R-24-01VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS RESOLUTION NO. R-24-01 A RESOLUTION APPROVING A PAID FAMILY PARENTAL LEAVE PILOT PROGRAM FOR CERTAIN VILLAGE OF DEERFIELD EMPLOYEES WHEREAS, the Village of Deerfield regularly studies ways in which the Village can responsibly improve working conditions for Village employees in order to both retain and recruit quality employees; and WHEREAS, Village staff has proposed that on a pilot basis, the Village offer a new limited paid parental leave benefit for qualifying non -bargaining unit employees; and WHEREAS, the corporate authorities of the Village have determined that the establishment of this additional benefit is reasonable and worth implementing on a pilot basis; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: Approval. The corporate authorities of the Village hereby approve a limited paid parental leave benefit for qualified, non -bargaining unit Village employees. Said program shall be substantially in the form of Exhibit 1 attached to this Resolution. SECTION 2: Sunset; Report to the Board. This pilot program will sunset on December 31, 2025, unless renewed, amended, or modified by the Village Board of Trustees. Village staff is hereby directed to report to the Board on or about December 2025 with recommendations relative to the continuation, amendment, or modification of this program. 1 SECTION 3: Home Rule. That this Resolution, and each of its terms, shall be the effective legislative act of a home rule municipality without regard to whether such Resolution should: (a) contain terms contrary to the provisions of current or subsequent non -preemptive state law; or (b) legislate in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of the corporate authorities of the Village of Deerfield that to the extent that the terms of this Resolution should be inconsistent with any non -preemptive state law, this Resolution shall supercede state law in that regard within its jurisdiction. SECTION 4: Effective Date. That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. PASSED this 16th day of January , 2024. ATTEST: 6K, ?7V - Vill e Clerk Village President 2 EXHIBIT 1 PAID FAMILY PARENTAL LEAVE PILOT PROGRAM The following policy is a pilot program which will be evaluated no later than December 2025. It is available to full time, non -bargaining unit employees. Parents of newborns or newly adopted children may be eligible for paid leave of up to six weeks for the purpose of bonding which will run concurrently with the Family Medical Leave Act (FMLA). The leave may begin no earlier than the birth or placement of the child(ren) and must be used within the first six months. Leave can be taken either (i) in full week increments; or (ii) intermittently at the discretion of the Department Head. Unused Paid Parental Leave may not be carried over beyond the six months after the birth or placement of the child(ren), and there is no payment of unused Paid Parental Leave upon termination of employment. In the event both parents are eligible employees, the total time available for both parents is six weeks. Time may be taken concurrently, consecutively or intermittently within the six-month period. In addition, the amount of Paid Parental Leave per event does not increase with multiple births or multiple adopted children. Requests for paid parental leave should be made in writing to the Department Head on a required form provided by the Finance Department. 3
