RESOLUTION NO. R-23-50
A RESOLUTION APPROVING AMENDMENTS
TO THE PERSONNEL POLICIES AND PROCEDURES
OF THE VILLAGE OF DEERFIELD
WHEREAS, Village staff and the Village attorney have reviewed the current Personnel
Policy Manual and have recommended that the Village Board approve certain amendments to the
Personnel Policy Manual as provided herein;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS,
in the exercise of its home rule powers, as follows:
SECTION 1: That the "Village of Deerfield Personnel Policies and Procedures" manual,
a copy of which is on file in the office of the Village Manager and which is incorporated by
reference into this Resolution, is hereby amended in accordance with Exhibit 1 attached to this
Resolution.
SECTION 2: That said Personnel Policy Manual shall be effective as of the date of
adoption of this Resolution.
SECTION 3: That this Resolution, and each of its terms, shall be the effective legislative
act of a home rule municipality without regard to whether such Resolution should: (a) contain
terms contrary to the provisions of current or subsequent non -preemptive state law; or (b) legislate
in a manner or regarding a matter not delegated to municipalities by state law. It is the intent of
the corporate authorities of the Village of Deerfield that to the extent that the terms of this

Resolution should be inconsistent with any non -preemptive state law, this Resolution shall
supercede state law in that regard within its jurisdiction.
SECTION 4: That this Resolution shall be in full force and effect from and after its
passage and approval as provided by law.

5.1.6 PUBLIC SAFETY EMPLOYEE BENEFITS ACT COVERAGE
The Public Employee Safety Benefits Act, commonly referred to as PSEBA, provides that in certain
circumstances, a police officer who suffers a catastrophic injury in the line of duty shall be entitled
to maintain coverage on the Village's basic group health insurance plan subject to certain terms
and conditions. Similar benefits are provided to family members of a police officer killed in the

6.1.3 PERSONAL DAYS
Beginning on January 15t 2024, all full time and part time employees are given credit for personal days
which they may use at any time during the year, with the approval of the Department Head. The
Department Head's decision will be based on the obie five needs of the Department, including prior
approved leave requests in the same Department, staffing needs and availability. and the need for
efficient delivery of services to the public.
Regular full-time employees will receive credit for thFee-five personal days on January 151 of each

New full-time employees, upon hire, will be given credit for personal _days on a pro rata basis
measured by their date of hire to December 31 of the hiring year. Thereafter, they will receive credit
for r onal days as provided above..

Except in the case of emergency, requests for personal leave shall be made at least seven days before
the proposed leave date.
All personal days must be used within the fiscal year in which they are earned and shall be granted
in minimum of one -hour blocks. Time remaining on December 315L will be forfeited without

compensation unless special arrangements are made in advance with the employee's Department
Head.
7.8.3 BEREAVEMENT LEAVE
Employees may, upon the recommendation and at the discretion of the Department Head and
with the approval of the Village Manager, be granted up to three days with pay to attend the
funeral of any of the following relatives: spouse, parent, child, grandchild, stepchild, sibling,
father/mother-in-law, grandparents, and grandparents -in-law or any other relative living in the
same household with the employee. This leave may be extended up to a total of five days with
the approval of the Village Manager. Time allowed in each circumstance is governed by the
immediacy of the relative and the distance to be traveled to attend the funeral, among other
considerations. Requests for funeral leave will be considered as soon as possible following notice
of the bereavement.
The Village Manager may, in his discretion, grant additional paid leave days in the event the
employee must make arrangements necessitated by the death of the covered family member for
whom the employee has primary responsibility. Unless there are unusual extenuating
circumstances, any such additional leave days must take place within the first 60 days after the
covered family member's death and have a minimal impact of_deoartment operations..
All employees eligible for leave under the Federal Family and Medical Leave Act of 1993 (the
"FMLA") shall be eligible for bereavement leave in accordance with the Illinois Child Bereavement
Leave Act (the "Act") which provides up to a maximum of 2 weeks (10 work days) of unpaid
bereavement leave to: (1) attend the funeral or alternative to a funeral of a child; (2) make
arrangements necessitated by the death of the child; or (3) grieve the death of a child.
The Act defines "child" as an employee's son or daughter who is a biological, adopted, or foster
child, a stepchild, a legal ward, or a child of a person standing in loco parentis (in place of parent).
Eligible employees may elect to substitute accrued benefit time, including sick time for
bereavement leave under the Act. If the employee does not have any accrued benefit time for
paid leave, special circumstances may be considered at the discretion of the Village Manager.
