.
Elrod is confident staff will use this power in a fair manner using the equal standards that will be
applied across the Board. Trustee Oppenheim would like written standards to protect staff from
being accused of unfair practices. Trustee Jacoby asked if the deposit would be applied to a new
contractor. Mr. Keenan noted the deposit would not be imposed for a new contractor.
Trustee Oppenheim moved to continue further discussion on the Ordinance to develop criteria to
put into the Ordinance. Trustee Metts-Childers seconded the motion. The motion passed by the
following vote:

DISCUSSION
MEETING WITH REPRESENTATIVE Mayor Shapiro met with Illinois State
Representative Bob Morgan and discussed what is
happening in Springfield and the Village.
