A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND
THE PURCHASE OF TEN POLICE VEHICLES FROM HIGHLAND PARK FORD
AND EMERGENCY EQUIPMENT FROM HAVEY COMMUNICATIONS
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village Police Department ("Department'� has identified the need
to replace 10 police vehicles with 10 new Ford Explorer Police Interceptors ("New Vehicles'
and outfit them with the proper emergency equipment ("Equipment"); and
WHEREAS, due to continued supply chain issues and the lack ofinventory ofvehicles
with dealers, it is not practical to issue bids or to use cooperative purchasing cooperatives to
procure the Vehicles; and
WHEREAS, the Department sought quotes from multiple dealerships for the New
Vehicles and emergency equipment; and
WHEREAS, Highland Park Ford, Highland Park, Illinois ("HP Ford'I provided the
lowest quote for the Vehicles; and Havey Communications of Lake Bluff, Illinois ("Havey")
provided the lowest quote for purchase and installation of the Equipment, and
WHEREAS, the Village President and Board of Trustees have determined that it will
serve and be in the best interest of the Village to waive bidding and purchase the New
Vehicles from HP Ford in an amount not to exceed $500,000.00, and the Equipment from
Havey Communications in the amount not to exceed $150,000.00;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITA_LS. The Village Board hereby adopts the foregoing recitals as
its findings, as if ful.ly set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Vehicles and Equipment.
SECTION 3: APPROVAL OF PURCHASE. The Village Council hereby approves
the purchase by the Village of the New Vehicle from HP Ford, in a total amount not to exceed
$500,000.00, and the Equipment from Havey Communications, in the total amount not to
exceed $150,000.00.
SECTION 4: EXECUTION OF PURCHASE ORDER. The Village Council
authorizes and directs the Village President, the Village Manager, and the Village Clerk to
execute and attest, respectively, on behalf of the Village, a purchase order and all other

documents approved by the Village Manager necessary to purchase the New Vehicles from
HP Ford and the Equipment from Havey Communications.
SECTION 5; EFFECTIVE DATE. This Resolution will be in full force and effect
from and after its passage and approval by two-thirds of the Board of Trustees.

During the 2025 fiscal year, we are scheduled to replace eight (8) of our marked patrol cars in
accordance with the Vehicle and Equipment Replacement Fund (VERF) schedule.
While we are over a year from the typical time we would order these, we have learned that due to
vehicle production uncertainties and pending orders, we should place the order for 2025 Ford
Explorers before the end of the calendar year. In placing the order before the end of the year, we
stand a better opportunity to receive the cars in the Spring of 2025. As we prepare this order, we
are seeking approval and authorization to increase the number of vehicles in the fleet from eight
(8) to ten (10). Additionally, we would be transitioning one of the vehicles that is currently a
Chevrolet Tahoe, back to a Ford Explorer. The increase of cars is the result of the agency
increasing it's sworn staff and the availability of funds from the DUI account to purchase a
vehicle.
In researching the 2025 Ford Explorer, it is not yet known if the body style will change on the
2025 models. If the vehicle stays the same, we will be able to repurpose a significant amount of
equipment from the current fleet for seven (7) vehicles, resulting in a complete outfitting needed
for three (3) cars. If the body style changes, there would be some added costs as some
equipment would need to be replaced based on the new configuration.
The state bid has expired at this time and nothing has been updated through the Northwest
Municipal Conference at this time. Our last fleet of vehicles was purchased through Highland
Park Ford so we contacted them for pricing. President of Highland Park Ford, Al Frisch,
concurred with this and said the approximate price of the 2025 Ford Explorers will be around
$50,000. Frisch said this estimate is based on the pricing from the 2024's.
While inquiring about the new squads, I asked about the availability of hybrid vehicles and
would they be available in the 2025 order. Frisch said to avoid ordering hybrid vehicles at this
time as they have been extremely limited and if you did, there would be a high likelihood for the
order to be delayed as a result. This information is consistent with what we heard several months
ago when we were attempting to purchase the two administrative vehicles from Currie Motors.
As a result, we will be purchasing traditional gas motor vehicles for this fleet and keep
monitoring the future availability of hybrid vehicles when the need arises.

