R-23-42VILLAGE OF DEERFIELD RESOLUTION NO. 2023- R-23-42 A RESOLUTION APPROVING TASK ORDER NO. 23-03 WITH STRAND ASSOCIATES, INC. FOR PUMPING STATION PUMP AND FLOOR DOOR REPLACEMENT PROJECT WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and WHEREAS, on June 1, 2020, the Village entered into a Technical Services Agreement ("Agreement's with Strand Associates, Inc. ("Consultant'); and WHEREAS, the Village now desires to enter into Task Order No. 23-03 with the Consultant for the Pumping Station Pump and Floor Door Replacement Project ("Task Order No. 23-03') under the terms of the Agreement; and WHEREAS, pursuant to Task Order No. 23-03, Consultant will provide construction -related services for pump replacements at the Deerfield Road and Warwick Road pumping stations and for floor door replacements at the Deerfield Road, Warwick Road, and Wilmot Road pumping stations ("Services'; and WHEREAS, the Village Board has determined that it will serve and be in the best interests of the Village and its residents to approve Task Order No. 23-03 with Consultant pursuant to this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows: SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as its findings, as if fully set forth herein. SECTION 2: APPROVAL OF TASK ORDER NO. 23-03. Pursuant to the Village's home rule authority, Task Order No. 23-03 by and between the Village and Consultant is hereby approved in substantially the form attached to this Resolution as Exhibit A and a final form approved by the Village Attorney. SECTION 3: AUTHORIZATION TO EXECUTE TASK ORDER NO. 23- 03. The Mayor and the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the Village, the final Task Order No. 23-03 upon receipt by the Village Clerk of at least one original copy of the final Task Order No. 23-03 executed by Consultant; provided, however, that if the executed copy of the final Task Order No. 23-03 is not received by the Village Clerk within 60 days after the effective date of this Resolution, then this authority to execute and attest will, at the option of the Mayor and Board of Trustees, be null and void. SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect from and after its passage and approval according to law. Scope of Services ENGINEER will provide the following services to OWNER: 1. Prepare agenda for and attend a preconstruction meeting for discussion of contract requirements, contractor's project schedule, and other construction -related items. Prepare meeting minutes and distribute to attendees. 2. Communicate with OWNER about day-to-day construction -related items. 3. Provide contract administration services, including: a. Review of contractor's initial schedule of values, project schedule, and list of subcontractors and suppliers. b. Review of contractor's shop drawing submittals (up to two submittals for each). Provide OWNER a shop drawing review log. Shop drawings exceeding two submittals will be reviewed on an hourly rate basis plus expenses in accordance with the Contract Documents. Charges incurred will be billed to OWNER who, in turn, will be reimbursed by the contractor. C. Respond to up to six of the contractor's requests for information. d. Prepare up to two cost proposal requests. e. Prepare up to two work change directives. f. Prepare up to two change orders. g. Review of contractor's applications for payment. 4. Prepare agenda for and attend up to four monthly construction progress meetings. Prepare meeting minutes and distribute to attendees. Assist witli project closeout including providing substantial completion inspection and list of items to complete or correct, providing final inspection and list of items to complete or correct, compiling warranties, and assisting with final payment determination. 7. Provide record drawings in Adobe Acrobat portable document format from information compiled from contractor's records. Provide drafting services only for record drawings based on the records presented to ENGINEER by contractor. ENGINEER will not be liable for the accuracy of the record drawing information provided by the contractor.
