R-24-11VILLAGE OF DEERFIELD RESOLUTION NO. 2024- R-24-11 A RESOLUTION AUTHORIZING AN AGREEMENT WITH THE JOSSELYN CENTER TO PROVIDE PROFESSIONAL COUNSELING FOR ALL EMPLOYEES 9F THEVILLAGE WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and WHEREAS, The Josselyn Center, an Illinois not -for -profit corporation ("Josselyn'), provides counseling, education, and support services to individuals and families Counseling Services'); and WHEREAS, the Village desires to offer Counseling Services to Village employees, their spouses, and their dependents under the age of 26; and WHEREAS, the Village desires to enter into an agreement with Josselyn to provide the Counseling Services ("Agreement's; and WHEREAS, the Village Board has determined that it will serve and be in the best interests of the Village and its residents to approve the Agreement with Josselyn pursuant to this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION ONE: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Resolution as findings of the Village Board. SECTION TWO: APPROVAL OF AGREEMENT. The Agreement by and between the Village and Josselyn is hereby approved in substantially the form attached as Exhibit A. SECTION THREE: AUTHORIZATION AND EXECUTION OF THE AGREEMENT. The Village President and the Village Clerk are authorized and directed to execute and seal, on behalf of the Village, the Agreement with Josselyn. SECTION FOUR: EFFECTIVE DATE. This Resolution will be in full force and effect from and after its passage, approval, and publication in the manner provided by law. Street, Village Clerk 2 Dame Shapiro, Mayor EXHIBIT A Agreement josses n AGREEMENT THIS AGREEMENT entered this 1st day of January 2024, and extending to midnight, 12/31/2026, by and between THE Village OF Deerfield a municipal corporation, and the Josselyn Center, a not -for -profit - corporation. WITNESSETH: The parties hereto, upon the terms and conditions hereinafter set forth, mutually agree as follows: 1. Josselyn Center agrees to provide professional counseling for all employees of THE Village of Deerfield, their spouses and dependents up to the age of 26. 2. Josselyn Center agrees to provide to the Village monthly accounting of time used on a monthly basis. The accounting shall deal only with units of time used without naming such individuals. 3. Josselyn Center agrees that any of the village's employees, spouses and dependents up to the age of 26 will receive counseling within a 48-hour period of a request thereof during the work week. 4. THE Village OF Deerfield agrees to pay Josselyn Center for the below -listed services rendered, at an hourly rate of $140 per hour for 12 sessions per individual and $98 for sessions 13-24 and $65hr for sessions 25 or greater. with such payment to be made monthly upon the receipt of a bill from Josselyn Center. The employee will be responsible for the portion of fees that is not fully covered by the village. These services will include Individual, Family, and Marital Therapy 5. Josselyn Center agrees to notify the city when a threshold of $14,000 is reached and will await city approval to go beyond that limit. Mental health for all. Sliozis, Chief of Police CC: Deputy Chief Brian Budny SUBJECT: Request for Board Action; Approval of a Resolution authorizing an Intergovernmental Agreement Between the Village of Deerfield and Josselyn On Tuesday, February 5, 2024, at the regularly scheduled meeting of the Mayor and Board of Trustees, the Police Department will seek Approval of a Resolution (attached) authorizing an Intergovernmental Agreement By and Between the Village of Deerfield and Josselyn (Formerly: Family Services of Lake County) (attached) to reimburse Josselyn for Behavioral Health Counseling Services. BACKGROUND The Village of Deerfield has utilized Josselyn for in excess of twenty-five years as a crucial component of the Village Employee Assistance Program. Josselyn provides professional counselling for all employees of the Village of Deerfield, their spouses and dependents up to age of 26. The Village recognizes the need for accessible Behavioral Health Counseling Services and collaboration with the Service. Josselyn has requested an increase in the hourly rate for services to $140.00 from the current 130.00 which was last adjusted in 2022. Staff concurs with the adjustment. If approved, the Village will pay Josselyn for services rendered, at an hourly rate not to exceed $140 per hour, with such payment to be made monthly upon the receipt of a bill from Josselyn, provided that the obligation shall not exceed $14,000 during the term of the agreement. Josselyn has agreed to extend this agreement through December 31, 2026. RECOMMENDATION Staff recommends approval of the Resolution authorizing the agreement between the Village and Josselyn and future payments. John 45Miozisg Chief of Police
