Protecting Water Quality
It is important to remember that the Village storm sewer drains
and roadside ditches lead to our nearby lakes and creeks. That
means any oil, pet waste, leaves, landscaping debris, or dirty
water from outside activities that enters a storm drain gets into
our lakes and streams. Never dump oil, chemicals, soapy water,
grass clippings, or anything besides clean water down the storm
sewer drain. By keeping waste and hazardous materials out of
storm sewer drains, you’re doing your part to reduce flooding and
pollution in our local waterways. The following discharges are
permitted:
•Discharges from potable water sources (fire hydrant flushing
•Irrigation water
•Foundation drains, pumped ground water, and water from
crawl spaces
•De-chlorinated and pH neutral swimming pool discharges

Passing of Longtime Village Trustee
William ‘Bill’ Seiden
Bill served the Village for more than 25 years as a Trustee
It is with great sadness that the
Village of Deerfield announces
the death of longtime Village
Trustee William “Bill” Seiden,
who passed away on February
8 following a brief illness.
Bill served the Village with
unwavering dedication and
commitment for 25 years,
leaving an indelible mark on
the fabric of our community.
He is remembered for his
decades-long commitment to
public service. Bill was elected
as Village Trustee in 1999 and
chaired the Village’s Residential Teardown Taskforce. Prior to
his becoming a trustee, he served as a Deerfield Public Library
Trustee for six years and acted as the Village’s liaison to the
Library after joining the Village Board.
“Bill brought his professional business experience to our Village
Board to help us make sound financial decisions” said Deerfield
Mayor Daniel C. Shapiro. “But more than that, Bill cared about
Deerfield and wanted to make it a better place for its residents.
He was a friend to all of us and will be missed.”
In this time of mourning, our thoughts and deepest sympathies
are with the Seiden family, friends and loved ones. May we carry
on Bill’s memory by following in his example of service and
compassion to Deerfield, the town he loved.
The 2024 Street Rehabilitation
Project was awarded in
January and, with the nicer
than normal weather, is
currently underway. The
contract includes the
reconstruction/rehabilitation
of 12 streets in the Village.
This $4 million project will
include work along Country
Lane, Gordon Terrace, Burr
Oak Court, Rosewood Avenue,
Mallard Lane, Orchard Street,
Millstone Road, Shag Bark
Lane, Fox Hunt Trail and
Smoke Tree Road. Weather
depending, work is expected
to be complete in October.

shared in a blog on the Village
website. Residents can sign

Fire Hydrant Flushing in April
During the week of April 8, the Public Works Department will begin
flushing all fire hydrants within the Village. Opening fire hydrants
and flushing out water on an annual basis allows Public Works to
ensure that hydrants are in proper working condition to protect your
property and helps to flush sediment out of the distribution system.
Signs will be posted in each area before flushing begins. The work
is typically performed between 7:30 a.m. and 3:30 p.m., Monday
through Friday, and takes approximately two weeks to be completed
for the entire Village. There may be discoloration in the water coming
from the faucets in your home after hydrant flushing is complete in
your area. It is recommended that residents flush water from their
interior system through a tub spout for a few minutes to clear out
any potential sediment. Do not use a sink for flushing purposes as
it is possible that sediment can become trapped in a sink’s aerator.
Please note that the water from the tap is safe to drink at all times.

Public Works Update
Waukegan Road Resurfacing Project
This spring, the Illinois Department of Transportation (IDOT)
anticipates beginning their resurfacing project along Waukegan
Road from Lake Cook Road to Half Day Road (IL 22). This project
is anticipated to begin in April or May and will take around four
months to complete.
As the owners of the road, IDOT will be managing the project
but the Village will be in coordination with IDOT throughout the
construction. This project will be similar in nature to the Waukegan
Road resurfacing project that took place in 2021 south of Lake
Cook Road. Updates on the project will be shared via the Village
website when available.

