O-23-35VILLAGE OF DEERFIELD ORDINANCE NO.2023 - 0-23-35 AN ORDINANCE INCREASEING THE NUMBER OF AUTHORIZED SERGEANTS AND PATROL OFFICERS IN THE DEERFIELD POLICE DEPARTMENT WHEREAS, The Village of Deerfield is a home rule unit of local government pursuant to the provisions of Article VII, Section 6 of the Illinois Constitution; and WHEREAS, Section 2-102 of the "The Municipal Code of the Village of Deerfield, Illinois, 1975," as amended ("Village Code'), provides that the Village Police Department consists of a Chief of Police, I 1 Sergeants, and 29 patrol officers; and WHEREAS, the Chief of Police recommends that Section 2-102 of the Village Code be amended to authorize the Village Police Department to increase the number of Sergeants to 12, and the number of patrol officer to 30 ("Proposed Amendment'); and WHEREAS, the Village Board has determined that it will serve and be in the best interests of the Village and its residents to adopt the Proposed Amendment; NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE BOARD OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION ONE: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Ordinance as findings of the Village Board. SECTION TWO: AMENDMENT TO SECTION 2-102. Pursuant to the Village's home rule authority, Section 2-102, titled "Establishment of Police Department; Personnel," of Article 9, title "Police Department," of Chapter 2, titled "Administration," of the Village Code is hereby amended further to read as follows: "2-102: Establishment of Police Department; Personnel: (a) There is hereby created a police department, an administrative department of the village. (b) The police department shall consist of the Chief of Police, who shall be ex officio village marshal, eleven-(1) 12 sergeants, 30 patrol officers, and such other employees as may be provided for from time to time by the president and board of trustees. The Chief of Police may appoint two (24 of the aforementioned department members as Deputy Chiefs, and six (6) of said department members as Commanders in the manner provided in section 2-105 of this chapter." 4873-5001-7933, v. 1 SECTION THREE: PUBLICATION; The Village Clerk is hereby directed to publish this Ordinance in pamphlet form pursuant to the Statutes of the State of Illinois. Street, Village Jerk 4873-5001-7933, v. 1 1 Date: November 16, 2023 To: Kent Street, Village Manager From: John Sliozis, Chief of Police Subject: Police Department Staffing On Monday, November 20, 2023, at a regularly scheduled meeting of the Mayor and Board of Trustees, the Police Department will be seeking Board Approval of an Ordinance to increase sworn officer staffing. BACKGROUND Pursuant to conversation with the Mayor and Board of Trustees and other Village staff/personnel at an Executive Session on October 2, 2023 and with the subsequent approval of the Village Manager, the Police Department included in the proposed Fiscal Year 2024 budget an increase in the total number of sworn personnel from 41 to 42. The change was precipitated by the retirement of the Departments Communications Supervisor (a civilian position) and the position being replaced with a sworn Police employee. That change increased Department staffing as follows; one (1) Chief of Police, twelve (12) Sergeants and twenty-nine (29) Police Officers. Subsequent to the above described actions, the Department is now asking for additional consideration to allow for an increase of one (1) additional Officer. Other than the addition of two School Resource Officers, solely dedicated to Deerfield High School and District 109 facilities, the Department has not increased its' strength in more than 20 years. This request is precipitated by numerous factors including the following; • Effects of the SAFE-T Act (Training) • Increase in the number of housing units in the Village • Increase in traffic volume • Increase in number of large corporate headquarters • Participation in regional law enforcement task forces • Technological requirements of Officers (drone use, cameras, on-line activities) • Lack of quality Police Officer applicants (pending list of three, previous list of two) Duration of hiring/training process (9-12 months) • Increase in mobility of Officers (retirement, portability of pension) • Unannounced Retirements RECOMMENDATION The Department respectfully requests this consideration and staff can be made readily available to discuss this further. If approved the increase would require the following change to ordinance; one (1) Chief of Police, twelve (12) Sergeants and thirty (30) Police Officers. PWI ohn Sliozi Chief of Police