Based on these findings, I would recommend we order the ten (10) 2025 Ford FVlorer Police
Interceptors,lrom Highland Park Ford and accept the estimate for an approximate total of
$500,000. Final spice is still to be determined. The cost ol'one ofthe squads would be
reimbursed through DUI Seizure funds.
"Recommended additional squad cost: In addition to the cost of the squads, the
purchase of extended warranties should be considered to cover unexpected repair costs
after the manufacturer warranty expires. The current manufacturer warranty is 3
years/36,000 miles. The purchase of extended warranty coverage was also recommended
by our Public Works mechanic. The extended warranty was purchased on the current
fleet and is recommended again, however, exact pricing is not available at this time. The
previous price was $1,740.00 per car.
In addition to the cost of purchasing the squad cars, I researched the cost of outfitting the new
cars with all the proper equipment. I worked with our current vendor, Havey Communications,
Lake Bluff, IL, on this and received a verbal estimate for this service. The estimate from Havey
includes removing all equipment from the existing cars, purchasing some new equipment, and
installing everything into the new vehicles. New equipment includes new light bars, new
transport seats, and new rear spoiler lights to enhance visibility from the rear of the vehicle and
increase officer safety. Havey provided an estimate of $15,000 to outfit the new squads. They
said this may be on the high side, but provides us with an estimate based on what they are seeing
with labor and equipment price increases.
Equipment supply/install by Havey Communications for ten (10) squads: $15,000.00/car
Based on these findings. I would recommend we accept the estimate from Have
Communications to supply and install new emergence equipment in the squads jor an
aEproximate total of $150, 000.00.
The final cost related to the purchase of the new vehicles is for the graphics and lettering on the
new squads. The agency has utilized Suburban Accents for this and has been happy with their
service and quality and would recommend we keep utilizing them.

Deerfield Police Department
As proposed, the cost to replace the ten (10) marked patrol cars would cost $656,500.00
($65,650.00/car). Currently, the VERF has $440,000.00 ($55,000/car) allocated for the 2025
vehicle purchase, which would require a budget amendment to cover the purchase. If there are

SUBJECT: Request for Board Action; Police Vehicle Purchase
On November 20, 2023, at the regularly scheduled meeting of the Mayor and Board of Trustees, the
Police Department will be seeking approval of a resolution authorizing the Police Department to order ten
(10) "marked" Police Patrol Vehicles and necessary emergency equipment.
HISTORY
Eight (8) marked police vehicles are scheduled to be replaced in fiscal year 2025. The eight (8) vehicles
scheduled to be replaced are 2021 Ford Explorer Utility Police Interceptors and a Chevrolet Tahoe. In
addition to the existing eight (8) vehicles, the Police Department is adding two (2) vehicles to the fleet,
for a total of ten (10) marked vehicles.
This request is being made well in advance of the scheduled replacement date due to the volatility of the
car market and unavailability of vehicles. The Department has had conversations with Ford and it was
advised to place the order before the end of the year with an anticipated delivery date of Spring 2025.
Due to no current state bids being in place for the vehicle, Highland Park Ford was contacted to obtain
pricing. Highland Park Ford said the estimated price of the 2025 Ford Explorer will be approximately
$50,000.00 per car based on the current pricing of 2024 models. The total for ten (10) cars will be
approximately $500,000.00.
In addition to the vehicles, the Police Department will need to purchase emergency equipment for the
vehicles. The Department contacted our current vendor, Havey Communications of Lake Bluff, Illinois,
for the purchase and installation of emergency vehicle equipment. Havey Communications provided an
estimate of $15,000 per car for the purchase and installation of the equipment. The total for the ten (10)
cars will be approximately $150,000.00.
Due to the current vehicle market and no state bid, the Department seeks to waive the competitive bidding
process and utilize Highland Park Ford and Havey Communications.
RECOMMENDATION
The Police Department is recommending approval of the resolution authorizing the Police Department to
order ten (10) 2025 Ford Police Explorers and necessary emergency equipment from Highland Park Ford,
Highland Park, Illinois, and Havey Communications, Lake Bluff, Illinois, at an approximate total cost of
$650,000.00.
