WHEREAS, Lake -Cook Road is a four lane arterial highway providing
a high level of traffic service for east -west travel along the common boundary
of Lake and Cook Counties; and
WHEREAS, recently completed traffic studies indicate that Lake -Cook
Road currently accommodates 26,000 vehicles per day; and
WHEREAS, development of the vacant land on Lake -Cook Road within
the next three to five years will result in 1.4 million square feet of
additional office space, generating considerably more traffic in the area;
and
WHEREAS, a significant portion of both.the current and projected
traffic on Lake -Cook Road uses the Tri -State Tollway (I -294) to get to and
from their destinations; and
WHEREAS, the lack of a tollway interchange at Lake -Cook Road forces
motorists to use interior residential streets in Deerfield and neighboring
communities to reach the Tollway system; and
WHEREAS, said traffic endangers.the public health, safety and
welfare of the residents of these communities; and
WHEREAS, in November, 1980, the Illinois State Toll Highway
Authority commissioned a study by Wilbur Sm,i:th and Associates on the financial
feasibility of constructing a new interchange at Lake - Cook :Rbad; and
WHEREAS, said study proposed preliminary interchange designs and con-
cluded that a Lake -Cook Road interchange shows long range promise, but has a
low financial feasibility ranking due to high capital costs; and
WHEREAS, there appear to be other design possibilities that would
reduce significantly the capital costs of an interchange at Lake -Cook Road;
and
WHEREAS, the neighboring communities of Bannockburn, Lincolnshire,
Northbrook, Riverwoods and Wheeling have gone on record in support of a tollway
interchange at Lake -Cook Road:
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS:
SECTION That the Illinois State Toll Highway Authority is
ONE: requested to reexamine as soon as possible the need
for a tollway interchange at Lake -Cook Road.
SECTION That the new study include a more in -depth analysis
TWO: of the current and projected traffic conditions on
Lake -Cook Road.
SECTION That the Illinois State Toll Highway Authority
THREE: investigate other interchange design possibilities
that would make this improvement more economically
feasible.
SECTION That the Village of Deerfield and neighboring com-
FOUR: munities are prepared to work with the Illinois
State Toll Highway Authority in deciding the need
for a tollway interchange at Lake -Cook Road.