Building improvement
projects include exterior
and interior remodeling,
rehabilitation, additions and
repair and reconstruction
projects. Additionally, the
cost of currently planned
improvements will be added
to the cost of previously made
improvements and compared
to the existing market
value to determine if the
improvements exceed 50% of
the structure’s value.
Flood Insurance
If you do not have flood
insurance, talk to your
insurance agent. Most
homeowners’ insurance
policies do not cover
damage from floods. Flood
insurance is only available
to those communities
participating in the NFIP.
Because of our floodplain
management programs,
Deerfield residents are able
to obtain flood insurance.
Additionally, because the
Village participates in FEMA’s
CRS program, flood insurance
premiums are discounted.
Be sure to check your policy
to ensure you have adequate
coverage. These policies
usually cover the building
structure, but not its
contents. Contents coverage
can also be obtained upon
request. There is a 30-day
waiting period before flood
insurance coverage becomes
effective. Plan ahead; do not
wait until a flood is predicted
before purchasing flood
insurance. If you are building
inside the floodplain, the
purchase of flood insurance
is mandatory if using a
federally regulated/insured
bank for a loan.

with flooding or drainage
concerns. Village staff
can visit your property, if
required, and help to assess
the problem and may be
able to offer solutions. The
localized flood protection
service is provided by the
Engineering Department.

fences, etc.) are required to
undergo a formal review by
the Engineering Department.
Approval must be granted
prior to doing any work in
a floodplain area. Please

Substantial Improvement/
Damage
The National Flood
Insurance Program (NFIP)
requires that if the cost of
improvements to a building
in a floodplain or the cost
to repair damages (from
any cause) to a building
in a floodplain exceeds
50% of the market value
of the building (excluding
land value), the entire
building must be brought
up to current floodplain
management standards.
Officer Cherestal Appointed New DHS SRO
After consideration and review by Police
administration, along with a selection committee
made up of Deerfield High School staff and
students, Officer McKenzie Cherestal was
appointed as School Resource Officer for Deerfield
High School effective January 8, 2024.
Officer Cherestal has a bachelor’s degree in Law
Enforcement and Justice Administration from
Western Illinois University and is a father to
four children. Officer Cherestal began his law
enforcement career with Deerfield on July 9, 2012,
and served in the Patrol Division on a variety of
shifts.
Officer Cherestal reported to DHS in an unofficial
SRO capacity for a few months prior to his
appointment and has since completed a 40-hour
School Resource Officer Training.
School Resource Officers typically serve in the
role for four years. Officer Cherestal is replacing
Officer Rheanna Hall who served as School
Resource Officer since 2017.
Special Concerns Program
The Deerfield Police Department encourages
you to register your loved ones of any age who
experience autism, mental health or safety-
related concerns in the Special Concerns Program.
Individuals are invited to share information
through a confidential form created by the
Deerfield Police Department. The provided
information will offer valuable insights to first
responders and will be exclusively shared with
emergency response personnel.

Public Safety Telecommunicators Week - April 14-20
Do you ever wonder who’s the person behind our
emergency calls to 911? National Public Safety
Telecommunicators Week is observed every second
week in April to recognize and celebrate the work of
Telecommunicators helping to save millions of lives every
day.
Deerfield has a 24-hour, on-site Communications Center
responsible for all emergency and non-emergency police
calls for the Village of Deerfield, Village of Bannockburn,
Village of Riverwoods and Village of Lincolnshire. The
Communications Center is staffed by eight full-time
and five part-time Telecommunicators who serve as an
indispensable link between the officers and the public,
as well as a vital support service in the public safety
community.
They provide radio, telephone and dispatch services with
dedication and professionalism. Communications staff
participate in a variety of training annually to be efficient
and effective, especially as it relates to new technology
and legislation. They are truly the unseen heroes of
public safety.
National Social Work Month
The Deerfield Police Department has
two full-time Social Workers on staff.
March is National Social Work Month,
giving us the opportunity to celebrate
our Social Workers, Katharina Rygiel and
Izzy Weintraub.
Our Social Workers work closely with
members of the Police Department and
the community to provide services to
people experiencing: grief after a death,
divorce, domestic violence, juvenile
problems, sexual assault, substance
abuse, mental illness, financial crisis,
and more.
To achieve more enhanced knowledge
and skills in crisis management,
the social workers attended and
completed robust training in 2023. They
participated in conferences imparting
knowledge on managing mental health
emergencies, understanding trauma
care and suicide prevention strategies.
In the fall, the Social Services Division
presented the information to all sworn
officers of the department as part of the
requirement of the SAFE-T Act, Mental
Health Crisis Response and Management
(CIT™ Annual Refresher). This education
aims to enhance the officers’ ability to
navigate mental health emergencies and
promote preventive measures.
Katharina and Izzy strive every day to
improve many people’s quality of life and
advocate on their behalf. We are lucky to
have such a dedicated pair as our Social
Services Department.

The Deerfield Public Art
Program is soliciting artwork
loans from artists to display
in public places for one year.
Artists must be willing to
loan works of art for public
display for up to one year.
The Deerfield Fine Arts
Commission will review
artwork proposals submitted
by artists interested in
having their works displayed
in the community as part of
this public art initiative.
The program is soliciting
paintings, murals, drawings,
and other pieces that could
be displayed in Village Hall,
Public Works, Deerfield
Park District facilities, the
Deerfield Public Library and
the sculpture park at the
corner of Waukegan and
Deerfield Roads.
This is the ninth call for
artists in the program, which
has featured more than 100
pieces from local, regional and
national artists.
The Deerfield Public Art
Program is open to all visual
artists who meet the following
criteria:
•Artists who are professional
and of serious intent.
•Artists working in any
permanent media.
•Art students working with
practicing artists/teachers
may be considered.
•Artists must have
knowledge of public art.
While previous experience
in public art is not re-
quired, artists should
be knowledgeable of
materials, techniques, and
public art processes.
•Appropriateness of an
artist’s work for public

Mark your calendars, the
Deerfield Art Festival will
return June 1 – 2 on Park
Avenue. Produced by Amdur
Productions, the festival is
scheduled for 10 a.m. to 5
p.m. Saturday and Sunday,
June 1 and 2, with 100 juried
artists showcasing and
selling their one-of-a-kind
pieces including paintings,
photography, ceramics,
furniture, jewelry, wood, fiber
and more!
The festival returned last year
following a brief hiatus with
great weather, large crowds
and amazing artists.
Live music, activities for
kids, painting classes, selfie
stations, and the brand new
“Kids Art Stop,” where artists
invite children to stop at their
booth to learn more about
the art-making process, add
to the family-friendly vibe
of this event. Festival food
is served on site and several
restaurants are just steps
away from the artist’s booths
to ensure that no one goes
hungry.

Arts Alive! Public Expo Comes to DHS April 20
Arts Alive!, the new arts festival
launching at Deerfield High School,
will culminate the week long
celebration with a Professional
Art Expo. This free, family friendly
event is open to the public on
Saturday, April 20, from 11:30 a.m.
to 2 p.m.
During the week of April 15 to 19,
professional artists from multiple
diverse disciplines will present
workshops, masterclasses, and performances for the students at
Deerfield High School with a final live performance assembly for
the entire school.
On Saturday, the entire community is invited to an “Art Expo”
Open House where 30 professional artists will show their work,
demonstrate their techniques, and allow the public to get hands-
on with projects.
Artistic disciplines represented at the Expo include: Digital
Caricatures, Weaving, Puppetry, Silk Painting, Henna, Paper
Quilling, Masking Tape Sculpture, Floral Painting, Diary Boxes,
Glass Blowing, Printmaking, Mosaics, Ceramics, Encaustic, Collage,
Silversmith, Origami, Mural, Mixed Media and more!
In addition, pop up performances which will include a puppet
show, drum circles, an interactive dance performance, wandering
giant puppets, as well as a very special vocal performance by DHS
students. AP DHS Student Artists will also have a chance to show
their work as well.

is Coco Chanel, the fashion
designer who freed women from
corsets. Or, a painting by a local
artist who was inspired by the
strength of Georgia O’Keeffe,
the trailblazing painter of the
American Southwest.
